In some countries, teachers are civil servants (e.g. Spain), so they have the same rights and requirements than other civil servants. For example, if no foreign nationals are not allowed in the civil service, they cannot teach in government-run schools. When schools want to employ a foreign teacher for a language course, for example, this person would not have teaching status and would help with practical lessons like conversation, while another teacher with civil servant status would be the nominated teacher for the subject, teaching the syllabus in that subject and carrying out examinations.
