I'm not sure if this just means 'the people' here or if the meaning is more 'civil liberty groups'. Your opinions would be welcome. Thanks

Explanation:
Tough to get this into a single English word. Basically - as Christine says - it's those Swiss parties which are not left-wing or green. Possibly "the centre-right majority" in your context?

My short definition above is highly simplified. No room for a long version here, but I should at least have included two more exclusions: not left-wing, social democrat. green *or* extreme right-wing.
