La unidad procesal es una institución por virtud de la cual cada delito o cada grupo de delitos conexos, deben investigarse y juzgarse en una única actuación procesal. Dicha figura, que evita multiplicidad de actuaciones penales por el mismo comportamiento o por varios delitos en relación de conexidad, contribuye a la realización (i) del derecho de defensa de las personas investigadas, acusadas o juzgadas en tanto asegura la concentración de sus esfuerzos en un único procedimiento, (ii) de los derechos de las víctimas al hacer posible que en único trámite puedan formular sus pretensiones de verdad, reparación y justicia, (iii) de la eficacia y celeridad del proceso penal, al optimizar los esfuerzos y recursos invertidos por las partes, intervinientes y autoridades judiciales en materia probatoria y (iv) de la seguridad jurídica y coherencia puesto que evita la adopción de decisiones contradictorias frente a los mismos hechos.
Severance of Offenses.
(1) Involving Permissive Joinder of Offenses. If two or more offenses are joined or consolidated for trial pursuant to Rule 8(b), the defendant has the right to a severance of the offenses unless the offenses are part of a common scheme or plan and the evidence of one would be admissible in the trial of the others.
(2) Involving Mandatory Joinder of Offenses. If two or more offenses are joined or consolidated for trial pursuant to Rule 8(a), the court shall grant a severance of offenses in any of the following situations:
(A) Before Trial. Before trial on motion of the state or the defendant when the court finds a severance appropriate to promote a fair determination of the defendant's guilt or innocence of each offense.
(B) During Trial. During trial, with consent of the defendant, when the court finds a severance is necessary to achieve a fair determination of the defendant's guilt or innocence of each offense. The court shall consider whether–in light of the number of offenses charged and the complexity of the evidence–the trier of fact will be able to distinguish the evidence and apply the law intelligently as to each offense.
(C) Conflicting Positions on Continuance. When the court finds merit in both the district attorney general’s motion for a continuance based on exigent circumstances that temporarily prevent the state from being ready for trial of the joined prosecutions and in the defendant’s objection to the continuance based on a demand for speedy trial. A court granting a severance under this subdivision shall also grant a continuance of the prosecutions in which the exigent circumstances exist.

Discussion
Artículo 53. Ruptura de la unidad procesal. Además de lo previsto en otras disposiciones, no se conservará la unidad procesal en los siguientes casos:
1. Cuando en la comisión del delito intervenga una persona para cuyo juzgamiento exista fuero constitucional o legal que implique cambio de competencia o que esté atribuido a una jurisdicción especial.
2. Cuando se decrete nulidad parcial de la actuación procesal que obligue a reponer el trámite con relación a uno de los acusados o de delitos.
3. Cuando no se haya proferido para todos los delitos o para todos los procesados decisión que anticipadamente ponga fin al proceso.
4. Cuando la terminación del proceso sea producto de la aplicación de los mecanismos de justicia restaurativa o del principio de oportunidad y no comprenda a todos los delitos o a todos los acusados.

Also, Subsection 4. of the section that you quoted from the Colombian Criminal Procedure Code states:

I believe this to be pertinent since “principio de oportunidad” in the statute and “preacuerdo” in the original posted text are analogous to a “plea agreement” in Colombia. Furthermore, I believe that if we combine our answers to equal severance of cases, we may have the correct answer.
