I just translated 'des arbres en haute tige' as 'standard trees' after a great deal of Googling! Is it talking about trees here?

: Indeed. From my notes : Arbre de haute tige - Standard tree (as opposed to dwarf, semi-dwarf), free-growing tree, Arbre tige - Standard tree. They usually specify tree types, so there are not too many leaves for people to slip and fall on in Autumn.

Is this with regards parking... ie for the 85 vehicles..... in which case 3 parking spaces with high clearance are required..... ie parking for tall vehicles..... or maybe I just have got hols of the wrong end of the stick entirely.

Since they don't specify trees in these sentences, I think what they mean is high plants (as opposed to shrubs). Of course, this only works if the parking lot is an exterior one. "Bed" might be a good translation of "plantation" in this case, at least. If they don't mean a bed, they might mean:
