Source text - English The acronym LPG has several expansions. It stands for liquefied petroleum gas. It stands for liberalisation, privatisation and globalisation, a term of abuse used by those with Leftwing persuasions. It stands for life plundered by the government, sentiments associated with those who are against state intervention, but increasingly felt by the so-called middle class — however defined — because of price hikes, and proposed price hikes, for petroleum products.
Ostensibly, price hikes in petroleum products became necessary because of unsustainable fiscal subsidies — assuming losses by oil marketing companies are absorbed by government — spliced with rupee depreciation. That's a bad argument. Those subsidies are peanuts, when compared with much larger nuts squandered by government through public expenditure. Nor, taken in isolation, is one convinced about investments in the sector being deterred. Investments are fettered because of several other reasons.
The administered price mechanism (APM) is only one piece of the jigsaw. If we had incrementally reformed the APM, as was intended for petrol and diesel from 2002, we would have had small increases in prices, with marginal contributions to inflation, instead of the backlog that has now piled up. We would have had oil price hikes when inflation numbers were less damaging and citizens less disparaging about government attempts to control inflation.

असल में, पेट्रो उत्पादों में मूल्यवृद्धि जरूरी हो गई थी, क्योंकि वित्तीय सब्सिडी का बोझ बर्दाश्त से बाहर जाने लगा था। इसे सरकार तेल मार्केटिंग कंपनियों के घाटे की भरपाई के लिए दे रही थी, जो रुपये में कमजोरी के कारण और बढ़ गया। लेकिन यह कुतर्क है। दरअसल, अगर इसकी तुलना उस सार्वजनिक खर्च से की जाए, जिसे सरकार बेहिसाब लुटाती है, तो ये सब्सिडी ऊंट के मुंह में जीरे सी दिखेगी। इसे इस क्षेत्र में रोके गए निवेश का खास कारण नहीं माना जा सकता। ये निवेश कई अन्य वजहों से अटका है।
प्रशासनिक मूल्य प्रणाली (एपीएम) पहेली का महज एक सिरा है। अगर हमने एपीएम में लगातार सुधार किया होता, जैसा कि वर्ष 2002 में पेट्रोल व डीजल को लेकर सोचा गया था। इस सूरत में इनके दामों में काफी कम इजाफा करना पड़ता। नतीजतन महंगाई पर भी इसका असर मामूली रह जाता। ऐसा न करने से ही ज्यादा कीमतें बढ़ाने का दबाव बना है। जब महंगाई की दर नीचे थी, अगर तभी तेल कीमतें बढ़ाई जातीं तो सरकार को जनता के गुस्से का सामना नहीं करना पड़ता।

Below this, the Goods Council, Services Council, and Intellectual Property Council report to the General Council. In addition, there are a number of specialized committees and groups that work on various regional or specific issues.

3. (1) विद्यालय शिक्षा समिति/स्थानीय प्राधिकार, विशेष प्रशिक्षण की आवश्यकता वाले बच्चों को चिन्हित करेगा तथा उनके लिए ऐसा प्रशिक्षण निम्नांकित तरीके से आयोजित करेगाः
(क) विशेष प्रशिक्षण शैक्षिक प्राधिकार द्वारा अनुमोदित विशेष रूप से तैयार की गई उम्र-सापेक्ष अधिगम सामग्री पर आधारित होगा।
(ख) यह प्रशिक्षण विद्यालय के परिसर में अथवा सुरक्षित आवासीय व्यवस्था के अंतर्गत आयोजित किया जाएगा।
(ग) यह प्रशिक्षण विद्यालय में कार्यरत शिक्षकों के द्वारा उपलब्ध कराया जाएगा।
(घ) इस प्रशिक्षण की अवधि न्यूनतम तीन महीने की होगी, जिसे छात्रों की अधिगम प्रगति के आवधिक मूल्यांकन के आधार पर अधिकतम 2 वर्षों तक विस्तारित किया जा सकेगा।
(2) विशेष प्रशिक्षण तथा उम्र-सापेक्ष कक्षा में नामांकन के बाद संबंधित विद्यालय के शिक्षकों के द्वारा इस कोटि के बच्चों पर तब तक विशेष ध्यान दिया जाएगा जब तक कि वे कक्षा के अन्य बच्चों के साथ शैक्षिक एवं भावनात्मक रूप से सफलतापूर्वक जुड़ न जाएं।

(b) It shall be provided in classes held on the premises of the school, or through classes organised in safe residential facilities
(c) It shall be provided by teachers working in the school.
(d) The duration shall be for a minimum period of three months which may be extended, based on periodical assessment of learning progress, for a maximum period not exceeding to two years.
(2) The child shall, upon induction into the age appropriate class, after special training, continue to receive special attention by the teacher to enable him/her to successfully integrate with the rest of the class, academically and emotionally.

Source text - English We should be clearer and less sanctimonious about inequality. Poverty is an absolute concept. Inequality is relative. Reducing poverty is desirable. But reducing inequality is not a self-evident objective. There is an impression that increased inequality, real or perceived, is bad.
Last year, Shankar Acharya and Rakesh Mohan edited a volume in honour of Montek Singh Ahluwalia and the late Suresh Tendulkar had a paper on inequality in the book. This paper has an interesting anecdote about a conference in Bangkok when Manmohan Singh was Deputy Chairman of Planning Commission.
'After other delegations presented their experiences in managing a market economy, the Chinese vice minister presented an outline of the Chinese reform program. At the end of the presentation, Manmohan Singh, in his usual gentle but forceful tone, asked, "Would not what you are trying to do result in greater inequality in China?" To that the minister replied, with great conviction, "We would certainly hope so!"

बीते साल शंकर आचार्य और राकेश मोहन ने मोंटेक सिंह अहलूवालिया के सम्मान में एक पुस्तक का संपादन किया था। इस किताब में स्वर्गीय सुरेश तेंदुलकर का असमानता पर एक लेख था। इस लेख में बैंकाक में हुए एक सम्मेलन के बेहद रोचक किस्से का जिक्र था। उस वक्त मनमोहन सिंह योजना आयोग के उपाध्यक्ष हुआ करते थे।
बाजार अर्थव्यवस्था के प्रबंधन को लेकर तमाम अन्य प्रतिनिधियों द्वारा अपने अनुभव साझा किए गए। इसी दौरान चीनी उपमंत्री ने चीन के सुधार कार्यक्रमों का ब्यौरा दिया। उनकी इस प्रस्तुति की समाप्ति पर मनमोहन सिंह ने बड़े सहज लेकिन प्रभावपूर्ण ढंग से सवाल किया कि आप जो करने की कोशिश कर रहे हैं, क्या उससे चीन में और अधिक असमानता नहीं बढ़ेगी? इसके जवाब में मंत्री ने बड़े विश्वास के साथ कहा, “निश्चित तौर पर हमें भी ऐसी ही उम्मीद है!”
