Além disso, a redução mínima deve ser diferenciada entre a primeira e a segunda gerações tecnológicas. A consulta brasileira prefere não enviar esta sugestão com um valor específico, como forma de respeitar a discussão internacional, sem querer impor um valor definido no Brasil.

In the scope of principle 3, a minimum quantity of reduction of GGE (Greenhouse Gas Effect) emissions must be established for biofuels to be considered sustainable, not just a generic definition such as “significant”. Furthermore, a minimum reduction must be differentiated between the first and second technological generations. The Brazilian council prefers not to send this suggestion with a specific value, as a way of respecting the international discussion, without imposing a definite value on Brazil.

Politicians’ use of public funds to buy political support from voters receives various labels: clientelism, patronage, pork barrel. All these practices are distributive policies with diffuse costs and concentrated benefits. We distinguish between the broad categories “clientelism” and “pork barrel.” Clientelism implies an exchange of votes for private goods – that is, goods that benefit one or just a few individuals. Thus clientelism encompasses “patronage” – the offering of public-sector employment for political support – and the distribution by candidates of tangible goods or gifts – shoes, pressure cookers, T-shirts, even money –- in the hopes of attracting votes.

O uso de recursos públicos por políticos para comprar apoio político de eleitores pode ser rotulado como clientelismo, apadrinhamento e assistencialismo. Todas essas práticas são políticas distributivas de custos difusos e benefícios concentrados. Há uma distinção entre “clientelismo” e “assistencialismo”. Clientelismo implica em uma troca de votos por bens privados – isto é, bens que beneficiam somente um ou alguns poucos indivíduos. Portanto, clientelismo engloba “apadrinhamento” – a oferta de empregos no serviço público como troca por apoio político – e a distribuição, por candidatos, de bens tangíveis ou presentes – sapatos, panelas de pressão, camisetas, até dinheiro – na esperança de atrair votos.
