Hi everyone,
I hope you are all doing well. I was wondering if someone could help me with this term.
It comes from a document that provides proof that a whole list of files have been sent with an online clinical trial application.
At the bottom, comes the following:
"El presente justificante no tiene la consideracion de acuse de recibo tal como ocurre con el envio con certificado digital, por lo que la solicitud no se considerara legalmente presentada hasta que no se proceda a la presentacion de este documento y la carta de acompanamiento por registro a la AEMPS o al CEIC con la firma manuscrita del solicitante."
So far, I have written this:
"This proof of sending is not considered as acknowledgement of receipt, as is the case when sending documents with a digital certificate. Therefore, the application shall not be deemed to have been legally submitted until this document and the covering letter are submitted por registro to the AEMPS or CEIC with the handwritten signature of the applicant."
I can't work out what "por registro" means here.
Is it "sent by recorded delivery" or is it more in the sense of "inspect/register" so something like "submitted for inspection/registration"?

At least, I think that's what it means.

"Registro" usually means a record, or registration or registry.

Having said that, "registro" nowadays often refers to the one-stop shop or window whereby digital certificates are sent to local, regional or central government authorities, for example the e-billing "registro recently set up in Spain.

In this case, it's the RUF - Registro Unico de Facturas, which is the only official reception point for electronic invoicing addressed to the authority. So, you can see that in this sense, "registro" just means the official office/registry where certain things must be sent.

You could render it as "through the appropriate channel", or words to that effect, if you feel you really need to, although I find you can often omit it.

I think the submission requires to be entered through an office that gives back a ticket as a proof of receipt

I believe it refers back to "presentación", i.e., "presentación... por registro", in which case it simply means "registered [or recorded] submission" of the documents to those bodies.
Presumably this means via physical submission, but it could feasibly mean they can also be submitted electronically as scanned documents containing the handwritten signature.

I'm not sure how this would be expressed in English though.
