I think, place for drug consumption is meant here - flat of one of the

The speaker is talking about long-term addicts who're thinking about personal hygiene (and evidently afraid of catching disease or getting a bad break from bad drugs from unreliable sources) so buy stuff from one (reliable) source. That's my take.

Заморочка, заморачивать derive from a phrase морочить голову that literally means "misinform", "mislead" and has English equivalents such as "to play games with", "drive smb crazy with smth" or even "make smb fall for oneself". So, the language of streets, using it for its own purposes, transformed the meaning to be suitable for certain situations and register.
