This is in the "Calls to Meetings" section of Articles of Incorporation of a Uruguayan company.
"La convocatoria a las Asambleas, podrá efecturse *por citación personal fehaciente*, dirigida al accionista en el domicilio registrado por éste en la Sociedad a tal efecto."

"Certify" is out of context here. A Company summonses its officers/directors to meetings.

La frase entera puede ser algo como "by giving notice to the members by personal notification / letter with acknowledgment of receipt".
Fehaciente en este caso significa que quede constancia de que se le ha notificado, es decir, con acuse de recibo.
