Ya tengo la curiosidad picada pues ni en el sitio oficial del Gobierno Argentino encuentro dicha Secretaría...y menos en ese conjunto.

En cuanto a "control comunal"..aquí [copiadas y pegadas] están las definiciones de "comunal del Oxford:

Ya que esto parece referirse a pueblos y municipios en el interior del país, lo único que se me ocurre sugerir seria"Ministerio [o, Secretaría del Interior] pero dicho ministerio es independiente y aparece por separado en el sitio oficial del gobierno de Argentina.
