Very hard to say without more context, but maybe you should know that "banquette" is also said of an "amorce de mur" or "kicker". This is the low concrete "wall" or "ridge"(containing reinforcement connected to and turned up from the rebars in the floor) cast when a floor is cast and upon which a wall is subsequently built.

Your "paving" and "rampe" suggests that this might be for some sort of structure in/over which vehicles will be driven, and I can't help wondering if the "banquette de protection" is not a "chasse-roue" or "curb", "wall buffer", "car stopper", "kerb stop", etc. , i.e. the sort of thing you see in carparks to prevent cars running into walls when parking (because the wheels run up against the buffer first). I can equally well imagine something similar on the ramps in carparks to prevent bodywork hitting the walls.
