إهمال المسؤولين في الـ ((الأونروا)) حدث مهّين.. وانتهاكات فادحة بحق الطفولة
مضى شهر ونصف تقريبا على إصدارنا لتقرير مفصل عن الإهمال بحق المواطن الفلسطيني والذي جاء تحت عنوان: اللاجئ الفلسطيني بين تقاعس "الأنروا" وتعنت المسؤولين الفلسطينيين وقد تناول تقريرنا آنذاك موضوع مدرسة للأطفال تابعة للوكالة يوجد بها إهمال واضح من قبل المسؤولين بحق الطفولة .
كما وقد بادرنا إلى زيارة المسؤولين في المقر الرئيسي للوكالة في بيروت وأطلعناهم على تفاصيل ما يجري من إهمال فادح داخل مراكزهم ومقراتهم وقد أبدوا استعدادهم للتعاون ورغبتهم في الإصلاح لكن في الكلام فقط وليس بالأفعال .
واليوم نعيد فتح هذا الملف مضيفين إليه صور موثقة ومعلومات نتوقع أنها تخفى عن كبار القيمين على الوكالة ولكنها لا تخفى عن كبار المسؤولين السياسيين الفلسطينيين في لبنان.
مدرسة مرج إن عامر "نموذج لإحدى مدارس الوكالة في مخيمات لبنان"
مدرسة مرج بن عامر تأسست في عام أواخر العام 2008 في مخيم عين الحلوة للاجئين الفلسطينيين في لبنان، وأفتتحت رسمياً في شهر 9 /2009 وهي مدرسة للأطفال في المرحلة الابتدائية، وأيضاً هي مدرسة جديدة وهذه السنة الأولى التي تفتح أبوابها أمام الطلاب الفلسطينيين .
معلومات عن تلك المدرسة ....
• المدرسة لا يوجد بها كهرباء شرعية والكهرباء الموجودة بها هي عبارة عن 25 أمبير تم توصيلها من المجمع السكني الذي يحاذي المدرسة .
• المدرسة مازالت بدون أي حماية لنوافذ الطلاب وهذا قد أثير سابقاً في تقريرنا لكن صمت آذان المسؤولين.
• المدرسة لا يوجد بها ماء إلا كل 6 أو 4 ساعات ، أي حسب ماتكون كهرباء الدولة موجودة وللأسف في مخيم عين الحلوة يتم قطع الكهرباء 12 ساعة في الـ24 ساعة .
• ملعب الأطفال موجود على سطح المدرسة وهو محاط بشبك حديدي متين!!.
• مكتب توزيع الإعاشة التابع للوكالة موجود تحت المدرسة .
• مكب للنفايات بالاضافة لعربات نقل النفايات أيضاً موقفهم تحت المدرسة، ورائحتهم يتنشقها الأطفال !!.
• مازال هناك عنف يمارس ضد الأطفال في مدارس الوكالة في مخيم عين الحلوة وللتوثيق لدينا مقاطع فيديو لإعترافات وشكاوي للأطفال بهذا الخصوص .. فأين إحترام هذه الوكالة الدولة لحقوق الطفل.. وأين مراقبين حقوق الإنسان في مراكز ((الأونروا)) في لبنان .

Month and a half almost passed on issuing detailed report on the neglect of the Palestinian citizen which titled as: "The Palestinian refugees between the failure of "UNRWA" and the intransigence of the Palestinian officials" That time our report addressed the issue of a children school belongs to the agency has an obvious Negligence by the officials to the right of childhood.
As we have been initiated to visit officials in the agency's headquarters in Beirut and informed them the details about the gross negligence going on in their positions and headquarters and they have expressed their aptitude to cooperate and willingness to reform, Only verbally but no action.
Today we reopen this file, adding the documented photos and information we expect it is hidden from senior curators of the agency but not hidden from senior Palestinian political officials in Lebanon.
The school "Marj Ben Amer" "model to one of UNRWA schools in refugee camps in Lebanon"
"Marj Ben Amer" School was founded late in 2008 in the camp "Ein El-Helwa" for Palestinian refugees in Lebanon, and was officially opened on September 2009, the school for children in primary stage, and it is also a new school and this is the first year it opens its doors to Palestinian students.
Information about the school...
-The school has no legal electricity and the power of the existing electricity is a 25 amp connected to the residential compound adjacent to the school.
- The school is still without any protection for windows, students, and this had been raised previously in our report, but the official’s ears has got deaf.
- The school has no water only every six or four hours, means just when the state electricity exists, unfortunately in the camp "Ein El-Helwa" the electricity is cut off for 12 hours in 24 hours.
- The children's playground located on the roof of the school and surrounded by a solid metal grid!
- The office of ration distribution, which belongs to the Agency, exists under the school.
- A garbage dump as well as garbage transporting cars stop also exist under the school, and the children smell it!
- There is still violence against children in UNRWA schools in the camp "Ein El-Helwa" and for documentation we have got videos of the confessions and complaints of children in this regard...So where this international agency respect for Children’s is Rights... And where are human rights monitors of UNRWA centers in Lebanon?

How the sky works
Finding constellations and planets in the ever-moving night sky can be challenging. But with these tips, a few handy diagrams and your imagination, it's easier than you think!

Understanding the night sky was easy for ancient mariners and shepherds, but those of us living under light-polluted skies — not to mention a roof — don't often see the stars. Even when we do, the night sky can look like a random bunch of dots that's not exactly user-friendly for beginners.
So how do you make sense of what's going on up there? You just need to get your head around how the shape and movement of the Earth through space affects what part of the night sky you see — which is a lot easier than it sounds!
With a few basics under your belt you'll be totally across why and how stars move across the sky at night, where to look for planets, why we can only see some constellations at certain times of the year and how your latitude affects which stars you can see at night.

The sky changes in one day
You can gaze at the sky for five or ten minutes and nothing much will happen. But if you could speed the whole night up and watch the sky in fast motion you'd see plenty of action.
You'd see the stars moving across the sky as one. Stars rise in the east and set in the west, just like the sun and moon do. The Earth spins from west to east, so everything in the sky comes into view as we spin towards it and leaves our view as we spin away from it.
But, depending on where you are, not allstars rise and set. If you're in the southern half of Australia, looking south at the sky in fast motion, the stars there (including the Southern Cross) go around the sky in a circle, like in this animation.
The stars aren't really circling a point in the sky — we are. The point is the South Celestial Pole, the spot in the sky that lies directly above the South Pole. The Earth spins on an axis that runs from the North to the South Pole — it's like we're turning on a giant imaginary skewer. If you look up at the sky from the North or South Pole, you'll always see the stars going in circles overhead, never rising or setting at the horizon.
If you went to the equator you'd see something quite different. The equator lies at a right angle to the Earth's axis of spin, so every star rises in the east, goes straight across the sky and sets in the west with mathematical precision. The downside is you can't see the celestial poles or the stars circling around them because the rest of the planet is blocking your view.
In between the poles and the equator — at latitudes like southern Australia — you are far enough south to see the stars circling the South Celestial Pole, but because you're not at a right angle to the axis of spin, the stars don't go straight overhead as they travel from east to west. Instead they travel at an angle from the ground, moving further north as they rise in the east, and further south as they set in the west (in the Northern Hemisphere, the stars curve towards south as they rise).
Of course, the stars aren't the only things in the night sky — you can usually see a planet or two as well. The planets (including Earth) all orbit the sun in roughly the same plane. From Earth it looks like the sun and all the planets follow an imaginary line in the sky called the ecliptic. That's great for star watchers because if you know where the sun travelled during the day, you know where to start looking for Jupiter, Saturn, Mars, Mercury and Venus at night.

The sky changes over a year
The zodiac constellations travel in the same plane in the sky as the sun.
As well as the daily turn of the planet, the Earth's annual orbit around the sun means we see slightly different sections of the universe every day. It also means we'll be back where we started in a year's time, looking at the same stretch of sky.
If you look at the sky from the same place after just six months — halfway through the Earth's solar orbit — some of the constellations will still be there, some new ones will have appeared and others disappeared. The best way to get a handle on the regular rhythm of the stars appearing and disappearing is to look at the zodiac constellations.
There are 12 zodiac constellations — the ones we're all familiar with from astrology. Like the sun and the planets, the zodiac constellations all lie in the ecliptic, so they're visible from every place on Earth where you can see the sun rise and set. This explains why they feature so prominently in ancient cultures.
The zodiac constellations span the entire sky, so we never face all 12 of them at once.
If you look up on a dark night, you should be able to see at least four zodiac constellations at any one time, lying across the ecliptic. During the night, as the earth spins, each of these constellations will sink in the western sky, while others will rise in the east. All up, if you were to watch the sky for an entire night, you'd see up to ten of the twelve zodiac constellations. (The few that you can't see are in the area of the sky blocked out by the sun. See text box below.)
So learning to spot the zodiac constellations, knowing what order they appear in (the same order given in horoscopes) and knowing where the ecliptic is, means you should be able to pick out an impressive four or more constellations that everyone's heard of.
'Star signs' and 'sun signs'If you've read a horoscope you might expect to see Sagittarius prominent in the November/December sky, and Leo in the July/August sky and so on, but this isn't the case.
For example, you can't see Sagittarius in the night sky during mid-December because at this time of year the sun is positioned between Earth and the constellation, blocking our view. The same goes for the rest of the zodiac constellations; ancient astrologers assigned each zodiac sign to the time of year when the sun blocks that constellation from our view. So your 'star sign' is actually your 'sun sign'.

Latitude affects your view of the sky
As well as the Earth's position in space, the area of sky we can see at night is determined by how far north or south of the equator we are.
Places at the same latitude see the same view of the night sky. So while Adelaide and the Chilean capital Santiago are separated by the Pacific Ocean, they see the same constellations at night because the Earth is spinning them past the same stretch of southern sky.
But people living on the same longitude can see quite different skies. Residents of Adelaide and Tokyo are on the same longitude, and see some of the same parts of the sky — the area around the ecliptic, like zodiac constellations and planets. But Tokyoites are too far north to see objects near the South Celestial Pole, like the Southern Cross. And Adelaidians can't see things in the far Northern sky, like Polaris, the North Star. It's because the earth is spherical, and the bulge around its middle blocks the north and south extremes from view.
Southern Sky SpecialtiesPeople in the Southern Hemisphere get an exclusive view of the Large and Small Magellanic Clouds — two of our neighbouring galaxies that can identified with the naked eye — and some of the brightest globular clusters — spherical clumps of stars that orbit galaxies — such as Omega Centauri in the constellation Centaurus and 47 Tucanae, in the constellation Tucanae (the Toucan).
Dark sky features such as dark nebulae — clouds of interstellar dust from stars that exploded long ago that obscure light from the stars behind them — are also more prominent in the Southern Hemisphere. The darkest of the dark nebulae is a feature called the Coalsack. Tucked in near the Southern Cross, the Coalsack forms the head of our best known Indigenous constellation, the Emu in the Sky.

لقد كان فهم سماء الليل سهلا للبحارة القدامى والرعاة ، ولكن أولئك الذين يعيشون منا تحت ضوء الأجواء الملوثة -- ناهيك عن السقف -- لا يرون النجوم عادة. وحتى عندما يشاهدونها ، تبدو السماء ليلا كحفنة عشوائية من النقاط التي ليست تماما سهلة الاستخدام للمبتدئين .

التغيرات التي تحدث في السماء خلال يوم واحد
يمكنك أن تحدق في السماء لمدة خمس أو عشر دقائق ولن يحدث خلالها الكثير. ولكن إذا كان بإمكانك أن تقضى الليل بكامله مستيقظا تراقب السماء في حركة سريعة فسترى الكثير من النشاط.
قد ترى النجوم تتحرك عبر السماء في وحدة , نجوم تشرق باتجاه الشرق ، وتغيب عند الغرب ، تماما مثل الشمس والقمر. إن الأرض تدور من الغرب إلى الشرق ، لذلك كل شيء في السماء يمر بناظرنا ونحن ندور تجاهه ويختفي عن نظرنا ونحن ندور بعيدا عنه.
ولكن اعتمادا على مكان وجودك ، ليست كل النجوم تشرق وتغرب. فإذا كنت في النصف الجنوبي من أستراليا ، وتبحث في الجنوب في السماء في عرض سريع ، فإن النجوم هناك (بما في ذلك كوكبة الصليب الجنوبي) تدور حول السماء في دائرة ، كما في هذه الصور المتحركة

في ما بين القطبين وخط الاستواء في نطاق مثل جنوب استراليا تكون بعيدا جنوبا بما فيه الكفاية لرؤية النجوم تدور حول القطب الجنوبي السماوي ، ولكن لأنك لست في زاوية اليمين لمحور الدوران ، فالنجوم لا تذهب مباشرة في خط مستقيم كما كانت تنتقل من الشرق إلى الغرب.وهى بدلا من ذلك تنتقل في زاوية من الأرض ، وتتحرك شمالا إلى حد بعيد عند ارتفاعها في الشرق ، وجنوبا إلى حد بعيد عند مغيبها في الغرب (في نصف الكرة الشمالي ، تأخذ النجوم منحنى نحو الجنوب عندما تشرق).

إذا نظرت إلى السماء من نفس المكان بعد ستة أشهر فقط في منتصف الطريق خلال المدار الشمسي للأرض , ستجد أن بعض الأبراج لازالت هناك ، وستجد بعض الأبراج الجديدة قد ظهرت بينما اختفى آخرون. إن أفضل طريقة للتعامل مع إيقاع منتظم لظهور واختفاء النجوم هو أن تنظر إلى كوكبات دائرة البروج.
هناك 12 من كوكبات دائرة البروج – وهى التي نعرفها جميعا من علم التنجيم. وكويكبات دائرة البروج كمثل الشمس والكواكب تقع جميعها في مسار الشمس ، حتى أنها مرئية من كل مكان على وجه الأرض ، حيث يمكنك مشاهدة شروق الشمس وغروبها. وهذا يفسر لماذا كانت سمة بارزة حتى في الحضارات القديمة.
إن كويكبات دائرة البروج تغطي السماء كلها ، لذا لا يمكن قط أن نواجه الإثنى عشر كلها في وقت واحد.
إذا قمت بالبحث في ليلة مظلمة ، يجب أن تكون قادرا على رؤية ما لا يقل عن أربعة مجموعات أبراج في وقت واحد تكمن عبر مسار الشمس. أما أثناء الليل ، فكما تدور الأرض فإن كل من هذه التشكيلات ستختفي في السماء الغربية ، بينما سترتفع أخرى في الشرق. وإذا كنت لتراقب السماء ليلة كاملة ، فسترى ما يصل إلى عشرة من كوكبات دائرة البروج الإثني عشر. لذا إن تعلُّم تحديد موقع كويكبات دائرة البروج ، ومعرفة ما هو الترتيب الذي تظهر به (نفس الترتيب الوارد في الفلك) ومعرفة أين يقع مسار الشمس ، يعني أنه يجب أن تكون قادرا على التقاط أربعة أو أكثر من الأبراج مثيرة للإعجاب يعرفها الجميع.
إن خطوط العرض تؤثر في رؤيتك للسماء تماما كما يفعل وضع الأرض في الفضاء ، إن المساحة التي نراها من السماء في الليل يمكن أن تتحدد بمعرفة مدى بعدنا أقصى الشمال أو الجنوب من خط الاستواء .
إن الأماكن التي تقع في نفس خط العرض ترى المشاهد نفسها من السماء ليلا. اديليد عاصمة استراليا و العاصمة التشيلية سانتياغو يفصل بينهما المحيط الهادئ ،وبالرغم من ذلك يرون الأبراج نفسها في الليل لأن الأرض تدور بهم عبر نفس المساحة في سماء الجنوب.
ولكن الناس الذين يعيشون على نفس خط الطول يمكن أن يروا سماوات مختلفة تماما. سكان اديليد وطوكيو وهما على نفس خط الطول ، ويروا بعض من الأجزاء نفسها من السماء وهى المنطقة المحيطة بمسار الشمس ، مثل دائرة البروج والكواكب. ولكن أهل طوكيو يقعون أقصى الشمال بعيدين جدا عن رؤية أجسام بالقرب من القطب الجنوبي السماوي ، مثل الصليب الجنوبي. وأهل أدليد لا يمكنهم رؤية الأشياء في السماء الشمالية البعيدة ، مثل النجم القطبي . ذلك لأن الأرض كروية ، والانتفاخ حول وسطها يحجب الجنوب والشمال بشده عن الرؤية .
