@ Charlesp, "Barmark" means that there is no snow or ice on the surface. It has absolutely nothing to do with "paved" or "unpaved"!

Thanks Deane! My problem with this is the "barmark" term. To me that means land doesn't have a real road, or unpaved roads. Like trucks or heavy equiptment going over land, and making a path for other heavy equiptment to follow -- but that can't really be called a "road."

Roads and maintenance Have been looking (with some trepidation) at this one and the answers and can't get myself to agree with either, though my first thought was the 'road maintenance' doesn't include managing under winter conditions as your term indicates. Road Maintenance

I would say road maintenance.
I see that "Damningsminimerad vinter- och barmarksdrift: mått, medel och strategier" has been translated previously as:
"Dust minimized operation and maintenance of paved roads: measures and strategies" (http://trid.trb.org/view.aspx?id=1215498)

Bare ground would be the literal translation, but I wouldn't translate it quite so literally, as road maintenance covers all (winter and summer road maintenance). http://www.shropshire.gov.uk/hwmaint.nsf/open/38439443763A61...
