1. El entendimiento de la Republica Dominicana de facilitar que la tasa interna de retorno del proyecto sea de un 10% para el Caso Base.

2. La deduccion fiscal especial presentada por la empresa no esta limitada en su calculo por ningun criterio de renta o de rentabilidad del proyecto, y puede esto llevar al resgo de ir mas alla que el entendimiento de la Republica Dominicana de facilitar una TIR de un 10% del Caso base.

I'm not sure if "understanding" applies here. I would appreciate any suggestions. To be honest, the whole second sentence is giving me a headache!

I understand it to mean "commitment", as the 2nd paragraph, to paraphrase, is that the firm/entity is not limited in its calcultation by any criterion and may run the risk of going beyond the 10% agreed amount.

Lo entiendo como el compromiso por parte de la RM para aceptar que la TIR sea de un 10%

La segunda frase está más complicada, y poco tiene que ver con minería. Sugiero replantearla en el ámbito legal, financiero o contable.

neutral  Donald Scott Alexander: Spanish "compromiso" and English "compromise" are usually 'false friends' - Spanish "compromiso" is usually translated instead as "commitment" - which I think works for both instances of "entendimiento" here.
