Ich verstehe was damit gemeint ist und habe als Übersetzung *domestic priority* gefunden (Linguee), bin mir aber überhaput nicht sicher ob das "domestic" hier richtig ist.

Linguee is not a bad resource, but it does need a certain intelligence level to separate the wheat from the chaff. You are right here to be wary of its offering; Linguee does no more than harvest the Internet to find translations of words and terms, and it does not, nor has it ever claimed to, guarantee the correctness of ANY of these harvests. It is merely an ever-growing compendium of what we, as translators, have been doing - and haven't some of us made idiots of ourselves...It is also up to US to find the right context, and accept or reject the fruits of their harvests accordingly.

That's why Linguee has to be approached first and foremost with an open mind, then with intelligence...

About half way down, internal priority rights are explained, and yes, it seems to be concerning patent laws.

domestic priority

Just - proposal.
Since "internal/domestic priority [rights]" are defined only by a few national patent laws (US, some Asian countries), I would advise to consider however the use of the "domestic priority". These countries use the English term - "domestic priority" instead of "internal priority".
