De toute évidence il reste beaucoup à faire pour que le champ de l'intervention des "membres" siégeant dans le comité de groupe soit élargi aux domaines couverts par ailleurs par le comité d'entreprise. C'est aussi vrai pour les moyens nécessaire à leur actions ou à leur investigations.

I think the author also intends to say that a lot still needs to be done to ensure that the committees have the means to carry out their measures and investigations. That, presumably, is why the author writes "c'est aussi vrai."
