A infra-estrutura objecto do presente Plano Director de Referência deve conter um sistema de pistas paralelas cujo espaçamento deve ser tal que permita operações independentes, Mode 4 , com operações mistas (SOIR ICAO DOC 9643),e ainda permitir a implantação e desenvolvimento de infra-estruturas aeroportuárias localizadas no lado-ar sem perda da segurança e da capacidade do sistema de pistas e da eficiência das operações IFR previstas.
Os comprimentos das pistas serão determinados de acordo com as aeronaves críticas consideradas, a altitude e as condições meteorológicas locais.
A orientação das pistas atenderá aos ventos dominantes que no local têm orientação N/S e cujos dados meteorológicos, que entretanto sejam recolhidos, serão fornecidos à medida da sua disponibilidade.
As características físicas, as ajudas visuais, os sistemas de fornecimento de energia de emergência e respectivo comando e controle deverão permitir aterragens (operações) de precisão CAT III B.
Deverão igualmente ser projectadas as superfícies limitadoras de obstáculos do sistema de pistas (de acordo com o anexo14 da ICAO) para a configuração global deste projecto
Translation - English RUNWAYS
The infrastructure, which is the object of the Reference Master Plan, must include a system of parallel runways whose spacing must enable independent operations, Mode 4, with mixed-mode operations (SOIR ICAO DOC 9643), and yet allow the implementation and development of airport infrastructures on the airside without loss of security and runway system capacity as well as the efficiency of planned IFR operations.
The runway lengths will be determined in accordance with the approved critical aircraft, the altitude and local meteorological conditions.
The runway orientation will attend to the prevailing winds which at this place have a North/South orientation and its meteorological data which has been collected, will be supplied according to their availability.
The physical characteristics, the visual aids, the emergency energy supply systems and its command and control should allow CAT III B precision landings (operations).
There should also be projected the obstacle limitation surfaces of the runway system (in accordance with ICAO Annex 14), for the global configuration of this project.

The main environmental issues associated with the operation of the airport include noise, local air quality and impacts on surface and underground water resources. Two more recent questions to emerge are energy consumption and climate change. In addition, the characteristics of each location are sufficient to introduce differentiating factors, and nature conservation and biodiversity aspects can be identified in the case of the NLA in the Alcochete Artillery Range (AAR).

As principais questões ambientais associadas com a operação do aeroporto incluem o ruído, qualidade local do ar e o impacto nos recursos aquáticos subterrâneos e à superfície. Duas outras questões que aparecem mais recentemente são o consumo de energia e mudanças climáticas. Além dessas, as características de cada local são suficientes para introduzir factores de diferenciação, e aspectos de conservação da natureza e biodiversidade podem ser identificados no caso do NAL no Campo de Tiro de Alcochete (CTA).
