Explanation:
When I looked up "fastställa", My dictionary actually gave the example "fastställa balansräkningen = adopt the balance sheet". So I guess adoption is a pretty solid suggestion. "Certification" is just my best guess, although it could be something else like attestation or affirmation maybe.
