Interesting! I thought the primary standard was volume in liters, not horsepower (The fact that I can't recall the metric equivalent should tell you something.) or, for road taxes, vehicle weight. Alas the garage next door doesn't open for another 3 hours.

Maynard's answer is not necessarily wrong, but I am offering more for you to choose from. Especially the first one is frequently used in auto industry.
