Av hensyn til folkehelsen er det av stor betydning for Norge å være fullt ut harmonisert med EU på legemiddelområdet. Det gir tilgang på sikre og effektive legemidler av høy kvalitet, og Norge får delta i legemiddelsamarbeidet i EU på lik linje med medlemslandene.

I EØS har det vært et samarbeid på legemiddelområdet i mange år. De nye EU-direktivene og forordningene innebærer ikke noe vesentlig nytt i så måte. Endringene er først og fremst en videreutvikling av eksisterende regelverk og bidrar til ytterligere harmonisering av feltet. Norge har vært en aktiv deltaker i legemiddelsamarbeidet i EØS i flere år og fortsatt deltakelse er viktig for å sikre den norske befolkningen tilgang til gode og trygge legemidler.

Et eksempel på videreutvikling og harmonisering av regelverket er det at de nye bestemmelsene innfører en ny internasjonal prosedyre for å søke om godkjenning av legemidler. Som nevnt over er det tidligere etablert to typer internasjonale prosedyrer, nemlig gjensidig anerkjennelsesprosedyre og sentral prosedyre. Den nye internasjonale prosedyren, desentralisert prosedyre, vil derfor bli en tredje variant som legemiddelprodusentene kan velge å benytte for å sikre markedsadgang for sitt produkt i mer enn ett EØS-land.

En annen endring av regelverket innebærer at naturlegemiddel- og homøopatikaområdet vil bli mer harmonisert i EØS enn det som er tilfelle i dag. EØS-landene har frem til nå hatt ulike godkjenningsordninger for disse legemidlene. De nye bestemmelsene skal bidra til en lik og til dels internasjonal saksbehandling også av disse søknadene, i tillegg til at kvalitetskravene for disse legemidlene blir de samme i hele EØS. På denne måten skal naturlegemiddel- og homøopatikaprodusentenes tilgang til markedet bedres.

On the acceptance of the EEA Committee’s decision no. 61/2009 (21 May 2009)

Out of consideration for public health issues, it is of great importance for Norway to be fully harmonised with the European Union in the field of pharmaceuticals. This will give access to safe and effective, high-quality pharmaceuticals, and Norway will be able to participate in pharmaceutical co-operation work in the EU along the same lines as member states.

There has been a co-operation in the field of pharmaceuticals in the European Economic Area (EEA) for many years, and the new EU directives and regulations do not imply anything essentially new in these respects. The changes are first and foremost a further development of an already existing body of rules, and will contribute to a further harmonisation in the field. Norway has been an active participant in pharmaceutical co-operation work in the EEA for many years, and continued participation is important in order to secure access to good and safe pharmaceuticals for the Norwegian population.

An example of the further development and harmonisation of the body of rules is that the new rules have implemented a new international procedure for applying for approval of pharmaceutical drugs. As mentioned above, two types of international procedures have previously been established, namely a mutual recognition procedure and a central procedure. The new international procedure, a decentralised procedure, will therefore be a third variety which the pharmaceutical industry can choose to make use of in order to secure market access for their product in more than one EEA member state.

Another change in the body of rules involves the fact that herbal medicines and the field of homoeopathy will be more harmonised in the EEA than is the case today. EEA member states have until now used different approval mechanisms for these drugs. The new regulations will contribute to a fair and partially international case treatment of these applications as well, in addition to the fact that quality requirements for these drugs will be the same in the entire EEA. In this way, market access for manufacturers of herbal medicines and homoeopathy products will be improved.

– Vårt politiske regnskap viser at flertallsregjeringen har ført en politikk for arbeid og velferd. Vi har arbeidet for å trygge norsk økonomi og sikre arbeidsplasser i hele landet. I stedet for privatisering styrker vi fellesskapet. Vi bruker de store pengene på skole og omsorg, i stedet for skattekutt, sier statsminister Jens Stoltenberg i forbindelse med at de tre partilederne gjør opp status etter snart fire års samarbeid.

– Trygg økonomisk styring gjør at vi har handlingsrom til å sette inn kraftfulle mottiltak mot den internasjonale finanskrisen. Vi gjør alt vi kan for å ta vare på arbeidsplassene, holde folk i jobb og sørge for nye arbeidsplasser der gamle forsvinner. Vi bruker de store pengene på de store oppgavene. Vi satte oss store mål, som vi når. At målet om full barnehagedekning nås, viser det, sier finansminister Kristin Halvorsen.

Flertallsregjeringen har i snart fire år ført en politikk for å forandre og fornye Norge. Fellesskapsløsninger gir mange mennesker muligheter de ellers ikke ville hatt. På område etter område har regjeringen fulgt opp de målene som ble satt i 2005.

– Regjeringen har handlet tidlig og sterkt og iverksatt en rekke tiltak for å holde hjulene i gang i økonomien. Vårt prosjekt har vært å skape vekst og utvikling i hele landet, å gi folk et bedre velferdstilbud der de bor og bygge ut moderne veier og jernbane i landet, sier samferdselsminister Liv Signe Navarsete.

"Our balance sheet of political accomplishments shows that the majority government has pursued policies in favour of work and welfare. We have worked to secure the Norwegian economy and workplaces throughout the country. Instead of privatisation, we are strengthening the community. We are using large sums on schools and healthcare, instead of tax cuts," says Prime Minister Jens Stoltenberg, in connection with the three party leaders settling their accounts after nearly four years of co-operation.

"We have the opportunity to implement powerful counter-actions to the international financial crisis due to our confident control of the economy. We are doing everything we can to look after workplaces, keep people in their jobs and ensure new workplaces where the old ones are disappearing. We are spending big money on big tasks. We have set ourselves great goals, which we are achieving. The fact that our goal of total kindergarden coverage throughout the country is being accomplished shows this," says Minister of Finance Kristin Halvorsen.

The majority government has for nearly four years pursued policies that will change and renew Norway. Community solutions give many people possibilities which they otherwise would not have. In area upon area, the government has met those goals which were set in 2005.

"The government has acted strongly and at an early stage, and it has implemented a series of measures to keep the wheels of the economy going. We have created activity, among other things, by starting up maintenance work in the municipalities. Schools and nursing homes are being upgraded, roads are being prepared and we are setting people to work. Our purpose has been to create growth and development throughout the country, to give people better welfare opportunities where they live, and to build modern roads and railway lines in this country," says Minister of Transport and Communications Liv Signe Navarsete.
