Source text - English JAN SAHAS understands that gender refers to the attributes and opportunities associated with being male and female and the socio-cultural relationships between women and men. These attributes, opportunities and relationships are socially constructed and are learned through socialization processes. They are context specific and changeable. In most societies there are differences and inequalities between women and men in activities undertaken, access to and control over resources as well as decision-making opportunities. Gender is part of the broader socio-cultural context, which also takes into consideration factors such as class, race, economic status, ethnic group and age. Jan Sahas adopts gender perspective, which means focusing on both women and men and their relationships with each other and resources. In addition, it means working with a global perspective that allows for and appreciates regional diversity. The organization aims at mainstreaming gender by creating an enabling working environment that in turn attracts and helps to retain gender sensitive staff. Since Jan Sahas is working to strengthen and secure the dignity and socio-economic status of the deprived communities, it means achieving a better living environment for people belonging to these sections of the society, especially women. Only with a gender perspective can we complete a picture of a society that believes in equal opportunities to all classes, castes, sexes and genders. The gender policy is an integral part of all its organizational policies, programmes and projects and involves building a culture that understands the issues and policies, which respect diversity and gender, related concerns. A mere statement of policy and objectives does not ensure the concerns relating to addressing the gender. Towards achieving the above objectives, clear indicators need to be defined to evaluate and assess the organization’s commitment towards gender equity on a periodic basis.
Following are our policies specifically designed to maintain gender amity within our workplace:
A) Staff composition/representation
● Recruiting adequate women staff and ensuring the balance also at senior levels; with an objective of achieving a numerical gender balance in all posts at all levels. At present, we have a strength of 337 team members out of which 187 are men and 150 are women. We’re aiming at a 50-50% representation of men and women in the workplace in next 5 years.
● Ensuring equal opportunities among male and female staff for personal growth, in promotion benefits, training and working conditions
● Ensuring equitable representation and participation of men and women in the core group, Board of trustees and in various functional committees of the organization
B) Workplace
● Providing a safe and secure workplace for women staff, free from sexual harassment with a Gender Complaints committee to look into specific concerns. We have a Sexual Harassment Committee that is functionary in all the centres and offices across all our field areas. This committee consists of three internal members that are women and one male member, apart from this, there is one external female member to ensure an unbiased approach to cases of harassment.
● Providing an enabling and friendly work environment where both men and women enjoy and actively participate in work. This includes providing flexible working hours and allowing working from home, wherever possible.
● Extending work related concessions and relaxations for women staff depending upon the situations and requirements; e.g. providing secure transport facilities when they work late hours; giving relaxation over travel time for the next day for those in the field; ensuring security measures along with minimum basic facilities for women staff traveling in the field. Women are allowed to book two seats (an entire cabin) if they are feeling uncomfortable or unsafe. They can take one family member along with them if the travelling has to be done at odd hours. The timings of the conveyance is made as per the preference of the female member, while keeping in mind the timings of the purpose they are traveling for.
● Reviewing the organizational structure, functioning, problems in relation to gender imbalances among staff and the work environment time to time and taking definite steps to address the same
● Placing Gender in existing committees :A woman employee who has put in 3 months of service after confirmation shall be entitled for 6 months of Maternity Leave on full pay and under probation, she will be eligible for leave without pay for the same length of period.
● Men employees when their spouses have children shall be entitled for 15 days of leave either immediately after child birth or before child birth for primary parenting and child nurturing. In case of miscarriage / abortion, women staff can avail 2 weeks of Maternity Leave with full pay and spouses are entitled for one week’s leave.
● Making efforts to develop infrastructure for childcare facilities in the office premises in order to ensure that the parents can bring their children in circumstances in which the child cannot be taken.
In the field
● Furthering deliberate and intense efforts to promote participation of women and their collectives in our field areas.
● Facilitating participation and even representation of women working in our field areas from the communities..
● Orientation, trainings and workshops are constantly provided to all the members on gender sensitivity so to make the field area and the offices gender friendly.
● Ensuring equal wages to equal work for both men and women in the works as part of the programs, where Jan Sahas is is an anchor of the program or as a facilitating the process.
● Making special efforts to constantly identify vulnerable women and provide them the necessary support and guidance
● Sensitizing the men and mobilizing their support towards gender balance
● Building awareness and sensitivity by processing information and publishing communication material in diverse media to appeal different strata of people in our functional domain.
C) Staff capacity building
● Facilitating staff capacity building processes and trainings to enhance perspectives and conceptual clarity on Gender issues (for all the staff members). It will be an important component of the induction programme
● Ensuring that all trainings (internal and external) facilitated by the organization are gender-sensitive.- a) training content/methodology/mode of facilitation b) logistics part -time/location of venue/crèche facilities/other logistics/first-aid kit
● Conducting Gender trainings for both men and women; and ensuring participation of women in all the field level meetings and trainings
D) Organizational policies and systems
● Making all HR systems and policies gender-sensitive and responsive, and integrating gender indicators into staff performance appraisal systems.
● Incorporating and explicitly mentioning gender sensitivity as an essential element in the tasks/job profiles in all terms of reference, including TORs for external consultants.
● Ensuring that the conceptual clarity and sensitivity on gender issues will be one of the important selection criteria in recruitment processes and capacity building efforts of staff
● Initiating and building the advocacy around gender balance and making efforts to integrate gender concerns into the scaling up and mainstream developmental programs
E) Staff benefits

● Ensuring that staff access to and use of information technology is gender equitable
Arrangements should be made for recording all information and open access for reviewing the performance of tasks mentioned at organizational level regularly in different forums from staff meetings to Annual meetings.

हमारे कार्यालय में लैंगिक मेल-जोल को बनाये रखने के लिए निम्नलिखित योजनाये खासतौर पर बनाई गई हैं –
अ. कर्मचारी रचना / प्रतिनिधित्व
काफी संख्या में महिला कर्मचारियों की नियुक्ति तथा उच्च स्तर पर भी अनुपात बनाये रखना l सभी ओहदों/पोस्ट तथा स्तर पर समान संख्या में स्त्री और पुरुष कर्मचारियों की नियुक्ति करने का उद्देश्य होना l वर्तमान में हमारी टीम में कुल 337 सदस्य हैं जिनमे से 187 पुरुष हैं एवं 150 महिलाएँ हैं l अगले पांच वर्षों में स्त्री और पुरुष प्रतिनिधियों कि संख्या 50-50 % करना हमारा लक्ष्य है l
संस्था पुरुष एवं महिला कर्मचारियों को व्यक्तिगत विकास, पदोन्नति के लाभ, प्रशिक्षण तथा काम करने की स्थितियों के सामान अवसर देती है l
मुख्य समूह, ट्रस्टी के बोर्ड तथा संस्था की विभिन्न कार्यवाहक समितियों में स्त्री एवं पुरुष का समान प्रतिनिधित्व एवं सहभागिता सुनिश्चित करती है l
आ. कार्यालय
महिला कर्मचारियों को योन उत्पीडन से मुक्त सुरक्षित जगह उपलब्ध कराना जहाँ खास विषयों पर ध्यान देने के लिए लैंगिक शिकायत समिति हो l एक यौन उत्पीडन समिति भी है जो हमारे समस्त कार्य क्षेत्रों के सभी केन्दों तथा कार्यालयों पर कार्य करती है l इस समिति में कुल पांच सदस्य होते हैं जिनमें तीन आंतरिक सदस्य होते हैं जो स्त्रियाँ होती हैं और एक पुरुष सदस्य होता है l इसके अलावा एक बाहरी महिला सदस्य होती है जो यह सुनिश्चित करती है कि उत्पीडन के मामलों में पहुँच निष्पक्ष हो कोई पक्षपात न हो l काम करने के लिए दोस्ताना माहौल बनाना और उपलब्ध कराना ताकि स्त्री और पुरुष दोनों काम में आनंद पूर्वक एवं उत्साह पूर्वक भाग ले सके l ऐसा माहौल देने के लिए जब भी संभव हो काम करने के घंटों में छूट तथा घर से काम करने की अनुमति दी जाती है l
महिला कर्मचारियों के लिए परिस्थिति एवं आवश्यकतानुसार दी जाने वाली सुविधाएँ –
• देर रात तक काम करने पर सुरक्षित वाहन सुविधा उपलब्ध करवाना
• अगले दिन जिन्हें फील्ड में जाना हैं उन्हें यात्रा के समय में ढील देना
• महिला कर्मियों के लिए जो फील्ड में जाती हैं उनके लिए आधारभूत सुविधायें तथा सुरक्षा सुनिश्चित करना l
• महिलाओं को दो सीट ( एक पूरा कक्ष ) आरक्षित करने की अनुमति यदि वे असुविधाजनक या असुरक्षित महसूस करें l
• अपने साथ परिवार का एक सदस्य भी ले जा सकती हैं यदि उन्हें विषम समय में यात्रा करनी हो
• वाहन का समय महिला सदस्य की प्राथमिकता के हिसाब से तय किया जाता है, इस बात को ध्यान में रखते हुए कि यात्रा किस उद्देह्य से की जा रही है l
• मूल संरचना, कार्यप्रणाली, लिंग आधारित समस्याएं, कर्मचारियों में असंतुलन तथा काम के वातावरण की समय-समय पर जाँच और इनकी तरफ निश्चित कदम उठाना l
इ. मौजूदा समिति में लिंग का स्थान रखना –
एक महिला कर्मी जिसने परमानेंट होने के बाद तीन महीने तक अपनी सेवाएँ दी हैं वह पूरे वेतन के साथ छ: माह के मातृत्व अवकाश की अधिकारी होगी l यदि वह टेम्प्रेरी है तो उसे छ: महीने का मातृत्व अवकाश बिना वेतन के मिलने का अधिकार होगा l
पुरुष कर्मचारियों को उनके बच्चे के जन्म के पहले या बाद में 15 दिनों का अवकाश बच्चे की प्राथमिक परवरिश एवं पालन-पोषण के लिए दिया जाता है l गर्भपात की स्थिति में महिला कर्मचारी को दो सप्ताह का सवेतनिक अवकाश का अधिकार है तथा पत्नी के साथ ऐसा होने पर पुरुष कर्मचारी को एक सप्ताह के अवकाश का अधिकार है l
उन परिस्थितियों में जहाँ बच्चों को ले जाना संभव नहीं, बच्चों की देखभाल के लिए कार्यालय परिसर में ही ऐसी आधारिक संरचना के विकास का प्रयास करना ताकि कर्मचारी अपने बच्चों को कार्यलय में छोड़ सकें और निश्चिन्त हो कर काम कर सकें l
ई. फील्ड के काम –
• फील्ड के काम में महिलाओं की भागीदारी को बढ़ावा देने के लिए तेज़ी से अधिकतम प्रयास किये जाते हैं l
• फील्ड के काम में विभिन्न समुदायों से महिलाओं को भागीदारी और प्रतिनिधित्व की सुविधा दी जाती है l
• सभी सदस्यों के लिए लगातार ट्रेनिंग तथा कार्यशाला का आयोजन किया जाता है जिससे कि स्त्री पुरुष में एक दूसरे के लिए सम्मान एवं संवेदनशीलता जागृत हो ताकि कार्य क्षेत्र तथा ऑफिस में मैत्री पूर्ण माहौल बन सके l
• वे सभी कार्यक्रम जो जनसाहस करवाता है या जिनमें जनसाहस की भागीदारी होती है उनमें वह सुनिश्चित करता है कि समान काम के लिए स्त्री एवं पुरुष दोनों को समान वेतन दिया जाये l
• कमज़ोर एवं बेसहारा महिलाओं को ढूँढ़ने तथा उन्हें सहारा और मार्गदर्शन देने के लगातार प्रयास किये जाते हैं l
• पुरुषों में संवेदनशीलता बढ़ाना तथा कार्यालय में लिंग अनुपात के लिए पुरुषों का सहयोग प्राप्त करने के प्रयास किये जाते है l
• अपने कार्य क्षेत्र के ज्यादा से ज्यादा लोगों को जानकारी दे कर जागरूकता एवं संवेदनशीलता का निर्माण करना l मीडिया के माध्यम से संचार सामग्री को प्रकाशित एवं प्रसारित कर विभिन्न स्तर के लोगों से इसके लिए अपील करना l
उ. कर्मचारियों में योग्यता का विकास –
• कर्मचारियों में योग्यता के विकास को बढ़ावा देना l जेंडर के मुद्दों पर दृष्टिकोण और विचारों को ज्यादा स्पष्ट करने के लिए सभी कर्मचारियों के लिए ट्रेनिंग का आयोजन करना जो शुरुआती कार्यक्रम का मुख्य अंग है l
• सुनिश्चित करना कि सभी प्रकार की ट्रेनिंग जो कि संस्था द्वारा आयोजित करवाई जाती हैं वे सभी लिंगों के प्रति निम्न मुद्दों पर संवेदनशील रहे
