Source text - English Hiking and cycling tourism: Vigna Brugnera and the Piave River
In the splendid archaeological setting of the Grave of the Piave River, Vigna Brugnera produces special wines which are characteristic of the Piave River area. Part of the ancient villa of Roncadelle di Ormelle, an ancient Roman settlement, Vigna Brugnera is both a place to buy fine wines and a good base for a visit to the historical sites of the area.
You can start by crossing the San Marco embankment built in 1534 by the Serenissima Republic as far as the bed of the Piave River on Via Grave di Roncadelle which then joins the ancient consular road Postumia in Madorbo about 200 meters away from Vigna Brugnera.
Returning to the ancient Postumia road in the direction of the Piave River, on your left you’ll come across an old lime furnace built in 1926 and now abandoned. It is a beautiful example of industrial archeology and one of the Treviso area’s protected archaeological sites. Just after the embankment on your left you get to Casa Gaiotto crossed by the Piave River ferry from 1800 to 1967.
Moving on to the gravel bed of the Piave River, you find the wooden remains of the old dock of the Roman ferry and the staircase which led to the boarding area – where the oak market took place as well – all of which was discovered in 1990. The fair was held twice a year and raftsmen from Belluno unloaded their firewood on site and loaded up the valuable Roncadelle oak to take to Venice for warship building.
As well as admiring the characteristic fauna and flora of the area, visitors may come across remains of the Great War such as many military roads still visible today, houses and trenches, the Madorbo-Guizza-Ormelle military railroad line and a number of war memorials.
This tragic historical event caused a great deal of destruction in the whole river area. Moving along the banks rebuilt by Alpini soldiers, you return to the entrance to the Madorbo zone and continue to Via Piave. Before turning into Via Saletto and going back to Vigna Brugnera, you will see Casa Grangiale belonging to the Follina Abbey monks, then Palazzo Moro and, lastly, the Negrisia River – one of the tributaries of the Piave and a European Union-protected natural environment. You will go through Borgo Gritti – so called because during the 1500 century the whole area was bought by the noble Venetian family Gritti – then up to the bank and back to Vigna Brugnera.

Inserita nello splendido contesto archeologico delle Grave del fiume Piave, Vigna Brugnera offre specialità vinicole tipiche del territorio plavense. Parte dell’antica villa di Roncadelle di Ormelle, antico insediamento di origine romana, Vigna Brugnera oltre che luogo d’acquisto di vini pregiati è anche punto di riferimento per la visita ai luoghi storici della zona.
Si comincia attraversando l’argine di San Marco, costruito nel 1534 dalla Serenissima Repubblica, scendendo verso il greto del fiume Piave, in via Grave di Roncadelle, che si ricongiunge poi all’antica strada consolare Postumia, in località Madorbo, a circa 200 metri di distanza da Vigna Brugnera.
Risalendo l’antica Postumia verso il Piave, incontriamo sulla sinistra una vecchia fornace da calce costruita nel 1926 e oggi dismessa, bellissimo esempio di archeologia industriale censito fra i beni archeologici trevigiani da tutelare. Appena superato il dosso, sulla sinistra si trova Casa Gaiotto, dove fu attivo dal 1800 al 1967 il traghetto del fiume Piave.
Proseguendo si entra nel greto del fiume Piave, dove furono rinvenuti nel 1990 i resti lignei dell’antico approdo del traghetto romano e la scalinata che portava all’imbarco, dove si svolgeva anche il mercato del rovere. Il mercato o fiera si svolgeva due volte l’anno e gli zattieri bellunesi scaricavano la loro legna in loco e caricavano il pregiato rovere di Roncadelle che era portato a Venezia per la costruzione della navi da guerra.
Oltre ad ammirare la fauna e la flora caratteristica della zona, il visitatore può imbattersi nei resti della Grande Guerra, come le strade militari ancor oggi visibili, le case e le trincee, il tracciato della ferrovia militare Madorbo-Guizza-Ormelle, i monumenti alla memoria.
Il tragico evento storico portò distruzioni su tutto il territorio fluviale: percorrendo gli argini riassestati dagli alpini, si torna indietro verso l’ingresso alla località Madorbo, per proseguire in via Piave. Prima di svoltare in via Saletto e tornare a Vigna Brugnera, si possono vedere la Casa Grangiale dei monaci dell’abbazia di Follina, poi Palazzo Moro e infine ammirare il corso del fiume Negrisia, uno degli affluenti del Piave, ambiente naturale posto sotto la tutela della Comunità Europea. Si attraversa Borgo Gritti – così chiamato perché nel corso del 1500 tutta la zona fu acquistata dalla nobile famiglia veneziana dei Gritti – si risale sull’argine fino a tornare a Vigna Brugnera.

Source text - German „NEIN zum überarbeiteten Epidemiengesetz EpG“
Schon aus der Traktandenliste sehen Sie, dass ich seinerzeit im Nationalrat noch für das Gesetz gestimmt habe. Trotzdem setze ich mich nun für ein Nein zum revidierten Epidemiengesetz ein. Ich möchte Ihnen kurz aufzeigen, warum.
Vorab möchte ich aber klar festhalten, dass mein Nein ein Nein der Verunsicherung und nicht ein fundamentalistisches ist. Klar bin ich dafür, dass man die nötigen und möglichen Massnahmen zum Schutz des Menschen vor übertragbaren Krankheiten trifft und dass der Staat die Möglichkeit haben soll, wirksame Massnahmen zu treffen, wenn der Bevölkerung eindeutige Gefahr droht.
Bei der detaillierten Lektüre des Wortlautes des Gesetzes bin ich aber zum Schluss gekommen, dass die Voraussetzungen des Zwangs zur Impfung ungenügend umschrieben und nicht zuverlässig von der Bevölkerung beurteilt werden können. Ich halte dafür, dass ein freiheitlicher Rechtsstaat nur dann gegen ihren Willen in die körperliche Integrität einer Bürgerin oder eines Bürgers eingreifen darf, wenn eine klare Rechtsgrundlage besteht und wenn das öffentliche Interesse deutlich überwiegt.
Ich bin verunsichert, wenn im Informationsblatt des Bundes vom Juli 2013 auf Seite 5 steht, dass niemandem gegen seinen Willen eine Impfung verabreicht werden darf, ich dann aber im Gesetz die bereits zitierten Stellen finde, die ganz klar von einem Obligatorium sprechen (Art. 6 Abs. 2 lit. d, Art. 21 Abs. 1 lit. c und Art. 22).
Wie schon gesagt: Ich bin nicht einmal gegen ein Obligatorium in klar definierten Fällen! Der Nationalrat hat ja bei der Bestimmung über obligatorische Impfungen in Art. 22 gezeigt, dass er die Messlatte hoch halten will, in dem er als Bedingung die „erhebliche Gefahr“ verlangt. Nur weiss heute niemand, wann eine solche „erhebliche Gefahr“ vorliegt.
Aus meiner Sicht muss das vorliegende Gesetz abgelehnt und nachgebessert werden. Die persönliche Freiheit ist besser zu respektieren, es darf nicht um den Schutz des Bürgers und der Bürgerin vor sich selber gehen und Obligatorien sollen nur bei echter Gefahr für breite Teile der Bevölkerung zulässig sein. Bei Grippe oder Masern sehe ich diese Gefahr z.B. nur in ganz klaren Pandemiefällen mit Lebensgefahr in der Normalbevölkerung, d.h. nicht bei nur speziell gefährdeten Personen.
Translation - Italian „NO alla revisione della legge sulle epidemie (LEp)“
Scorrendo l’ordine del giorno, si nota che nel Consiglio nazionale avevo votato a favore della legge. Nonostante ciò, ora mi batto per il „no“ alla revisione della legge sulle epidemie. Vorrei brevemente spiegare perché.
In primo luogo, vorrei mettere in chiaro che il mio è un “no” dettato dall’incertezza e non è un “no” fondamentalista. Chiaramente sostengo i provvedimenti necessari per la tutela delle persone da malattie trasmissibili e l’intervento dello Stato nell’adozione di misure efficaci se la salute dei cittadini è messa in pericolo.
Leggendo nel dettaglio il testo della legge, sono giunto alla conclusione che i presupposti che determinano l’obbligo di vaccinazione non sono spiegati in modo approfondito e non possono quindi essere valutati dalla popolazione sulla base di criteri obiettivi. Sono del parere che uno stato di diritto fondato sulla libertà possa decidere sull’integrità fisica di un cittadino contro la sua volontà solo in presenza di una base giuridica chiara e nel rispetto dell’interesse pubblico.
Mi sento disorientato dal foglio informativo apparso nel luglio 2013, pagina 5, secondo il quale nessuno deve sottoporsi a una vaccinazione contro la propria volontà. Sul testo della legge ho invece trovato il punto citato, che fa chiaramente riferimento a un obbligo (art. 6 cpv. 2 lettera d, art. 21 cpv. 1 lettera c e art. 22).
Come già dichiarato: in casi ben definiti, non sono contro l’obbligo di vaccinazione! Nella definizione sulle vaccinazioni obbligatorie all’Art. 22, il Consiglio nazionale ha dimostrato di voler tenere alti i parametri di riferimento, stabilendo come presupposto la presenza di un “pericolo considerevole”. Nessuno, tuttavia, sa cosa si intenda con „pericolo considerevole“.
A mio parere, questa legge deve essere rifiutata e migliorata. La libertà personale va rispettata, i cittadini non vanno protetti da loro stessi, e gli obblighi devono valere solo se viene messa in pericolo gran parte della popolazione. Nel caso dell’influenza o del morbillo il pericolo insorge, ad esempio, se si presentano sotto forma di vere e proprie epidemie che mettono a rischio la vita dei cittadini e non solo di certe persone più esposte al pericolo.
