Outgoing Mobile Voice Market Explanation: In the absence of further context it seems this consultation relates to outgoing calls, as opposed to the disgraceful charges imposed for incoming calls when roaming. We are in Colombia of course and it is hard to find an accurate definition but if you go to http://www.crcom.gov.co/index.php?option=com_content&view=ar... you will see documents on the right which although not conclusive suggest that there are two possibilities - one is outgoing international calls but the most likely is 'Off-net' calls, i.e. calls made to mobiles of other operators where there is a dominant competition position of one operator in Colombia.
