Nigdy się z czymś takim nie spotkałam, dlatego zakwalifikowałam tę odpowiedź tylko jako "Vermutung".
Podejrzewam, że chodzi o to, że Sprzedającemu nic nie wiadomo o istnieniu żadnych z wymienionych obciążeń. "Negativ bekannt" oznaczałoby prawdopodobnie, że Sprzedający ma wiedzę (popartą np. pisemnymi dowodami, stosownymi orzeczeniami) dotyczącą nieistenia takowych obciążeń - na pierwszy rzut oka niby to samo, ale miałoby to oznaczać moim zdaniem, że rzecz sprawdzono (np. wykonał to stosowny rzeczoznawca) i ustalono, że takowych obciążeń nie ma. Tymczasem w interesującym nas stwierdzeniu chodzi moim zdaniem jedynie o to, że Sprzedający sądzi, że takowych obciążeń nie ma.
