1 Executive Summary

In the context of the ongoing rationalisation process, the Secretariat-General has launched a thorough reform of the decision-making procedures.

Currently different types of documents go through different assignation, consultation and adoption workflows, each supported by independent IT applications (such as CIS-NET and e-Greffe for legislative proposals or Basil4 for parliamentary questions).

The objective is to streamline and harmonize procedures and to consolidate existing applications into one integrated system (the "Dorsale Decisionnelle"), supporting the whole workflow from planning to dissemination, across all types of documents.

This integrated system will be accessed through a Single Entry Point/portal and will be made up of four main modules, each corresponding to a logical step in the lifecycle of a document/file: reception/registration/assignment, consultation, adoption and dissemination.

The "dorsale" will not be built from scratch but will rely on the existing applications, mainly CIS-NET, e-Greffe and VISTA. Applications currently supporting specific procedures will be absorbed, while others will be integrated (this is the case especially for THEMIS, supporting the infringement management cycle). The "dorsale" will be built through an iterative approach, with a first iteration delivered by the end of the term of office of the current Commission.

2 Positioning Overview

2.1 Historical Background

The reflection on the internal decision-making process which has led to the concept of the "dorsale" has been carried out with the participation of all SG Directorates.

In September 2011 the Secretary General decided to create a working group, chaired by the Principal Advisor/Head of the IT Governance Task Force and made up of representatives of all Directorates in the SG. The mandate of the group was to reflect on how to harmonize procedures with a view to streamline the IT systems supporting them and to arrive at an integrated "dorsale". The group met 14 times during 1 year and, based on its findings and recommendations, a concept paper was drafted and endorsed by the Secretary General. The concept paper, summarizing the vision for the "dorsale", is at the basis of this Vision Document.

In parallel with the Vision Document and in order to already kick-start the work on a number of parallel tracks, a working document that identified a list of initial work-packages was agreed on by the main parties (SG A1, SG R3, SG IT Governance Task Force, DIGIT B1). These initial work-packages served as reference to establish the activities to be performed in the various iterations necessary to reach an integrated "dorsale".

The initial work-packages that were identified are the following:
- Single Entry Point (SEP).
- Integration with Hermes.
- Rationalisation of the CIS business process (CIS).
- Rationalisation of the adoption business process (Adoption).
- Robustness of core systems (e-Greffe, Vista and CIS-Net).
- Dorsale architecture and integrated flow (Architecture).
- Rationalisation of the "reception-registration-assignment" business process (RRA).
- Backlog Data migration.
- Inter-institutional business process.

Nel contesto del processo di razionalizzazione in corso, il Segretariato Generale ha avviato una profonda riforma delle procedure decisionali.

Attualmente diversi tipi di documenti passano attraverso differenti flussi di assegnazione, consultazione e adozione, ciascuno sostenuto da applicazioni informatiche indipendenti (come CIS-NET ed e-Greffe per le proposte legislative o Basil4 per le interrogazioni parlamentari).

L'obiettivo Ë quello di semplificare e armonizzare le procedure e di consolidare le applicazioni esistenti in un unico sistema integrato (la "Dorsale Decisionale"), sostenendo l'intero flusso di lavoro, dalla pianificazione alla diffusione, per tutti i tipi di documenti.

Questo sistema integrato sar‡ accessibile attraverso un Unico Punto di Accesso/portale e sar‡ composto da quattro moduli principali, ciascuno corrispondente ad un passo logico nel ciclo di vita di un documento/file: ricezione/registrazione/assegnazione, consultazione, adozione e diffusione.

La " Dorsale" non sar‡ costruito da zero, ma si baser‡ sulle applicazioni esistenti, principalmente CIS-NET, e- Greffe e VISTA. Le applicazioni che attualmente supportano procedure specifiche saranno assorbite, mentre le altre saranno integrate (questo Ë soprattutto il caso di THEMIS, che supporta il ciclo di gestione delle infrazioni). La "Dorsale" sar‡ costruita attraverso un approccio iterativo, con una prima iterazione eseguita entro la fine del mandato dell'attuale Commissione.

2 Introduzione e Posizionamento

2.1 Cenni storici

La riflessione sul processo decisionale interno che ha portato al concetto della "Dorsale" Ë stata realizzata con la partecipazione di tutte le Direzioni del SG.

Nel settembre 2011 il Segretario Generale ha deciso di creare un gruppo di lavoro, presieduto dal Principal Advisor/Capo della IT Governance Task Force e composto da rappresentanti di tutte le Direzioni del SG. Il mandato del gruppo Ë stato quello di riflettere su come armonizzare le procedure al fine di razionalizzare i sistemi IT che li sostengono ed arrivare a una "dorsale" integrata. Il gruppo si Ë riunito 14 volte nel corso dell'anno e, in base alle sue conclusioni e raccomandazioni, un documento orientativo Ë stato redatto e approvato dal Segretariato Generale. Il documento riguardante tale tematica, che riassume la visione per la "Dorsale", Ë alla base di questo Vision Document.

Parallelamente al Vision Document e al fine di rilanciare immediatamente il lavoro su una serie di binari paralleli, una bozza di lavoro in cui Ë stato individuato un elenco di work-packages iniziali Ë stato concordato dagli stakeholders principali (SG A1, SG R3, SG IT Governance Task Force, DIGIT B1). Questi work-packages iniziali serviti come riferimento per stabilire le attivit‡ da svolgere nelle varie iterazioni necessarie per raggiungere un "Dorsale" integrata.

I work-packages iniziali che sono stati individuati sono i seguenti :

- Razionalizzazione del processo di business CIS (CIS).
