Well, if your context confirms that it is in fact a "normal" treatment table that is also suitable for surgerical purposes, I'd try something like "radiolucent table that is also suitable for surgical purposes"...

I'm not sure if 'fluoroscopy' and 'radiolucent' are synonyms, but I don't think so. Fluoroscopy tables are certainly radiolucent, but I wonder if every radiolucent table is a fluoroscopy table
