I think "avanzada" here means advance party:
"a small group of soldiers who go ahead of the main body of troops to prepare the way for their arrival, or any group that does the same thing or arrives ahead of the main body"
They are the group that is sent ahead to meet with the local community, as an initial contact.
The problem with adding "social" is that it sounds odd, like a political party or related to social advance.
I think it will be understood from the context that the advance party is working with the community.
