and regional pressures
Disintegrative forces resulting from social change in countries of ethnic diversity have rendered domestic considerations paramount for states such as Iran and Syria. In other countries particularly those where people are more homogeneous social change has not proved so potent a force of disunity. In these nations_ e.g., Egypt, Jordan and Saudi Arabia_ foreign policy is more clearly a function of the leadership perception of external issues and variables, although domestic considerations are of some importance throughout the middle east. In this chapter we identify and assess the most significant external pressures on the defense and foreign policies of each of the states covered in the previous chapter.
Egypt
Egypt's international orientation has undergone significant changes since the Nasser period, and while the countries fundamental vulnerabilities, strength and interests may have not changed, they have certainly been interpreted differently by Sadat. Egypt's concurrent roles in the African, middle eastern and third world context were emphasized by Nasser. But Nasser played a leadership role while Egypt itself was viewed as an integral part of the three areas. In reality, Egypt had an advantage relatively rare in the third world__invulnerability to its neighbors. The only contiguous country militarily stronger than Egypt was Israel, a neighbor separated from the Nile Valley by the Sinai and the Suez. The two countries had few national conflicts with respect to their own national interests or territory. All Egypt's neighbors are and have been far weaker than Egypt itself. Thus Egypt's defeat other than against Israel have come in conflict away from the heart land of Egypt when Nasser or Sadat tried to project power.

قدمت القوى المفككة الناتجة عن التغير الإجتماعى فى بلاد التنوع العرقى إعتبارات محلية أساسية لدول مثل إيران و سورية. فى دول أخرى, خاصة , فى هذه البلاد التى كان فيها الشعوب أكـثر تجانسا لم يثبت التغير الإجتماعى أنه قوة فعالة لعدم التوحد. فى هذه الدول على سيبل المثال, مصر و الأردن و السعودية – السياسة الخارجية هى وظيفة إدراك القيادة للقضايا الخارجية و المتغيرات, بالرغم من أن الإعتبارات الداخلية لها بعض الأهمية فى أنحاء الشرق الأوسط. فى هذا الفصل نقوم بتحديد و تقييم الضغوط الخارجية الأكثر أهمية فى سياسات الدفاع و السياسات الخارجية لكل من الدول التى تناولها الفصل السابق.
مصر
خضع توجيه مصر العالمى إلى تغيرات هامة منذ فترة حكم ناصر, وبينما ربما لم تتغير نقاط ضعف الدولة, و قوتها و مصالحها, بالتأكيد فقد تم تفسيرها بشكل مختلف بواسطة السادات. ألقي الضوء على أدوار مصر المتزامنة فى السياقات الأفريقية,و الشرق أوسطية و سياقات العالم الثالث بواسطة ناصر, 2 لكن لعب ناصر دور القيادة , بينما كانت ترى مصر نفسها كجزء متكامل للمناطق الثلاثة. فى الواقع كانت لمصر فائدة نادرة نسبيا فى العالم الثالث – حصانة لجيرانها. الدولة الوحيدة المجاورة الأكثر قوة عسكريا عن مصر هى إسرائيل, دولة مجاورة منفصلة عن وادى النيل بواسطة سيناء و السويس. كان للدولتين خلافات وطنية قليلة بالنسبة إلى مصالحهم القومية أو أراضيهم. لطالما كانت كل الدول الأخرى المجاورة لمصر أضعف بكثير من مصر نفسها. بالتالى كانت هزائم مصر(بخلاف الهزيمة ضد إسرائيل) فى نزاعات بعيدة عن قلب أرض مصر عندما حاول ناصر و السادات إطلاق القوة.
