Extra fee for sudden cancellation Explanation: It would depends on the complete context, however, I have come across a few times that Japanese tends to use the word プレミアム (Premium) as an extra fee on top of the original fee. I therefore would presume the term to means (having to paid) an extra cost for sudden/late cancellation. |

The reason for "last-moment" rather than "last-minute" is emphasizing more emergency. |
