neither... Syncopation is a general description here. The ending of each phrase is heavily syncopated. I.e., the syncopation is prominent in each phrase.

heavy, distinct syncopation

"syncopation" is the playing of a melody with unequal note values. A "galloping" melody, for example, is syncopated.
The wiki entry is somewhat scholarly, but should give you an idea of what the term means.
