Just to point out that it's not imperative/jussive subjunctive = "Téngase", but "Tiénese", simple indicative with an enclytic reflexive.

let the record show as tentative and inadequate

short for: that the mode of payment / arrangement to pay / has been attempted (is a 'try-on') by Mr. XYZ and falls short.

There are other ways of reflecting the verb form e.g. is = let it be acknowledged, but imperative: 'take notice that' isn't one of them.
Example sentence:

Family Proceedings Act: it is hereby determined that Mr.KYZ's method of payment is deemed to have been attempted,but to have been insufficient.

"Let the record show as tentatve" is obvously a deeply flawed construction,not to mention translation, as it refers to the bature of the record per se/in itself, rather than to its contents.
