Source text - English Functional requirements for the Intelligent Library, the intelligent tutoring system and the intelligent knowledge assessment system (€120,000)
In the course of this international open tender, an Intelligent Library, an Intelligent Tutoring System and an intelligent knowledge assessment system must be developed using open-source intelligent systems.
Nr. Requirements
Incorporation of open-source systems (the intelligent library, tutoring and knowledge assessment systems
1. An appropriate open-source intelligent library must be suggested and used in the project.
2. An appropriate open-source intelligent tutoring system (Domain Model, Student Model, Tutor and Testing Model, etc.) must be suggested and used in the project.
3. An appropriate open-source intelligent knowledge assessmet system must be suggested and used in the project.
4. Domain Model should contain information and knowledge that the tutor is teaching.
5. The Student Model should perform the following tasks:
The Student Model stores data that is specific to each individual student. The Student Model is used to accumulate information about the education of a student, his/her study needs, training schedule, results of previous tests (if he/she has studied earlier in the above-listed e-learning MSc programmes or qualification improvement courses) and study results. Therefore, the Student Model accumulates information about the whole learning history of a student. The Student Model starts by assessing the student’s knowledge of the subject or what the student already knows. Student Model uses that data to create a representation of the student's knowledge and his/her learning process and represents the student's knowledge in terms of deviations from an expert's knowledge. On the basis of these deviations the system decide what curriculum module, or chapter (subchapter) of a module should be incorporated next, and how it should be presented (text, multimedia, computer learning system, etc.). Since the purpose of the Student Model is to provide data for the Tutor Module, all the gathered data should be able to be used by the Tutor module.
6. The Tutor and Testing Model should perform the following tasks:
The Tutor and Testing Model provide a model of the teaching process and supports transition to a new knowledge state. For example, information about when to test, when to present a new topic, and
which topic to present is controlled by this model. The Tutor and Testing Model reflect teaching experiences of associate professors or professors. The Student Model is used as input to this component, so the Tutor and Testing Model’s decisions reflect the differing needs of each student in optional modules.
The Tutor and Testing Model formulates questions of various difficulties, specifies sources for additional studies and helps to select literature and multimedia for further studies and a computer learning system to be use during studies. A student can select the level of difficulty at which the teaching takes place.
The Tutor and Testing Model compares the knowledge possessed by a student (test before studies) and knowledge obtained by a student during studies (test after studies) and then it performs a diagnosis based on the differences. By collecting information on a history of a student's responses, the Tutor and Testing Model provides feedback and helps to determine strengths and weaknesses of a student’s knowledge, and his/her new knowledge obtained during studies is summarized and then various recommendations and offers are provided. After giving feedback, the system reassesses and updates the student’s skill’s model and the entire cycle is repeated. As the system is assessing what the student knows, it is also considering what the student needs to know and which part of the curriculum is to be taught next.
Also, there are options for selection of the following question in a test, which depends on the correctness of answers to the previous questions. Correct answers lead to more difficult tasks, incorrect – to easier ones.
The obtained knowledge is the difference between the possessed knowledge (test before studies) and the final knowledge (test after studies). The Tutor and Testing Model also explains why one or another answer is correct/incorrect and offers certain additional literature and multimedia related to the incorrectly answered questions. By using statistics provided by the Tutor and Testing Model, students can see the question’s difficulty, average the evaluation of the whole group and learn about their position in the group before and after studies. Saving the data on a question’s difficulty provides the opportunity of giving easier questions first of all and later moving on to more complicated ones. Similarly the topics can be selected – from the simpler to the more difficult by repeating the most complicated topics. Therefore, on the basis of the compiled question’s base, questions for tests are formulated not randomly; they are individually adjusted to each student according to the number of questions, their complexity and the proportion of questions from different modules. It is also possible to give easier questions at the beginning and then proceed to more complex questions. Similarly, it is possible to select the taught subject from easier to more complex and to repeat subjects that are not yet mastered.
7. The Intelligent Library should perform the following tasks:
Intelligent Library for selecting information from initial electronic data bases, particularly, library of text documents, which are stored in a memory blocs of computer nets in the form of information items, such as alphanumerical strings, comprising forming of initial query such as retrieval criteria, their weights and the retrieval restrictions in the form of information items and inputting through the respective interface modules into the data processing module, which performs a comparison between the said text documents stored in above mentioned memory blocs and the inputted above mentioned initial query and, according to result of comparison, by determining of searched document terms corresponding to the initial query selects, processes and indexes number of said text documents further the said selected indexed documents are processed in a further module by breaking down into its composite parts which are inputted into a next module for performing analysis of the said composite parts according to the initial query and selecting a number of most appropriate for the user composite parts by searched terms corresponding to the initial query, characterised in that the most appropriate for the user composite parts are selected from every selected and indexed text document and inputs to a further module to perform different optional its combinations by adding each to other the composite parts from different documents and creating in such a way a predetermined set of many different alternative text variants, further the said created set of alternative text variants inputs to a another module, which performs its multi-criteria analysis and selects the most appropriate for the user by searched terms corresponding to the initial query alternative text variants concerning initial query, which inputs to a further module in which accordingly to the above mentioned multi-criteria the results of the retrieval are formulated .
Recommender Sub-System
8. Algorithms and methods for the recommender subsystem, as well as a database and a knowledge base, must be suggested and developed.
9. A rational pedagogical and didactic model that incorporates features requested by both students and teachers must be suggested.
10. The Recommender System should use motivational, educational persistence and social learning theories and the database of best global practices based on above theories to come up with recommendations for students on how to improve their learning efficiency.
11. Social learning theory should use triadic model of reciprocality (personal (i.e., feelings and cognition), behavioral (i.e., learning strategies or test performance), and environmental dimensions (i.e., classrooms or family units)), which focuses on how personality is shaped by social experience and observational learning:
- The personal dimension includes motivation such as self-efficacy and outcome expectancies. Self-efficacy refers to individuals' beliefs in their capability to accomplish a specific task.
- The behavioral dimension involves self-regulated learning.
- The environmental dimension includes socialization experiences, ethnic influences, and sex-roles.
12. Development of best global practice database (Motivational, Educational Persistence and Social Learning Tables) based on motivational, educational persistence and social learning theories should be focusing on eliminating barriers that directly affect students’ low academic performance:
- social conditions (i.e. class attendance, completion of assignment, family status, socio-economic status, allowance)
- physical factors (diet, exercise, health, age, sex, heredity)
- psychological, emotional and environmental factors: self-efficiency, motivation and attitude towards the subjects, academic related skills, academic objectives, perceived social support, social involvement, personal (laziness, addicted to computer games), institutional commitment, university climate, the teaching method being employed by the lecturer's, instructional materials).
13. The expert subsystem, in view of a student’s knowledge and speed of learning, must help with rational assimilation of knowledge.
14. The expert subsystem must give a student tips how to improve his/her learning efficiency and productivity.
15. It must be possible to create a rational version of learning and examination processes tailored to a specific student, taking into account such factors as how much the studies are interesting or difficult and the level of stress (in view of previous learning experiences).
Biometric Sub-System
16. Algorithms and methods for the Biometric subsystem, as well as a database and a knowledge base, must be suggested and developed.
17. It must be possible to create a rational version of learning and examination processes tailored to a specific student, taking into account such factors as how much the studies are interesting or difficult and the level of stress (with the help of biometric technologies).
18. The system must include an automatic function that takes module topics and compiles an optimal set of personalised materials for a specific student (with the help of biometric technologies and the resources from the created virtual interuniversity networked educational centre).
19. The subsystem must help with efficient planning of study processes (with the help of biometric technologies and the resources from the created virtual interuniversity networked educational centre).
Intelligent library
20. Algorithms and methods for the Intelligent Library, as well as a database and a knowledge base, must be suggested and developed.
21. It must be possible to make an initial personalised knowledge search in the created virtual interuniversity networked educational centre.
22. It must be possible to make intelligent refined/optimised personalised knowledge search in the created virtual interuniversity networked educational centre.
23. It must be possible to make use of an integrated system of factors (such as an article’s or journal’s citation index and so on) and identify rational texts for learning in the created virtual interuniversity networked educational centre.
24. The virtual interuniversity networked educational centre must include a feedback function for comments whether the search produced a relevant text.
Interface module
25. The interface module must comprise graphic interface windows, icons, menus, data input and output, file management, dialogue windows and so on.

В ходе этого международного открытого тендера, интеллектуальная библиотека, интеллектуальная обучающая система и интеллектуальная система оценки знаний должны быть разработаны с использованием открытых источников интеллектуальных систем.
№ Требования
Включение системы с открытым кодом (интеллектуальной библиотеки, систем обучения и оценки знаний)
1. Соответствующая интеллектуальная библиотека с открытым кодом должна быть предложена и использована в проекте.
2. Соответствующая интеллектуальная обучающая система с открытым кодом (Доменная модель, Модель студента, Модель преподавателя и проверки) должна быть предложена и использована в проекте.
3. Соответствующая интеллектуальная система оценки знаний с открытым кодом должна быть предложена и использована в проекте.
4. Доменная модель должна содержать информацию и знания, которые преподает учитель.
5. Модель студента должна выполнять следующие задания:
Модель студента хранит данные, специфичные для каждого отдельного студента.
Модель студента используется для накопления информации об обучении студента, его/ее потребностей, графике обучения, результатах предыдущих тестов (если он/она обучались ранее в вышеперечисленных магистерских программах электронного обучения) и результатах обучения.
Таким образом, в Модели студента накапливается информация о всей истории обучения студента. Модель студента начинается с оценки знаний студента по предмету или того, что студент уже знает. Модель студента использует данные, чтобы создать представление о знаниях студента и его/ее учебном процессе, и представляет знания студента с точки зрения отклонения от знаний эксперта. Исходя из этих отклонений система решает, какой модуль учебной программы, или главу (подраздел) модуля должен быть включен следующим, и как его представить (текст, мультимедиа, компьютерная система обучения и т.д.). Поскольку предназначение Модели студента предоставлять данные для Модели преподавателя, все собранные данные должны быть доступны для использования Моделью преподавателя.
6. Модель преподавателя и проверки должна выполнять следующие задания:
Модель преподавателя и проверки представляет собой модель учебного процесса и поддерживают переход в новое состояние знаний.
Например, эта модель управляет информацией о том, когда проводить проверку, когда представлять новую тему, и какую тему представить. Модель преподавателя и проверки отражает опыт преподавания доцентов или профессоров. Модель студента используется в качестве входных данных для этого компонента, чтобы решения Модели преподавателя и проверки отражали различные потребности каждого студента в дополнительных модулях.
Модель преподавателя и проверки формулирует вопросы разного уровня сложности, указывает источники информации для дополнительных исследований и помогает выбрать литературу и мультимедиа информацию для дальнейших исследований, и компьютерную систему обучения для использования во время занятий. Студент может выбрать уровень сложности, по которому проходит обучение. Модель преподавателя и проверки сравнивает исходные знания студента (тестирование перед обучением) и знания, полученные в процессе обучения (тестирование после обучения), а затем, на основе различий, выполняет диагностику. Собирая информацию по истории ответов студента, Модель преподавателя и проверки обеспечивает обратную связь и помогает определить сильные стороны студента и пробелы в знаниях, обобщает полученные в ходе обучения знания, а затем предоставляет различные рекомендации и предложения. После предоставления обратной связи, система пересматривает и обновляет модель навык студента и весь цикл повторяется. Поскольку система оценки того, что студент знает, он также учитывая то, что студент должен знать и которые частью учебной программы нужно учить дальше. Модель преподавателя и проверки также предоставляет объяснение, почему тот или иной ответ является верным/неверным и предлагает дополнительные источники информации – литературу и мультимедиа, связанных с вопросами, на которые были даны неверные ответы. Используя статистику, которую предоставляет Модель преподавателя и проверки, студенты могут увидеть уровень сложности вопроса, среднюю оценку всей группы и узнать о своем рейтинге в группе до и после занятий. Сохранение данных о сложности вопроса дает возможность начать с более простых и перейти к сложным. Аналогично могут быть выбраны темы – от простой к более сложным путем повторения самых сложных тем. Таким образом, на основе базы составленных вопросов, вопросы для проверки выбираются не в случайном порядке; они устанавливаются индивидуально для каждого студента и зависят от количества вопросов, уровня их сложности и соотношения вопросов из различных модулей. Существует так же возможность задать более легкие вопросы вначале, а затем перейти к более сложным. Таким же образом можно выбирать изучаемый предмет – от простого к более сложному, с повторением предметов, которые еще не освоены.
7. Интеллектуальная библиотека должна выполнять следующие задания:
Интеллектуальная библиотека для выборки информации из начальных электронных баз данных, в частности, библиотека текстовых документов, которые хранятся в блоке памяти компьютерных сетей в виде информационных элементов, таких как алфавитно-цифровые строки, включающих формирование начального запроса, например, критериев поиска, их весов и ограничений извлечения в виде информационных элементов, и ввод через соответствующие интерфейсные модули в модуль обработки информации, который выполняет сравнение между указанными текстовыми документами, хранящимися в вышеуказанных блоках памяти, и введенным указанным выше первоначальным запросом; и, в соответствии с результатом сравнения, путем определения искомых условий документа, соответствующих первоначальному запросу, выбирает, обрабатывает и упорядочивает (индексирует) количество указанных текстовых документов, далее упомянутые выбранные индексированные документы обрабатываются в другом модуле путем разбивки его составных частей, которые вводятся в следующий модуль для выполнения анализа указанных составных частей в соответствии с первоначальным запросом и выбора числа наиболее подходящих для пользователя составных частей с помощью поисковых условий, соответствующих начальному запросу, отличающихся тем, что наиболее подходящие для пользователя составные части выбираются из каждого выбранного и индексированного текстового документа, и передаются в другой модуль для выполнения различных дополнительных его комбинаций, путем добавления других составных частей из разных документов, и создания заранее установленного набора различных альтернативных вариантов текста; затем упомянутый созданный набор альтернативных вариантов текста передается в другой модуль, который выполняет свой многокритериальный анализ и выбирает наиболее подходящие для пользователя по поисковым критериям, соответствующим первоначальному запросу, альтернативные варианты текста относительно первоначального запроса, который передается в следующий модуль, в котором, согласно вышеуказанному мультикритерию, формулируются результаты поиска.
Подсистема рекомендаций
8. Алгоритмы и методы для подсистемы рекомендаций, так же как базы данных и базы знаний, должны быть предложены и разработаны.
9. Рациональная педагогическая и дидактическая модель, которая включает в себя функции, добавленные по просьбе студентов и преподавателей, должна быть предложена.
10. Система рекомендаций должна использовать мотивационную, образовательную продолжительность, социальные теории обучения и базу данных лучших мировых практик, основанных на вышеназванных теориях, чтобы придумать рекомендации для студентов о том, как улучшить эффективность своего обучения.
11. Социальная теория обучения должна использовать тройственную модель взаимодействий (личностное (например, чувства, познание), поведенческое (например, стратегии обучения, проведение испытаний) и аспект окружения (например, классы/аудитория или семейные ячейки)), которая фокусируется на том, как формируется личность под воздействием социального опыта и обучения через наблюдение:
- Личностный аспект включает мотивацию, такую как самоэффективность и ожидания от результата. Самоэффективность относится к индивидуальному убеждению в их способности выполнить конкретную задачу.
- Поведенческий аспект включает саморегулируемое обучение.
- Аспект окружения включает опыт социализации, этническое влияние и половые роли.
12. Развитие лучшей в мировой практике базы данных (Мотивационно- и Образовательно-стойкие и Таблицы Социального Обучения) на основе теорий мотивационной, образовательной стойкости и социального обучения должны фокусироваться на устранении барьеров, которые непосредственно влияют на низкую успеваемость студентов:
- социальные условия (например, посещаемость класса, завершение задания, семейный статус, социально-экономический статус, денежная помощь)
- физические факторы (диета, упражнения, здоровье, возраст, пол, наследственность)
- психологические, эмоциональные факторы и окружение: самоэффективность, мотивация и отношение к предметам, академические навыки, академические цели, социальная поддержка, социальная активность, личное (лень, пристрастие к компьютерным играм), обязательство к учебе, университетский «климат», метод обучения, используемый преподавателем, учебные материалы.
13. Экспертная подсистема, учитывая знания студента и скорость обучения, должна помочь с рациональным усвоением знаний.
14. Экспертная подсистема должна давать студенту советы, как улучшить эффективность обучения и производительность.

This monograph provides a mathematical foundation to the theory of quantum information and computation, with applications to various open systems including nano and bio systems.
It includes introductory material on algorithm, functional analysis, probability theory, information theory, quantum mechanics and quantum field theory. Apart from standard material on quantum information like quantum algorithm and teleportation, the authors discuss findings on the theory of entropy in C*-dynamical systems, space-time dependence of quantum entangled states, entangling operators, adaptive dynamics, relativistic quantum information, and a new paradigm for quantum computation beyond the usual quantum Turing machine. Also, some important applications of information theory to genetics and life sciences, as well as recent experimental and theoretical discoveries in quantum photosynthesis are described.

Phage Display As a Tool for Synthetic Biology (Nanotechnology Science and Technology Series) - 2010
Phage display can be considered as a practical realisation of an artificial chemical evolution. The Clinton foreign policy is in for an overhaul. For a President who took office with the reputation of being almost exclusively interested in domestic policy, George W. Bush has moved with remarkable speed and concentration to distance his Administration’s foreign and security policies from those of the Clinton era. Almost every major aspect of America’s international profile is under intensive scrutiny. Even on missile defence, where there is no doubting President Bush’s determination to press ahead, if possible with the assent and co-operation of America’s allies and of Russia but if need be without, analysts have been sent back to the technical and diplomatic drawing boards. But it is already clear how different will be the priorities and style of this Administration.
It will be scrupulously polite, as Tony Blair found, but on substance it will be a good deal less emollient than the Clinton White House. It will have a preference for the bilateral over the multilateral; and it is deeply sceptical of the Clintonite mantra of “constructive engagement” with governments, such as China’s, North Korea’s or even Russia’s, which in the words of the Secretary of State, Colin Powell, “do not follow international standards of behaviour”. The new Administration may also, although the Bush team does not yet, and may not in future, speak with one voice, be more reliable to deal with than the Clinton White House, which was disconcertingly prone to abrupt policy shifts.
This is no “new look” team. Mr Bush has drawn his biggest hitters from his father’s generation, and in so doing has created a novel variation on the tensions, familiar from the days of Henry Kissinger, between the State Department, Defence and the National Security Adviser. Both General Powell at State and, to a lesser extent, Condoleezza Rice at National Security are finding themselves outpaced by the formidable duo of Donald Rumsfeld at Defence and Richard Cheney, who shows no sign of settling into the conventional near-anonymity of the vice-presidency. Both men view the present through the prism of the Cold War and its immediate aftermath and are more at home assessing “the true threats facing America” than they are with the rhetoric of opportunity. Those threats are, in the new conspectus, heavily concentrated in Asia, where China is seen not as a “partner” but a potential strategic challenge and North Korea — with which Mr Bush has cancelled plans for talks and in effect told Pyongyang that the road to Washington lies through Seoul — as an unpredictable, unreformed menace.
China’s conciliatory reaction goes some way towards proving the wisdom of this more sceptical approach. Time was when Beijing would have taken loud offence at being told that its Foreign Minister must wait in the White House queue behind Japan’s lame duck Prime Minister; instead, yesterday, it hastened to issue its own invitation to Mr Bush. Its chief arms negotiator, Sha Zukang, has even announced that China will not contest US plans to deploy a missile defence system in Asia to protect US troops there — a marked contrast with its hitherto shrill opposition to missile defence in any form. With Russia showing interest in missile defence and European Union resistance slackening, China fears being left out in the cold. Above all, it wants to dissuade the US from equipping Taiwan, as it is inclined to do, with anti-missile defence systems.
There is some risk that Europeans will misinterpret Washington’s intentions. On European defence, a muted tone should not be mistaken for assent to EU plans for a rival military structure to Nato; the US will accept no such thing. A second mistake would be to see “realism” towards Russia as any slackening of interest; there is more intense US scrutiny of Moscow in Washington than there has been for some time. US foreign policy is undergoing a thorough spring-cleaning.
Foreign governments would do well to turn out their own attics.

Зовнішня політика Клінтона потребує перегляду. Для президента, який вступив на посаду з репутацією майже виключно зацікавленого у внутрішній політиці, Джордж Буш-молодший вражаюче швидко та зосереджено далеко випередив Адміністрацію зовнішньої політики і політики безпеки за часів Клінтона. Майже кожен важливий аспект міжнародного профілю Америці знаходиться під пильною увагою. Навіть у сфері противоракетної оборони, - яку президент Буш без сумнів прагне розвивати, за згодою і співпрацею союзників Америки і Росії, якщо це можливо або без них за потребою, - аналітиків було повернуто до креслярських дощок для технічних розрахунків та дипломатичних рішень. Це дає змогу уявити, наскільки ця адміністрація відрізняється за стилем та пріоритетами.
За словами Тоні Блера, нова влада буде бездоганно ввічливою, але по суті набагато жорсткіше, ніж був Білий Дім за Клінтона. Двосторонні згоди будуть мати перевагу над багатосторонніми; вона більш скептична щодо догматів Клінтона про "конструктивне залучення у співпрацю" з урядами таких країн, як Китай, Північна Корея та навіть Росії, де за словами держсекретаря Коліна Пауелла, «не дотримуються міжнародних стандартів поведінки». При цьому нова адміністрація може виявитися більш надійною у справах, ніж Білий Дім Клінтону, який міг різко змінити курс політики у будь яку мить. Хоча команда Буша ще не зійшлася на одній думці, та навряд чи зроблять це найближчим часом.
Це не команда нового погляду. Містер Буш залучив найкращих нападаючих з покоління його батька, і таким чином створив нову варіацію напруженості, знайомій ще з часів Генрі Кіссінджера, між Держдепартаментом, Міністерством Оборони та Радником з Національної безпеки. І Генерал Пауелл з Державної безпеки так і, в меншій мірі, Кондоліза Райс з Національної значно відстають від грізної парочки Дональда Рамсфелда з Міністерства оборони та Ричарда Чейні, який не виказує пристосування до прийнятої майже-анонімності віце-президенства. Обидва чоловіки бачать сучасний світ через призму холодної війни та її безпосередні наслідки і почуваються більш впевненими, коли оцінюють «справжні загрози, що стоять перед Америкою», ніж обговорюють можливості.
Згідно останніх оглядів, такі загрози в більшій мірі зосереджені в Азії, де Китай більше розглядається не як "партнер", а навпаки, як потенційний стратегічний виклик, а Північна Корея - з якою містер Буш скасував плани щодо переговорів і поставив перед фактом керівництво у Пхеньяні про те, що дорога до Вашингтона пролягатиме через місто Сеул – розглядається як непередбачувана та невиправлена загроза.
Доброзичлива реакція Китаю надає деякі докази того, що цей більш скептичний підхід є мудрим. Був час, коли Пекін показово образився би того, що їх Міністр з іноземних справ повинен зайняти чергу до Білого Дому поза («кульгавою качкою») Японським прем’єр міністром-невдахою; замість цього, день тому, містер Буш поспішно був запрошений до Пекіну. Їх головний військовий переговірник Ша Цуканг навіть об’явив, що Китай не буде сперечатися з планами США дислокувати систему протиракетної оборони в Азії для захисту американських військ на території – що різко контрастує з їх досі наполегливою опозицією щодо встановлення протиракетної оборони в будь-якій формі.
