In Western civilizatoins you wish people to enjoy their meal before they start eating by saying: enjoy your meal, bon appetit, buon appetito, etc. but if it has to be said after the meal is over, you could change it into "I hope you enjoyed your meal".

having seen some of the other answers I realised it really depends on who is saying it. In the UK my experience i that it is quite rare for people dining together to say enjoy your meal or I hope you enjoyed your meal. However it is extremely common for the waiters to say this.
