Der Entwicklungsdienst ist für Deutschland selbst mindestens so wichtig wie für die übrige Welt
Gabi Waibel im Gespräch mit Erhard Eppler
Erhard Eppler saß für die Sozialdemokraten von 1961 bis 1976 im Bundestag. Von 1968 bis 1974 war er Bundesminister für wirtschaftliche Zusammenarbeit. Im Gespräch mit AGdD-Geschäftsführerin Gabi Waibel schildert er entwicklungspolitische Hintergründe und Diskussionspunkte vor der Verabschiedung des Entwicklungshelfer-Gesetzes und die Gründe, warum ihm dieses Gesetz so wichtig war.
1960 haben die Vereinten Nationen die Entwicklungsdekade ausgerufen, 1961 wurde in Deutschland das BMZ gegründet. Sie waren einer der ersten Minister, Herr Eppler. Können Sie kurz beschreiben, wie Sie in dieser Zeit Ihren entwicklungspolitischen Auftrag verstanden und wahrgenommen haben?
In den 60er Jahren gab es noch sehr wenig konkrete Vorgaben und Aufträge für die Entwicklungspolitik.
International stand damals vor allem der Anspruch im Raum, das Bruttosozialprodukt der Entwicklungsländer zu steigern, also kurz gesagt: dort Wirtschaftswachstum zu generieren.
Das war allerdings nicht mein zentrales Anliegen. Meine Zielsetzung war damals vielmehr, den Menschen in den Entwicklungsländern so zu helfen, dass ihre Grundbedürfnisse sichergestellt werden konnten. Unter Grundbedürfnissen verstehe ich Nahrung, Kleidung, Bildung und Behausung. Auch die Energiefrage spielte in meinen Augen eine wichtige Rolle: Für mich galt die Versorgung mit elektrischem Strom als Grundbedürfnis.
Insofern hatte ich als Minister für wirtschaftliche Zusammenarbeit ein ganz anderes Bild von meinen Pflichten und entwicklungspolitischen Aufgaben, als das damals so üblich war.
In Ihre Amtszeit fiel die Verabschiedung des Entwicklungshelfer-Gesetzes. Die Initiative dafür ging vom damaligen „Gesprächskreis Entwicklungshelfer“ aus, an der Vorlage selbst waren die im AKLHÜ organisierten Entwicklungsdienste stark beteiligt. Gab es damals große Debatten im Bundestag und was waren die Ziele des Gesetzes?
Es gab eine Debatte im Zusammenhang mit dem Entwicklungshelfer-Gesetz, aber keine große. Es haben sich lediglich die Sachverständigen der verschiedenen Parteien für diesen Sektor zu Wort gemeldet und geredet. Für den Bundestag war das damals – ehrlich gesagt – eher ein nebensächliches Thema.
Die Diskussion um das Gesetz betraf zum einen den Status der Entwicklungshelferinnen. Man darf die Freiwilligen, die beispielsweise der DED zu dieser Zeit entsandt hat, auf keinen Fall gleichsetzen mit den sogenannten Experten, die damals zum Beispiel für die Kf W ins Ausland gingen. Das betraf vor allem die Entlohnung. Entwicklungshelferinnen erhielten damals im Grunde ein besseres Taschengeld, während die Experten, die man ja erst suchen und auf dem deutschen Arbeitsmarkt regelrecht anwerben musste, sehr gut bezahlt wurden. Dementsprechend hatten die Entwicklungshelfer einen ganz anderen Status als die Experten und ihre soziale und finanzielle Absicherung musste unbedingt geregelt werden.
Und dann enthielt das Entwicklungshelfer-Gesetz ja auch den Paragrafen 22, der den Entwicklungsdienst in der nationalen Diskussion sehr aufgewertet hat: Es ging darum, dass diejenigen, die einen Entwicklungsdienst leisteten, von der Wehrpflicht befreit wurden. Diese Gleichrangigkeit mit dem Wehrdienst war ein wichtiger Faktor, der den Entwicklungsdienst auch attraktiver machen konnte. Und das war mir damals sehr wichtig.
Als es um die Umsetzung des Gesetzes ging: Welche Erfahrungen haben Sie da gemacht?
Es gab eigentlich keine nennenswerten Schwierigkeiten bei der Umsetzung oder Wahrnehmung dieses Gesetzes.
Die meisten Probleme, die im Zusammenhang mit dem Entwicklungsdienst in der Folgezeit auf uns zu kamen, ließen sich auf eine andere Ursache zurückführen: Die jungen Leute, die aus einem ethischen oder entwicklungspolitischen Impuls ins Ausland gingen, die wollten ja nicht das große Geld verdienen, sondern einen Dienst tun und den Menschen vor Ort helfen. Wenn die nun den Eindruck hatten, dass sie Projekte unterstützen sollten, die nicht mit ihren idealistischen und politischen Motiven in Einklang zu bringen waren, dann konnte es vorkommen, dass sie sich in die lokale Politik einmischten. Und das konnte wiederum zu politischen Konflikten mit dem Gastland führen. Das waren für uns Probleme, die damals eine größere Rolle spielten.
Können Sie etwas zur Finanzierung des Entwicklungsdienstes sagen? War es einfach oder eher eine Herausforderung, dafür Geld aus dem Haushalt bereitzustellen?
Also bezogen auf den Gesamtetat des BMZ waren die Kosten für den Entwicklungsdienst nie eine überragende Ausgabe. Wenn man beispielsweise nur bedenkt, wie viele Tausend Mark ein guter Experte im Monat verdiente und das ins Verhältnis zu den Kosten für einen Freiwilligen im Entwicklungsdienst stellt, dann erkennt man, das dies kein Ausgabenbereich von besonderer finanzieller Größenordnung war.
2017 hat der damals amtierende Bundespräsident Gauck in einer Ansprache an zurückgekehrte Entwicklungshelferinnen gesagt: „Indem ich Sie anschaue, sehe ich dieses wunderbare, schöne, solidarische Deutschland vor mir, das dieses Land auch ist.“ Das war eine sehr wertschätzende Ansprache und schöne Würdigung des Auslandsdienstes. Was sagen Sie: Welche politische und soziale Bedeutung hat solidarisches Handeln heute?
Was Herr Gauck gesagt hat, kann ich nur unterstreichen. Ich bin während und auch nach meiner Amtszeit als Minister oft mit Entwicklungshelferinnen zusammengetroffen und habe viele Veranstaltungen mit Menschen, die einen Entwicklungsdienst geleistet haben, erlebt. Diese Treffen sind mir immer besonders durch ihre angenehme Atmosphäre und die ungewöhnliche Kommunikationsbereitschaft und Offenheit aller Beteiligten aufgefallen.
Die Menschen, die „draußen“ waren, die haben ja vor allem gelernt, dass das, was wir in Deutschland an Lebensqualität haben, nicht selbstverständlich ist, sondern dass es Milliarden Menschen gibt, die sich unglaublich primitiv und teils unter kaum vorstellbaren Schwierigkeiten durch das Leben schlagen müssen. Und diese Erfahrungen prägen schon sehr.
Diese Menschen bringen aus dem Entwicklungsdienst ein hohes Maß an Verantwortungsgefühl und ein besonderes Gespür für die Bedürfnisse anderer mit, und das sind gerade in der heutigen Zeit sehr wertvolle Qualitäten.
Bis heute ist das EhfG das einzige Gesetz des BMZ. Hat es damit auch eine herausragende Bedeutung für die deutsche Entwicklungspolitik insgesamt? Und warum gibt es keine anderen Gesetze, die vom BMZ eingebracht worden sind?
Also, die meisten Aufgaben, die das BMZ zu leisten hat, bedürfen zu ihrer Erledigung keiner zusätzlichen Gesetze.
Die besondere Bedeutung und Notwendigkeit des Entwicklungshelfer-Gesetzes lag darin, dass der Entwicklungsdienst mit diesem Gesetz als Ersatz zum Wehrdienst akzeptiert wurde. Der Wehrdienst gehört zu den zentralen staatlichen Aufgaben und damit erfuhr der Entwicklungsdienst eine große Aufwertung, er erhielt sozusagen den gleichen staatlichen und gesellschaftlichen Rang wie der Militärdienst.
Das ließ sich nur über ein Gesetz erreichen. Und das war ein wesentlicher Punkt, warum mir das Entwicklungshelfer-Gesetz ein so wichtiges Anliegen war.
Dieses Jahr haben wir das 50-jährige Jubiläum des EhfG. Hat sich das Gesetz rückblickend bewährt? Und haben Sie eine politische oder auch persönliche Botschaft anlässlich des Jubiläums?
Ja, es hat sich bewährt. Es hat den Rahmen gebildet, innerhalb dessen man den Entwicklungsdienst diskutieren und weiterentwickeln konnte.
Und ich kann nur noch einmal betonen: Der Entwicklungsdienst ist für Deutschland selbst mindestens so wichtig wie für die übrige Welt. Das sind prächtige Menschen, die da zurückkehren – genau wie es der frühere Präsident Gauck auch gesagt hat. Die haben etwas gelernt und verstanden, die schauen mit anderen Augen auf die Welt und eben auch auf ihr eigenes Land. Und es sind Menschen, die wissen, was Solidarität ist.
Damit haben diese Entwicklungshelferinnen unserer deutschen Gesellschaft mindestens ebenso viel geholfen wie den Gesellschaften des Globalen Südens.

Development service is at least as important to Germany as it is to the rest of the world
Gabi Waibel interviewing Erhard Eppler.
Erhard Eppler was a member of the Bundestag for the Social Democrats from 1961 to 1976. From 1968 to 1974 he was the Federal Minister for Economic Cooperation. In an interview conducted by AGdD's managing director, Gabi Waibel, he talks about the background to the passing of the Development Workers Act, the development policy issues which were discussed at the time, and why the Act was so important to him.
In 1960, the United Nations launched the Development Decade. And in 1961 the BMZ (Federal Ministry for Economic Cooperation) was founded in Germany. You were one of the first ministers, Mr Eppler. Can you tell us briefly how you understood your task in relation to development policy, and what you did to carry it out?
In the 1960s very few concrete guidelines or tasks had been laid down, where development policy was concerned.
The international discourse was dominated by the aim of increasing GNP (gross national product) in developing countries - i.e. generating economic growth in those countries.
But that was not my main concern. My goal at that time was to help people in developing countries, so that they could be sure that they would be able to meet their basic needs. I think of food, clothing, education, and shelter as basic needs. Energy was an important issue for me too. I saw the supply of electricity as a basic need.
So my understanding - as Minister for Economic Cooperation - of my duties and tasks in relation to development policy, was totally different from the conventional view at the time.
The Development Workers Act was passed during your term of office. The initial impetus came from the "Development Workers’ Discussion Group”. And the development service agencies in the AKLHÜ (Learning and Helping Overseas Working Group) were intensively involved in drafting the Act. Were there any major debates in the Bundestag at that time? And what were the goals of the Act?
There was a debate about the Development Workers Act, but not a very big one. Only the experts in the field from each of the various parties put their names down to speak and then spoke during the debate. To be honest, it was a bit of a side issue for the Bundestag at the time.
The debate about the Act was concerned, on the one hand, with the status of development workers. You cannot compare the volunteers, whom the DED (German Development Service) was sending out, for example, with the so-called experts, who went abroad for the KfW, for example - especially where financial remuneration was concerned. Volunteers were given what was basically a generous amount of pocket money, whereas the experts, who had to be head-hunted and recruited from the German job market, were very well paid. So the development workers had a very different status from that of the experts. And there was an urgent need for their social and financial security to be regulated.
And then the Development Workers Act also included paragraph 22, which raised the importance of development service, as a subject of public debate, quite considerably. Paragraph 22 was about exempting those who performed development service from having to do military service. So development service thereby gained equal status with military service. And this was an important factor which served to make it more attractive. That was very important to me at the time.
When the Act came to be implemented, what was your experience of that?
There weren’t really any difficulties worth mentioning, where the implementation or application of the Act was concerned.
Most of the problems which confronted us in connection with development service during those early years could be traced back to a different cause altogether. A lot of young people went abroad because they were motivated by ethical considerations or a commitment to development. They weren’t interested in earning a lot of money. They wanted to give service and help people in the places they went to. If they got the impression that they were being expected to support projects which were not in keeping with their ideals or political aims, they sometimes got involved in the local politics. And that could then lead to political conflict with the host country. These were the problems which played a more significant role for us.
Can you tell us something about the funding of development service? Was it easy or a bit of a challenge to ensure that sufficient funds were allocated in the budget?
Well, if you look at it in proportion to the total budget of the BMZ, the spending on development service never amounted to very much. For example, if you simply consider how many thousands of marks a good expert earned in a month and compare this with the cost of a development service volunteer, then you can see that this was not a financially significant.area of expenditure.
In 2017, the then German president, Joachim Gauck, said in a speech to returned development workers: "When I look at you, I see in front of me the wonderful, beautiful, supportive country, which is Germany today." It was a very affirming speech and a warm appreciation of service overseas. What would you say? What political and social significance does active solidarity have now today?
I can only underline what Mr Gauck said. I often met with development workers both during and after my tenure as minister. And I’ve attended a lot of events with people who have performed development service. I have always been struck by the pleasant atmosphere of these meetings and the unusual readiness of everyone to talk freely and openly.
The people who had been "abroad" learned, above all, that the quality of life which we enjoy in Germany is not a matter of course, and there are billions of people who have to struggle through life in incredibly primitive circumstances - sometimes in the face of difficulties which we can barely imagine. These “learning experiences” make a big impression.
These people come back from their development service with a great sense of responsibility and a special sensitivity towards the needs of others. These are very valuable qualities, especially at this present time.
The DWA is still the BMZ’s only piece of legislation. Does this mean that it is especially important to German development policy as a whole? And why hasn’t the BMZ introduced any other legislation?
Well, most of the tasks which the BMZ has to perform can be completed without additional legislation.
The Development Workers Act was important and necessary, in particular because it meant that development service was recognised as an alternative to military service. And military service belongs to one of the core tasks of the state, so this raised the status of development service so that it was on a par, so to speak, with military service in the eyes of both state and society.
That could only be achieved through legislation. And that was a crucial reason why the Development Workers Act was so important to me.
We are celebrating the 50th anniversary of the DWA this year. Looking back, would you say that the Act has proved its worth? And do you have a political or perhaps a personal message on the occasion of this anniversary?
Yes, it has proved its worth. It created the framework within which development service could be discussed and developed further.
And I can only emphasise once again that development service is at least as important to Germany as it is to the rest of the world. They are great people, the people who are returning from development service - just as former president Joachim Gauck said. They have learned and understood things. And they look at the world - and their own country too - with new eyes. And they are people who know what solidarity means.
So, in this way, these development workers have helped our German society just as much - if not more than - the societies of the global South.

Mit zivilen Instrumenten eine nachhaltig wirksame Sicherheitspolitik gestalten
Deutschland und Europa sollen und wollen mehr Verantwortung für ihre Sicherheit übernehmen. Unsere Verteidigungsministerin und CDU-Vorsitzende Annegret Kramp-Karrenbauer versteht darunter die Ausweitung von Auslandseinsätzen der Bundeswehr – die gleichzeitig auch der Durchsetzung deutscher Interessen dienen sollen.
Dabei zeigen zahlreiche wissenschaftliche Untersuchungen, dass die Wirksamkeit von Militäreinsätzen im Ausland zur Erreichung politischer Ziele sehr gering ist.
So kommt die bislang umfassendste Untersuchung zur Effektivität militärischer Interventionen der fünf ständigen Sicherheitsratsmitglieder als politischem Instrument im Zeitraum 1945 bis 2003 zu dem Schluss: „Gegen die historisch vielfach zu beobachtende starke Zuversicht nicht nur militärischer, sondern auch politischer Entscheidungsträger in die Erfolgsaussichten militärischer Gewalt sprechen die Ergebnisse jener Untersuchungen, die eine große Zahl von Militäreinsätzen in den Blick nehmen und sie statistisch auswerten.“1 Zum gleichen Schluss kommt auch Oberst Prof. Dr. Matthias Rogg von der Führungsakademie der Bundeswehr in Hamburg.2
Weiter heißt es dort: „Territorien lassen sich verteidigen oder erobern, Regime stürzen, aber politische Ziele nur schwer mit militärischer Gewalt erzwingen, besonders dann, wenn der Einsatz sich gegen nichtstaatliche Akteure richtet.“3 „Gegenüber nichtstaatlichen Akteuren in Gestalt von Guerillabewegungen haben externe militärische Einsätze eine recht geringe Erfolgsaussicht“ bestätigt eine weitere Studie.4 „Nicht Demokratie, vielmehr eher Bürgerkrieg und Chaos folgen nach dem Sturz eines fremden Herrschers” – diese in Afghanistan, Libyen und dem Irak sehr anschauliche Tatsache ist ebenfalls wissenschaftlich belegt.5
Auch das Stockholm International Peace Research Institute (SIPRI) hat festgestellt, dass Gewaltkonflikte durch Interventionen häufig mehr Opfer fordern, länger dauern und schwieriger durch eine Verhandlungslösung beizulegen sind.6
Im Dezember 2019 von der Washington Post veröffentlichte Untersuchungsberichte des US-Militärs belegen beispielhaft eine erschreckende Ahnungs- und Wirkungslosigkeit des US-Militärs in Afghanistan7:
Laut einem anonymen Mitarbeiter des Nationalen Sicherheitsrates ist es „nicht möglich, Fortschritte in Afghanistan zu messen - die Messzahlen sind immer manipuliert worden.“ Sonder-Generalinspektor Sopko, der den Bericht verfasst hat, gesteht: „Das amerikanische Volk ist fortlaufend über den Verlauf des Krieges angelogen worden.“
Der unter den US-Präsidenten George W. Bush und Obama für die Afghanistan-Strategie verantwortliche Dreisterne-General Lute kommt zu dem Schluss „Wir wussten nicht, was wir tun“. Michael Flynn schließlich, Trumps erster Nationaler Sicherheitsberater, General der US-Armee im Ruhestand, der mehrfach auch selbst in Afghanistan diente, sagt aus: "Wir hatten keine Ahnung was wir in Afghanistan taten. Wenn die amerikanische Öffentlichkeit geahnt hätte, wie groß das Ausmaß der Ahnungslosigkeit war...“.
So ist es nicht verwunderlich, dass selbst die konservative Tageszeitung Die Welt am 6.10.2019 in einem Kommentar zu dem Schluss kommt: „Käßmann hatte Recht, was Afghanistan anbelangt.“8
Insbesondere die Vermischung eigener wirtschaftlicher Ziele mit militärischen Auslandseinsätzen führt zur Verstetigung oder gar Eskalation der Konflikte, die man angeblich lösen möchte. Militärische Akteure in einem Auslandskonflikt mit eigenen wirtschaftlichen Interessen verlieren schnell ihre politische Glaubwürdigkeit. So war und ist die erfolgreiche Rolle Deutschlands als Vermittler im Friedensprozess für Libyen gerade erst dadurch möglich, dass Deutschland dort nicht militärisch aktiv ist.
Sicherheits-Verantwortung neu denken
Das Szenario „Sicherheit neu denken – von der militärischen zur zivilen Sicherheitspolitik“ der Evangelischen Landeskirche in Baden9 lädt dazu ein, eine Zukunft zu denken, in der wir pro Jahr 80 Mrd. Euro in die zivile Krisenprävention und eine starke UNO und OSZE anstatt in weitgehend wirkungslose Miltitär-Interventionen investieren.
Grundlage des Szenarios ist der Ausbau bereits erprobter und realisierter Instrumente ziviler Krisenprävention sowie sozial und ökologisch gerechtes Wirtschaften, die Förderung nachhaltiger Entwicklung im Nahen Osten und Afrika sowie eine Wirtschafts- und Sicherheitspartnerschaft mit Russland bzw. der Eurasischen Wirtschaftsunion.
Das Szenario stützt sich auch auf wissenschaftliche Studien wie die der US-Amerikanerinnen E. Chenoweth und M. J. Stephan, die anhand 460 untersuchter bewaffneter und unbewaffneter Konflikte im Zeitraum von 1900 bis 2015 nachweisen10, dass und warum gewaltfreier Widerstand doppelt so erfolgreich ist wie gewaltsame Aktionen.
Eine konsequente Weiterentwicklung erprobter Instrumente ziviler Krisenprävention – wie sie u.a. im Umsetzungsbericht der Bundesregierung zum Aktionsplan „Zivile Krisenprävention, Konfliktlösung und Friedenskonsolidierung“ aus dem Jahr 2014 beschrieben sind, eröffnet die Möglichkeit einer aktiven gewaltfreien Sicherheitspolitik.
So könnte dem Szenario zufolge die OSZE zur handlungsfähigen polizeilichen Sicherheitsorganisation in Europa ausgebaut werden. Die Bundeswehr könnte bis zum Jahr 2040 in ein Internationales Technisches Hilfswerk transformiert werden. Statt 200.000 Bundeswehr-Soldat*innen könnte Deutschland dann als Beitrag zu einer zukunftsfähigen und dauerhaft wirksamen europäischen Sicherheitspolitik u.a. 50.000 zivile Friedensfachkräfte ausbilden und im weltweiten Einsatz finanzieren.
Es gilt, die aktuelle Tendenz zur weltweiten militärischen Aufrüstung mittelfristig zu stoppen und durch eine intelligente, zukunftsfähige zivile Sicherheitspolitik zu ersetzen. Für einen solchen mittel- bis langfristigen Paradigmenwechsel setzt sich die Initiative „Sicherheit neu denken“ ein, in deren bundesweitem Koordinierungskreis aktuell 14 Organisationen eine entsprechende zivilgesellschaftlich-kirchliche Bildungskampagne gestartet haben.
Unsere Initiative ist eingeladen, nach der diesjährigen Münchner Sicherheitskonferenz unser Konzept dem stellvertretenden Vorsitzenden der MSK, Botschafter Boris Ruge, in Berlin vorzustellen.

Creating an effective sustainable security policy using civil instruments
Germany and Europe need and want to take more responsibility for their own security. Annegret Kramp-Karrenbauer, who is both Minister of Defence and Chairwoman of the CDU, believes that this means expanding overseas deployment of the Bundeswehr (German armed forces) and that the Bundeswehr should also be serving German interests at the same time.
This is in spite of the fact that numerous academic studies have shown that overseas military missions are of very limited effectiveness when it comes to achieving political goals.
The most comprehensive study so far of the effectiveness of military intervention as an instrument of policy (used by the five permanent members of the Security Council between 1945 and 2003) comes to the following conclusion: “The results of these studies, which examined a large number of military missions and analysed them statistically, contradict the confidence in the likelihood of military violence being successful, which has so often been exhibited historically not only among military decision-makers but also among politicians.”1 Colonel Prof. Dr. Matthias Rogg of the Bundeswehr Command and Staff College in Hamburg comes to the same conclusion.2
The article continues: “Territory can be defended or conquered and regimes can be overthrown, but it is difficult to achieve political goals using military force, especially when missions are directed against non-state actors.”3 Another study has confirmed that “External military intervention against non-state actors in the form of guerilla movements has very little prospect of success.”4 “The overthrow of a foreign ruler is followed not by democracy but invariably by civil war and chaos.” This fact, which has been clearly evident in Afghanistan, Libya, and Iraq, has also been demonstrated by evidence-based research.
The Stockholm International Peace Research Institute (SIPRI) has found that violent conflict brought about by foreign intervention often results in more casualties, tends to last longer, and is less easily resolved through negotiation.5
Reports of investigations conducted by the US military and published by the Washington Post in December 2019 included evidence of alarming ignorance and ineffectiveness on the part of the US military in Afghanistan6:
According to an anonymous staff member of the National Security Council, it is “not possible to measure progress in Afghanistan - the figures are always manipulated.” Special Inspector General Sopko, who compiled the report, admits that: “The American people have been lied to continuously about the course of the war.”
Three-star general Lute, who was responsible for strategy in Afghanistan under US presidents George W. Bush and Obama, came to the conclusion: “We didn’t know what we were doing.” Finally, Michael Flynn, who was Trump’s first national security advisor and is a retired US army general who served in Afghanistan several times, has revealed that: “We had no idea what we were doing in Afghanistan. If the American public had been the tiniest bit aware of the extent of our cluelessness...”.
So it is hardly surprising that even the conservative daily newspaper Die Welt, in an editorial on 6 October 2019, comes to the conclusion: “Kaessmann was right about Afghanistan.”7
Military missions, especially when they are influenced by one’s own economic interests, lead to the perpetuation or even escalation of the conflicts which one is supposedly trying to resolve. Military actors who intervene in conflicts in other countries and also pursue their own economic interests soon lose any political credibility which they might otherwise have had. It has been - and continues to be - possible for Germany to play a successful role as a mediator in the Libyan peace process exactly because Germany has no military involvement there.
Rethinking responsibility for security
The scenario of the Protestant Church in Baden, “Rethinking Security - from military to civil security”8 invites people to imagine a future in which we invest 80 billion euro annually in civil crisis prevention and strengthening the UN and OSCE instead of in military intervention which is largely ineffective.
The scenario is based on tried and tested instruments of civil crisis prevention, socially and ecologically just economics, the promotion of sustainable development in the Middle East and Africa, and an economic and security partnership with Russia and the Eurasian Economic Union.
The scenario is also based on academic research, such as that undertaken by US-Americans E. Chenoweth and M.J. Stephan, who show, on the basis of an investigation of 460 cases of armed and non-armed conflict between 1900 and 20159, that the success rate of nonviolent resistance is twice that of violent action. They also explain why this is the case.
Resolute further development of tried and tested instruments of civil crisis prevention – as described for example in the German government’s report on the implementation of the action plan, “Preventing Crises, Resolving Conflicts, Building Peace”, published in 2014 – would open up the possibility of a security policy founded on a basis of active nonviolence.
According to the scenario, the OSCE could then be built up into a security organisation which functions effectively as a police force. The Bundeswehr could be transformed into an International Agency for Technical Relief by the year 2040. In place of 200,000 members of the armed forces, Germany could then finance the training and worldwide deployment of 50,000 civil peace professionals as a contribution to a sustainable European security policy which would be lastingly effective.
We need to stop the current trend towards global rearmament and replace this with an intelligent sustainable security policy. The Rethinking Security Initiative is promoting a mid- to long-term paradigm shift along these lines. Fourteen organisations are represented in the national coordinating group which has launched an awareness raising campaign by civil society organisations and churches.
The Initiative has been invited to present our concept of sustainable security to the deputy chairman of the MSC, Ambassador Boris Ruge, in Berlin following this year’s Munich Security Conference.

EKD Konsultation „Kirche des gerechten Friedens werden“
Was bedeutet es, eine Kirche des gerechten Friedens zu werden? Wie muss Kirche in Deutschland, wie muss Gemeinde gestaltet sein, damit der Ruf des Evangeliums zu Gewaltfreiheit und Versöhnung gelebt werden kann? Um sich diesen Fragen zu stellen, hatte der Friedensbeauftragte der Evangelischen Kirche in Deutschland (EKD), Renke Brahms, zu einer Konsultation eingeladen, zusammen mit der Evangelischen Friedensarbeit und den Evangelischen Akademien in Villigst und Berlin. Achtzig Teilnehmerinnen und Teilnehmer waren gekommen, darunter zwanzig Gäste aus der weltweiten Ökumene. Mit dabei waren mehrere Mitglieder von Church and Peace. Das ökumenische europäische Netzwerk war schon im Vorfeld angefragt worden, friedenskirchliche Erfahrungen einzubringen.
Die Konsultation ist zu verstehen als ein Schritt auf dem Pilgerweg der Gerechtigkeit und des Friedens. Um dies zu unterstreichen und den Zusammenhang mit den Dialogen und Herausforderungen in der weltweiten Ökumene zu verdeutlichen, war die Vorsitzende des ÖRK-Zentralausschusses Dr. Agnes Aboum (Kenia) eingeladen. Eine ihrer Botschaften: Es kann nicht sein, dass die Kirche in Deutschland ein unbeschwertes Leben führt, solange ihre Geschwister in Ländern wie dem Kongo durch Konflikt und Ausbeutung Leid erfahren.
Durch verschiedene Methoden kamen die Teilnehmenden in immer neuen Konstellationen und zu unterschiedlichen Aspekten von Frieden und Gewalt miteinander ins Gespräch. Über den Tag verteilte geistliche Impulse führten zu den Quellen des Glaubens. So blieb das Gespräch nicht eine theoretische Diskussion entlang bekannter politischer Konfliktlinien oder zu irreführenden Etiketten wie „fromm“ und „politisch“. Dies war ein großes Verdienst dieses Treffens.
Südafrikas Aufarbeitung der Apartheid, (Post-)Konflikt-Gesellschaften wie Sri Lanka, Kroatien, Kosovo/a, Irland, Partner aus Belarus, der Ukraine, Südkorea und von Kirchen aus Europa und den USA – die Gästeliste spiegelte die Themen wieder. Die gelebten und theologisch reflektierten Ansätze von Kirche-Sein und Gemeindeleben in Situationen der Gewalt und Unterdrückung wurden in den Blick genommen. Die Gäste beschrieben, wie ihr Glaube sie durch schwierige politische Realitäten begleitet und handlungsfähig macht. Zumal wenn Gemeinde und Kirche als Gemeinschaft widerständige Kraft entwickeln, können sie auch in brisanten Situationen einen Beitrag zu De-Eskalation und Versöhnung leisten.
Die schwierigen Fragen blieben nicht aus. Kann Kirche weiterhin das Konzept der „Responsibilty to Protect-R2P“ unterstützen, obwohl militärische Interventionen zu mehr Instabilität beitragen? Wie gehen wir damit um, dass alternative Instrumente nicht glaubwürdig finanziell gefördert und weiterentwickelt werden? Muss Kirche nach der theologischen Reflexion der letzten Jahre nicht eine klare Absage an militärisch gestützte Außenpolitik formulieren und eigene Anstrengungen im Friedensaufbau und Friedensbildung deutlich erhöhen? Welche Rolle spielen Gemeinden bei diesen Überlegungen und wie kann das, was vor Ort schon gelebt wird, in einem klaren friedenskirchlichen Rahmen unterstützt werden? Die Konsultation war ein wichtiger Schritt der Klärung auf dem Weg der Gerechtigkeit und des Friedens – weitere müssen und werden folgen.

EKD (Evangelical Church in Germany) Consultation: "Becoming a just peace church“
What does it mean to become a just peace church? How should the church in Germany and individual congregations be organised so that we can live out the call of the Gospel to nonviolence and reconciliation? In order to address these questions, the peace secretary of the Evangelical (i.e. protestant) Church in Germany (EKD), Renke Brahms, had put out a joint invitation together with Evangelical Action for Peace and the protestant academies in Villigst and Berlin. Eighty-two participants came, including 20 ecumenical/international guests, several of whom were members of Church and Peace. The European ecumenical network had been invited in advance of the conference to participate and share peace church experiences.
The consultation was seen as a milestone on the Pilgrimage of Justice and Peace. In order to highlight this and to make clear the connection with dialogue and challenges throughout the ecumenical world, the moderator of the World Council of Churches' central committee, Agnes Abuom, Kenya, was invited. One of her messages was that the church in Germany cannot live a comfortable life as long as sister churches in countries such as Congo are suffering because of conflict and exploitation.
Using various methods, the participants were brought together in different combinations to discuss various aspects of peace and violence. From time to time throughout the day spiritual impulses brought us to the wellsprings of our faith. So our discussions were not just a theoretical discourse along old dividing lines or about misleading epithets such us “pious” and “political”. This was a great achievement of this meeting.
Coming to terms with the legacy of Apartheid in South Africa; (post)-conflict societies such as Sri Lanka, Croatia, Kosovo, and Ireland; partners from Belarus, Ukraine, South Korea, and from churches in Europe and the USA – the list of guests matched the topics of discussion. Special attention was given to the praxis, joining witness and reflection, of churches and congregations in situations of violence and oppression. Guests described how their faith helped them through difficult political developments and enabled them to take action. When congregations and churches become communities which are able to develop the power to resist, they can contribute to de-escalation and reconciliation in times of crisis.
The difficult questions were not ignored. Can the churches continue to support the doctrine of “Responsibility to Protect” (R2P), even though military intervention tends to create greater instability? What do we do about the fact that alternative instruments (civilian peacebuilding, etc.) are not being properly funded and developed? Should not the churches now, after all the theological reflection of recent years, come up with a clear denunciation of military action as a tool of foreign policy and increase our own efforts at peacemaking and peacebuilding? What role do congregations play in these deliberations? And how can the witness which is lived out at the local level be supported within a broader but clearly defined peace church context? The consultation was an important milestone on the way of justice and peace. There must and will be more such milestones.

Bio
I’ve had a passionate interest in German language, history, and culture ever since my school days in the south of England. I taught myself basic German while still at school and then became fluent during a year of voluntary service in the south of Austria.
As a liberal and ecumenically minded Christian, I have always been committed to (economic) justice, peace, and caring for the planet. After studying environmental science at the University of Bradford and obtaining a postgraduate teaching qualification, I briefly taught geography, economics, and maths, before joining a team of peace campaigners in 1981.
My subsequent 'career' has included 6 years as Executive Secretary of the European peace church network Church and Peace, based in a village north of Frankfurt-am-Main, and a short stint as Joint Representative and Head of Office at the Quaker Council for European Affairs (QCEA) in Brussels. Having lived in Austria, Germany, and Belgium, as well as in England, I am thoroughly European and well-versed in the workings of the EU.
In 1997 I obtained a certificate in translation from a private language school, where I subsequently taught English and business English for a short while. Since then I have translated a variety of texts for church-related peace and service organisations, such as EIRENE International Christian Peace Service and Brot für die Welt, and academic papers, research reports, and publicity materials in the fields of environment, sustainable development, politics, economics, and tourism. I enjoy translating from French as well as German.
I am a bit of a perfectionist, especially where translation is concerned, so I pride myself on the quality of my translations. One of my clients even tells me that my English translations read better than his original German!
