Although we recognized that empowerment had elements in common with such concepts as self-esteem and self-efficacy, we also felt that these concepts did not fully capture what we saw as distinctive about empowerment. After much discussion, we defined empowerment as having a number of qualities, as follows:

Having decision-making power.
Having access to information and resources.
Having a range of options from which to make choices (not just yes/no, either/or.)
Assertiveness.
A feeling that the individual can make a difference (being hopeful).

不过，“赋权”并不适合这里。这里是“赋能”的意思。就是“增强能力、实力”的意思。所以，这里准确的理解应该是：增强能力/实力，当然，具体的翻译还可以进一步推敲。
