THE sudden burst of stockmarket volatility last week follows a period of relative calm, as noted in the last report. Much of that calmness must be down to central banks and their willingness to interfere in the markets to suppress long bond yields as well as short rates.. The struggles of the Chinese authorities to manage their currency, stockmarket and financial sector are well-known. But investors clearly feared that the Federal Reserve was underestimating the extent of the global slowdown or the impact of a rate rise; hence the strong recovery in equities at the end of the week when a September rate increase seemed less likely.
The role of central banks is so important now that, inevitably, they are being dragged into political controversy, albeit for different reasons. In America, the "audit the Fed" is worried about the expansion of the central bank's balance sheet and wants to know from whom the Fed bought its massive security pile. In Europe, the ECB is demonised for being part of the hated troika, deemed to be putting excessive pressure for fiscal austerity on Greece.
It is hardly surprising that central banks have come into the firing line. For the right, the willingness of central banks to buy government debt has allowed spendthrift governments to get away with running huge deficits. For the left, central banks have bailed out the banks and the finance sector via quantitative easing, but not done enough to help the ordinary worker.
And it is surely a reasonable point that so much economic policy is being administered by bodies that are outside democratic control. Central bank independence was introduced as a way of preventing politicians using interest rates to affect the electoral cycle; creating pre-poll booms. Putting technocrats in charge of the timing of rate decisions was akin to allowing scientists to approve drugs via the Food and Drug Administration; you wouldn't want some senator to control a drug approval if it were produced in his state.

جاءت الطفرة المفاجئة في تذبذب البورصة الأسبوع الماضي بعد فترة من هدوء نسبي، كما هو موضح في التقرير الأخير. إن الكثير من هذا الهدوء يجب أن تتحلى به البنوك المركزية وأن تستعد للتدخل في الأسواق للحد من ارتفاع عائدات السندات طويلة الأجل، وكذلك أسعار الفائدة قصيرة الأجل. إن معاناة السلطات الصينية لإدارة عملاتها وأسواقها المالية وقطاعها المالي معروفة جيداً. لكن المستثمرين خافوا بشكل واضح من أن يقوم مجلس الاحتياطي الاتحادي بتقليل مدى التباطؤ العالمي أو تأثير ارتفاع سعر الفائدة. ومن هنا جاء الانتعاش القوي في الأسهم في نهاية الأسبوع عندما بدت زيادة سعر الفائدة في سبتمبر أقل احتمالاً.
إن دور البنوك المركزية مهم للغاية الآن، حيث لا بد أن تُجرّ إلى جدل سياسي، وإن كان ذلك لأسباب مختلفة. ففي أمريكا، تشعر "مراجعة الاحتياطي الفيدرالي" بالقلق من التوسع في أصول البنك المركزي وتريد أن تعرف من الذي اشترى الاحتياطي الفيدرالي حصة أمنية ضخمة. وفي أوروبا، يُشوّه البنك المركزي الأوروبي لكونه جزءًا من المجموعة الثلاثية المكروهة، والذي يُعتقد أنه يمارس ضغوطًا مفرطة من أجل التقشف المالي على اليونان.

Originally from Sudan. In 2014, I came to Switzerland where I works independently as a certified translator, reviser and community interpreter. I obtained recently a MA in Specialized Translation from the University of Geneva, Faculty of Translation and Interpreting. These studies allowed me to get additional knowledge on translation technology such as SDL Trados 2017, Localisation and Terminography. I have translated InZone’s Rapid Response Module for humanitarian interpreters, using SDL Trados, for University of Geneva, and I was an intern in World Meteorological Organisation and International Labour Organisation using MultiTrans and MutiTerm. From these intensive experiences, I have learnt to deliver translation assignments on time using different Translation Memories. Beside my MA, I have finished 5 interpreting courses so far, to obtain a federal certificate in community interpreting and intercultural mediation. These courses titled me with Interpret Certificate from Bern-Switzerland, and I am working independently as a certified interpreter and intercultural mediator, and as a voluntary humanitarian certified translator and reviser/proof-reader for Translators Without Borders since last year.
