Foreword
Through the European Economic Area (EEA) Agreement, Iceland, Liechtenstein and Norway participate in a single market together with the 27 EU member states, encompassing 500 million people.
However, there are significant disparities between European countries in terms of economic and social development.
Through the EEA and Norway Grants, Iceland, Liechtenstein and Norway are helping to bolster economic and social cohesion in Europe, and strengthen cooperation within the EEA.
This report gives an insight into the wealth of activities that have been supported in the 15 beneficiary states. It sets the Grants in the context of needs and challenges in the countries concerned. It describes how these funds have made a difference to people’s lives and local communities, for example through improved environmental conditions, better access to health care, increased research cooperation, and support for civil society and minority groups.
Here you can read how Iceland, Liechtenstein, Norway and the beneficiary states have all benefited from exchanges of skills and knowledge. The Grants provide a platform for sharing experience, for pooling ideas and resources across borders, and thus strengthening ties between donor states and beneficiary states.
The funding period for 2009-2014 is well under way. Almost €1.8 billion has been allocated to targeted efforts in areas where there are demonstrable needs in the beneficiary states and where we, the donor states, can make a difference.
In shaping the new programmes, we have incorporated lessons learned from the previous funding period, and have improved the set-up to increase the Grants’ impact. We have also brought on board international organisations, such as the Council of Europe and Transparency International, and given greater responsibility to the beneficiary states.
We hope you will enjoy reading about the achievements so far and the opportunities ahead. We look forward to building on our results, and we will maintain our commitment to a more cohesive Europe.

Forord
Gjennom avtalen om Det europeiske økonomiske samarbeidsområdet (EØS-avtalen) deltar Island, Liechtenstein og Norge på EUs indre marked sammen med de 27 EU-medlemslandene, noe som omfatter 500 millioner personer.
Det er midlertid betydelige forskjeller mellom europeiske land når det gjelder økonomisk og sosial utvikling.
Gjennom EØS-midlene hjelper Island, Liechtenstein og Norge til med å bistå en økonomisk og sosial samhørighet i Europa og forsterke samarbeidet innenfor EØS-området.
Denne statusrapporten gir en innsikt i de velstandsaktiviteter som er bistått i de 15 mottakerlandene. Dette setter finansieringsmidlene i en sammenheng når det gjelder behov og utfordringer i de gjeldende land. Source text - English Hemoperfusion in poisonings
Accelerated toxin excretion of extra-corporal hemoperfusion is indicated in severe poisoning, at very high plasma concentrations and the consumption of potencial lethal dose. The treatment is easier to perform and usually as good or even better than hemodialysis. It can also be easily combined with forced diuresis. An overview of methodology and indications as well as experiences from two patients treated with Hemocol are presented.
The principle of hemoperfusion is to let the blood pass through a charcoal filter (Hemocol), an unloaded resin (Amberlite XAD-2, Amberlite XAD-4) or an anion-exchanger (Amberlite IRA-900) (3, 8). New types of filters have reduced the risk of hemolysis, thrombocytopenia and leukopenia and charcoal embolism and pyrogenic reactions.
Hemoperfusion technique
The equipment is shown in illustration 1. Access to the bloodstream is best established by Seldinger`s undertaking percutaneous technique with catheters in both femoral arteries, but normal arteriovenous shunt can also be used. The filter is placed vertically on the bed, and filled with isotonic saline containing 1,000 units heparin. One to two liters circulates through the system. Look for charcoal particles. If they are observed, replace the filter. Bubble traps on arterial and venous side prevents air in the system. When connected, 5,000 units of heparin are injected on venous side. The blood pump is set at 200 ml / minute or more. Heparinization with 1 000-2 000 units per hour are aiming for a coagulation time of 30-60 minutes with the Lee-White method. At the end of perfusion 5% glucose is infused.

Pä slutten av perfusjonen infunderes 5 % glukose.

Source text - English Terms of Business for xxxx International Limited – Permanent Recruitment Services (version1.0)
This Agreement is made between xxxx International Limited, an employment agency (hereinafter to be referred to as xxxx) and the Client (hereinafter to be called 'The Client').
1. xxxx will introduce Candidates to the Client for appointment by the Client. Once an appointment takes place xxxx fees as set out in paragraph 15 becomes payable.
2. With the introduction of a candidate, the terms of this Agreement are deemed to have been accepted by the Client.
3. These terms shall constitute the only contract between xxxx and the Client and can only be varied by the written Agreement of both xxxx and the Client.
4. Any amendments to these Terms of Business can only be approved by one the Directors of xxxx and any amendment must be confirmed in writing by one of them in-order to be valid.
5. An introduction is deemed to have taken place by the provision of any information about a candidate to the Client, which allows the candidate to be identified, regardless of whether or not the Client knew the candidate prior to the introduction. Following an introduction if the Client is already communicating with the candidate in relation to a possible appointment then the Client must inform xxxx immediately. If the Client continue to use xxxx to provide services with regard to this candidate and the Client appoints the candidate a fee in accordance with paragraph 15 will become due. If it is unclear or ambiguous as to how the Client learned about the candidate for the first time, the Client will be responsible for providing evidentiary documentation on xxxx’s demand.
6. To enable xxxx to introduce suitable Candidates, the Client must provide xxxx with all relevant information on its vacancies including the anticipated start date, the position and type of work required, the experience, training and qualifications necessary for the position, the anticipated salary and benefits package, employee/employer notice period requirements and any known risks to health and safety.
7. Information relating to any Candidate is supplied on a strictly confidential basis and may only be used by the Client in connection with this Agreement.
8. An appointment takes place once the Client offers employment, whether on a temporary or permanent basis, to the candidate and the candidate accepts such employment and whether or not such an appointment is conditional upon the successful completion of a probationary period. Should an appointment take place then a fee as set out in paragraph 15 shall be payable.
9. Should the Client fail to advise xxxx International of the appointment within 14 days of the start date, a fee becomes payable of 40% of the anticipated first year's remuneration of the Candidate or 15,000 EUR, whichever is the greater.
10. If an appointment of a Candidate is made by the Client within 12 months of the initial introduction or any subsequent reintroduction by xxxx then the fees as set out in paragraph 15 shall become payable to xxxx.
11. Information relating to candidates is strictly confidential. If an appointment takes place by a third party as a direct result of the Client having given information relating to the Candidate to the third party the Client shall be liable to pay a fee of 40% of the anticipated first year's remuneration of the Candidate or a fee of 15,000 EUR, whichever is the greater. A third party includes but is not restricted to any associated company, subsidiary or other company with which the Client is connected.
12. The Client is obliged to advise xxxx International of the total remuneration offered to the candidate immediately an offer of employment has been made by the Client to the candidate.
13. Should an offer concluding a main contract be retracted prior to the candidate joining the Client, then the Client shall be liable for an administration fee of 2,000 EUR whether or not the candidate was known previously by the Client.
14. xxxx International’s fees become payable on the start date of a candidate appointment. The fee is calculated as a percentage of the anticipated first year's total remuneration of a Candidate which means a Candidate's taxable gross remuneration including, but not limited to all guaranteed income, bonuses, shift allowance, car allowance, relocation allowance, commissions, share buyouts and weighting allowance. If candidates are appointed for periods of less than a year any remuneration will be annualised for the calculation of the fee. The Client shall provide to xxxx a full statement of the total remuneration to be received by a Candidate.
15. xxxx fees/percentages are as follows:
I. Salary is €0 - €28,000 then a minimum fee of €7,000
II. Salary is €28,001 - €35,000 a fee of 25%;
III. Salary is €35,001 - €42,000 a fee of 30%;
IV. Salary is €42,001 and above a fee of 35%;
16. An invoice is payable within 7 days of its date of issue and the Client agrees to supply xxxx International with any required Purchase Order in advance of the start date. Compensation payments and statutory interest will be due from the Client to xxxx on the sum due (calculated monthly) in accordance with The Late Payment of Commercial Debts (Interest) Act 1998 (as amended). If xxxx International incurs any legal or non-legal costs as a result of non-or late payment of invoice, the Client will become liable to pay such costs.
17. If the appointment of a Candidate is terminated within 8 weeks of the commencement of his/her employment with the Client a rebate will be paid by xxxx to the Client at the rate of 12 ½ % of the fee charged by xxxx for each full week the Candidate did not work during the 8 week period, subject to paragraph 18 set out below.
18. No rebate shall be payable if:
I. an appointment is rescinded for no good reason;
II. xxxx is not notified in writing within 14 days of the termination of the appointment together with the reason(s) for it;
III. the fee is not paid to xxxx within 7 days of the tendering of the invoice;
IV. the cause of termination has no bearing on the Candidate's qualifications, capability or conduct;
V. the Candidate is made redundant.
19. xxxx International does not personally obtain references pertaining to a particular candidate, unless requested. xxxx International takes no responsibility for any loss, damage or delay caused by the candidate. The Client is responsible for ensuring the suitability and capability of a candidate for employment and for taking references to verify skills, qualifications, integrity, the necessity of any work permits and the satisfaction of any medical requirements.
20. This Agreement shall be construed in accordance with English law and the parties agree to submit to the jurisdiction of the English courts.

Denne Avtalen er inngått mellom xxxx International Limited, arbeidsformidling (heretter kalt xxxx) og Klienten (heretter kalt Klienten).

Dersom det er uklart eller tvetydig om hvordan Klienten kjente til kandidaten første gang, vil Klienten være ansvarlig for å anskaffe dokumentert bevis etter krav fra xxxx.
6. For å muliggjøre at xxxx presenterer egnede kandidater, må Klienten forsyne xxxx med all relevant informasjon vedrørende den ledige stillingen, inkludert antatt startdato, arbeid og type arbeid som skal utføres, erfaring, opplæring og kvalifikasjoner som er nødvendig for dette arbeidet, den antatte inntekt og pensjonspakke, krav om oppsigelsesfrist for arbeidstaker/arbeidsgiver, samt alle kjente helse-og sikkerhetsrisikoer.
7. Informasjon om eventuelle kandidater utleveres på et strengt konfidensielt grunnlag og kan kun benyttes av Klienten i forbindelse med denne Avtalen.
8. En avtale finner sted når Klienten tilbyr arbeid til kandidaten, på midlertidig eller permanent basis, inntil fullførelse av en prøveperiode. Skulle en slik avtale finne sted skal det utbetales et honorar i samsvar med paragraf 15
9. Skulle Klienten unnlate å underrette xxxx International om avtalen innen 14 dager fra startdato, skal det utbetales et honorar på enten 40% av kandidatens antatte inntekt første år eller 15.000 EUR, beregnet ut fra det høyeste av de to beløpene.
10. Dersom en avtale med en kandidat er gjort av Klienten innen 12 måneder fra den første presentasjonen eller eventuelle påfølgende presentasjoner gjennom xxxx, skal honorarene fastsatt i paragraf 15 utbetales til xxxx.
11. Informasjon vedrørende kandidater er strengt konfidensielt. Dersom en avtale finner sted gjennom en tredjepart skal Klienten være ansvarlig for å utbetale enten et honorar på 40% av kandidatens inntekt første år, eller et honorar på 15.000 EUR, beregnet ut fra det høyeste av de to beløpene. En tredjepart inkluderer, men er ikke begrenset til, eventuelle assosierte selskaper, datterselskaper eller andre selskaper som Klienten har kontakt med.
12. Klienten er tvunget til å underrette xxxx International om den totale inntekten tilbudt kandidaten umiddelbart etter at et slikt arbeidstilbud fra Klienten tilbys kandidaten.
13. Skulle et tilbud med inngåelse av hovedkontrakt bli trukket tilbake før kandidatens samarbeid med Klienten, skal Klienten være ansvarlig for et administrasjonsgebyr på 2.000 EURO, uansett om Klienten tidligere kjente til kandidaten eller ikke.
14. Honorarene til xxxx International utbetales ved startdato av en avtale med kandidaten. Honoraret kalkuleres ut fra en prosentsats for kandidatens inntekt første år, noe som betyr kandidatens skattbare bruttoinntekt inkludert, men ikke begrenset til, all garantert inntekt, bonuser, skiftgodtgjørelse, bilgodtgjørelse, flyttegodtgjørelse, provisjoner, aksjeoppkjøp, og belastningsgodtgjørelse. Dersom kandidatene er ansatt for perioder på mindre enn et år, vil eventuell inntekt bli omregnet på årsbasis for beregning av honoraret. Klienten skal fremlegge xxxx en full oversikt av kandidatens totale inntekt.
15. xxxx`s honorarer/prosentsatser er som følger:
I. Inntekt fra €0 - €28.000 gir et minimum honorar på €7.000
II. Inntekt fra €28.001 - €35.000 gir et honorar på 25%;
III. Inntekt fra €35.001 - €42.000 gir et honorar på 30%;
IV. Inntekt fra €42.001 og over, gir et honorar på 35%;
16. En faktura utbetales innen syv (7) dager fra utstedelsesdato og Klienten samtykker i å innlevere eventuelt påkrevde fakturaer til xxxx International før startdatoen. xxxx vil fakturere Klienten for kompensasjonsutbetalinger og lovfestede renter på forfallssum (beregnet månedlig) i samsvar med Loven om forsinket betaling av kommersiell gjeld (renter) fra 1988 (med lovendringer/tillegg). Dersom xxxx International blir gjenstand for eventuelle rettslige eller ikke-rettslige kostnader som et resultat av utelatelse eller forsinket fakturabetaling, vil Klienten være ansvarlig for å bære slike kostnader.
17. Dersom avtalen med en kandidat er avsluttet innen åtte (8) uker fra oppstart av hans/hennes ansettelse med Klienten, vil Nigel Frank utbetale et fradrag til Klienten på 12 ½ % av xxxx`s honorar for hver hele uke kandidaten ikke arbeidet i løpet av åtteukersperioden, som beskrevet nedenfor i paragraf 18.
18. Fradrag skal ikke utbetales dersom:
I. en avtale er opphevet uten gyldig grunn;
II. xxxx ikke er informert skriftlig innen 14 dager fra oppsigelse av avtalen sammen med årsaken(e) for dette;
III. honoraret ikke er innbetalt xxxx innen syv (7) dager fra anbudet på fakturaen;
IV. årsaken til oppsigelse ikke har sammenheng med kandidatens kvalifikasjoner, kapasitet eller atferd;
V. kandidaten er gjort overflødig.
19. xxxx International gir ikke referanser vedrørende en bestemt kandidat med mindre det bes spesielt om dette. xxxx International er ikke ansvarlig for eventuelle tap, skade eller forsinkelse forårsaket av kandidaten. Klienten er ansvarlig for å sikre at kandidaten er egnet og har kapasitet til å utføre arbeidet, og i tillegg anskaffe referanser for bekreftelse av kompetanse, kvalifikasjoner, integritet, nødvendige arbeidstillatelser, samt vederlag for eventuelle medisinske behov.
20. Denne Avtalen skal tolkes i overensstemmelse med engelsk lovgivning og partene samtykker i å underkaste seg jurisdiksjonen av det engelske rettsystemet.
