I have a document regarding the energy sector in Honduras and I have come across "Subsidio en la Oferta" as a heading. Does anyone know what this is? Is it simply "Subsidy in the Offer" or something completely different?

More context: The paragraph under this heading is: "Subsidio por exoneraciones tributarias a derivados del petroleo: De acuerdo al Estudio de Vivian Blanlot, SEFIN ha estimado que en las condiciones actuales la exoneracion para la generacion electrica representa 100 millones de US$ anuales. SEFIN también expone que una de las distorsiones al subsidio es la evasion tributaria por desvio de uso de combustible a sectores que no son el electrico.

I wonder if it means the same as "subsidio a la oferta" vs. "subsidio a la demanda". This means that the subsidy is given to the supplier/producer instead of the consumer.
As holmsie says it would really help to see some context.

Context? What is the content of the text under the heading? It could be just that but subsidio in CA does have different meanings.
