Unitatile teritoriale si Administratia Centrala a BCR
Circulara priveste decontarea instrumentelor de plata de debit in lei (cecuri, bilete la ordin si cambii)
A. Instrumente de debit – remise la incasare – format vechi si format nou care nu se deconteaza prin trunchiere, prin sistemul de compensare electronica
Primirea la ghiseu a ID remise la incasare de la clienti. ID remise la incasare vor fi insotite de cele 3 exemplare ale borderoului de incasare.
Borderoul insotitor al instrumentului de debit va fi cel din anexa la prezenta circulara. Nu se vor accepta borderouri insotitoarea care nu respecta modelul prezentat in anexa la prezenta circulara.
Verificarea de catre functionarul bancar a corectitudinii si completitudinii instrumentelor de debit primite .
Se va verifica existenta urmatoarelor elemente :
Ø Data emiterii – sa fie posibila si certa; nu se vor primi la ghiseu ID a caror data de emitere este inexistenta in calendar (ex. 30 februarie) , data incompleta (fara luna, zi sau an). Cecurile postdatate nu vor fi acceptate si, in consecinta, scanate. Sunt considerate postdatate toate cecurile avand data emiterii cu mai mult de o zi de la datei primirii la ghiseu. In aceste situatii clientii vor fi notificati in vederea depunerii la banca a cecurilor cu o zi inainte de data emiterii.
Ø Suma litere, suma cifre;
In cazul in care ID platibil in lei, este emis intr-o moneda straina, cotata la BNR, plata se face la cursul BNR din ziua prezentarii la plata. In baza Conventiei Interbancare privind ID data prezentarii la plata reprezinta ziua bancara in care un ID este recunoscut ca valabil de catre Banca Platitoare si acceptat sau refuzat la plata. Banca platitoare care accepta un ID debiteaza contul platitorului.
Ø Nume, CUI si cont Iban Tragator/Emitent;
Ø Nume, CUI si cont Iban Beneficiar (in cazul in care ID sunt girate se verifica caracterul neintrerupt al girurilor. Contul beneficiar (posesor) mentionat pe ID a fi al ultimului giratar.

The circular is regarding the discounts of debit instruments in lei (cheques, bill payable to order, bills of exchange)
A. Debit instruments – delivered to cassation – old format and new format that are not discounted through cutting down, through the system of electronic compensation
The receipt at the desk of the ID delivered to be cashed in by the customers. The ID delivered to be cashed in will be accompanied by the 3 copies of the bordereau of cashing in.
The accompanying bordereau of the cashing instrument will be the one from the rider of the current circular. Accompanying bordereau that do not respect the model presented in the rider of the current circular will not be accepted.
Checks of correctitude and completion of the received debit instruments by the bank clerk.
The existence of the following elements will be checked:
• Issuing date – to be possible and secure; will not be accepted at the desk ID whose emission date does not exist in the calendar (e.g. 30 February), incomplete date (without month, day or year). The postdated cheques will not be accepted and thus, scanned. All cheques having the emission date a day ahead of their receipt at the desk are considered postdated. In these cases the customers will be notified to deposit the cheques to the bank a day before their emission.
• The amount in letters, the amount in numbers;
In case the ID is payable in lei, is emitted in a foreign currency, rated at BNR, the pay is done at the BNR official currency rate from the day of the cashing in. on the basis of the Interbanking Convention regarding ID the day of cashing in represents the date banking day in which an ID is known as valid by the payable bank and accepted or denied for pay. The payable bank that accepts an ID debits the payer’s account.
• Name, Unique registration code and Iban account drawer/issuer
• Name, Unique registration code and beneficiary Iban account (in case the IDs are guaranteed the uninterrupted character of the guarantees can be verified). The beneficiary account (possessor) mentioned on the ID to be the last guarantor.

Source text - Romanian Zeul blond s-a asezat pe marginea patului… Era inca ametit dupa noaptea pe care o sfasiase lumina zilei. Inca indragostit. Nerabdator s-o cuprinda iar in brate pe iubita lui. Pe masa erau risipite carti si ziare. S-a ridicat cuprins de lene. Ar fi baut o cafea. Tare, amara, neagra ca pielea de abanos a unei printese orientale. A rasfoit un ziar… numai banalitati… o carte de versuri… un poem frumos… bucurie a spiritului… Si-a notat cateva idei in caietul lui, de care nu se despartea niciodata. In toate metaforele era Magdalena. Vocea ei catifelata, care il imbata cu suavitati emotionante... privirile ei… parul, pe care si-l prindea la ceafa cu o funda… matasos ai mangaietor… Cum altfel sa fi simtit el?! Abia implinse saptesprezece ani… Se hotarasera sa se reintoarca la Bucuresti… Sa merga la strand, sa ia o barca si sa se piarda printre nuferii de pe lacul strivit de umbra palatului brancovenesc… sa inoate in apa limpede… sa se bronzeze si ss faca dragoste sub cerul senin, mangaiati de eternitate. Nota totul, toate gandurile lui, in jurnal. Era ca o simfonie… ca o arie din Herodiada lui Massenet.
Translation - French Le Dieu blond s’est assis au bord du lit... Il était encore étourdi après la nuit que la lumière du jour avait rompu. Toujours amoureux. Impatient de contenir sa bien-aimée dans les bras. Sur la table étaient éparpillés des livres et des journaux. Il s’est levé accaparé par la paresse. Il aurait bu un café. Fort, amer, noir comme la peau ébènée d’une princesse orientale. Il a feuilleté un journal... seulement des banalites...un livre en vers… un beau poème ...la joie de l’esprit... Il a noté quelques idées dans son chaier, qu’il ne partait jamais. Dans tous les métaphores était Madelene. Sa voix velourée, qui l'enivrait avec une douceure émotionnelle ...
