Sorry if automotive isn't strictly the right field here, but there doesn't seem to be one for bikes.
The term occurs in a chemical patent relating to a polymer that has a very, very long list of possible uses in multiple fields. These include about 10 different bicycle frames, among which is the Anglaiserahmen.
Apparently this is similar to the Mixte-Rahmen or mixte frame (which isn't included in my patent, by the way). I found a picture and explanation here:

Unfortunately, I can't find an English equivalent and would be grateful for any help.

Now technically an Anglaise is not a step through but a mixte frame with a single top tube. But for a general audience I would go for English-style frame (conciser).
