I am aware of the point you've just made, but I am not sure whether it would meet context requirements. Maybe this department is also in charge of some financial or operational aspects of their activity. Hence the question - what's the proportion.

I see what you are saying and although I think you can use maintenance department even in your context (because as you know, maintenance isn't only about repair...).

I cannot disclose the name of that body/entity but, but as far as I know from a few Google inquiries I have made till now, it's not related in this specific case to any maintenance activities such as, for instance, piping and signpost maintenance. One of the various activities this department is in charge of is the resale of its used equipment to other external bodies/companies. The document does not contain any further details concerning the activity performed by said department.

I have learned from my research on ענף משק that אגף/ענף can be synonymous in many contexts.
