Source text - French Afin de soumettre au Tribunal une demande sur le fondement de l' article 292 au
nom de 1 'Etat du paíillon, ßÉ est indispensable que la personne priíee Õ soit autorisee. Cette
condition, que les juges íeÞfient systematiquement, est prevue par 1 'article 110, paragraphes
2 et 3 du Reglement. Ces deux. dispositions offrent une certaine liberte aux. Etats Parties, tout
en Õ fixant des limites. Le texte leur reconnait ainsi la possibilite de choisir le moment auquel
ils souhaitenti nformer le Greffe, par la íoie d'une notification, de l'identite de la personnea

Translation - Greek Προκειμένου να υποβληθεί στο Δικαστήριο αίτηση επί της βάσης του άρθρου στο όνομα του Κράτους σημαίας, πρέπει ο ιδιώτης να είναι εξουσιοδοτημένος. Ο συγκεκριμένος όρος, τον οποίον οι δικαστές ελέγχουν συστηματικά, προβλέπεται από το άρθρο 110, παράγραφοι 2 και 3 του Κανονισμού. Αυτές οι δύο διατάξεις προσφέρουν ορισμένη ελευθερία στα Συμβαλλόμενα Κράτη, θέτοντας ταυτόχρονα όρια. Το κείμενο τούς αναγνωρίζει επίσης τη δυνατότητα να επιλέξουν τη στιγμή που επιθυμούν να ενημερώσουν τη γραμματεία του Δικαστηρίου, δια της οδού της κοινοποίησης, για την ταυτότητα του ατόμου το οποίο εξουσιοδοτούν να προσφύγει στο Δικαστήριο στο όνομά τους. Η κοινοποίηση αυτή μπορεί, επομένως, να λάβει χώρα είτε προτού προκύψει κάποιο πρόβλημα από την ενδεχόμενη ακινητοποίηση ενός πλοίου, είτε μετά το ναυτιλιακό έλεγχο του πλοίου. Εντούτοις, φαίνεται δύσκολο να προχωρήσει σε μια γενική περιγραφή που να περιλαμβάνει κατηγορίες προσώπων, όπως το σύνολο των ιδιοκτητών ή κατόχων εκμετάλλευσης των πλοίων, καθώς και τους συλλόγους των πρώτων ή των δεύτερων γιατί, σύμφωνα με τους όρους του άρθρου 110, παράγραφος 2, γράμμα β), το Συμβαλλόμενο Κράτος, το οποίο επιλέγει να δώσει την εν λόγω εξουσιοδότηση, πρέπει να δηλώσει «το όνομα και τη διεύθυνση κάθε ατόμου που έχει την εξουσιοδότηση να καταθέσει αίτηση στο όνομά του». Κατά τον ίδιο τρόπο, για αποδεικτικές ερωτήσεις και προκειμένου να διασφαλιστεί ότι στο άτομο το οποίο προσφεύγει στο Δικαστήριο έχει πράγματι δοθεί η συγκεκριμένη εξουσιοδότηση από το Συμβαλλόμενο Κράτος, το άρθρο 110, παράγραφος 3, διευκρινίζει ότι «αγωγή η οποία γίνεται στο όνομα του Κράτους σημαίας πρέπει να συνοδεύεται από την εξουσιοδότηση που προβλέπεται στην παράγραφο 2, αν η συγκεκριμένη εξουσιοδότηση δεν έχει προηγουμένως κοινοποιηθεί στο Δικαστήριο, καθώς και από έγγραφα που βεβαιώνουν ότι το άτομο που καταθέτει την αγωγή είναι το άτομο το οποίο ορίζεται στην εξουσιοδότηση», με την ίδια διάταξη να προσθέτει ότι συγκεκριμένη αγωγή «πρέπει να φέρει επίσης βεβαίωση που να αναφέρει ότι το αντίγραφο της αγωγής καθώς και αντίγραφο κάθε υποστηρικτικού εγγράφου χορηγήθηκε στο Κράτος σημαίας». Το κείμενο αναγνωρίζει, όμως, ότι το Συμβαλλόμενο Κράτος χαίρει ελευθερίας όσον αφορά τη διαδικασία που επιτρέπει να δοθεί η εξουσιοδότηση. Κατά τον ίδιο τρόπο, το Συμβαλλόμενο Κράτος διαθέτει κάθε ελευθερία σχετικά με το άτομο που ορίζει, ώστε τίποτα να μην το εμποδίζει να εξουσιοδοτεί κάποιον ξένο υπήκοο. Το τελευταίο σημείο επιβεβαίωνεται, εξάλλου, στην πράξη, η οποία δείχνει ότι η αγωγή που γίνεται στο όνομα του Συμβαλλόμενου Κράτους προέρχεται συχνά από το άτομο το οποίο αναλαμβάνει την υπεράσπιση, ενώπιον των εθνικών δικαιοδοτικών αρχών, του ιδιοκτήτη του πλοίου.

I have been working on translation projects over 5 years. I have worked 4 years in an EIC (a Network organised by the Commission aiming at providing assistance to SMEs) as a Translator/ Interpreter/ Information officer. Within this framework, I have attended several seminars-trainings organised by the Commission in Brussels on various subjects such as EU Update, Reporting and Daily Management Electronic Tools, EU Databases, Business Cooperation, Financial Issues, Internationalisation, Imports-Exports in EU. Moreover, I have participated in several initiatives-specific actions-working groups of the Commission, e.g. IPM, BFM, Oskar, Sun_E Project.
I hold a Master Degree in Translation offered by the University of Mons-Hainaut (' La Plus Grande Distinction', Greek, English, French) as well as a Degree on Trilingual Translation offered by the University of Strasbourg- Marc Bloch. I have also studied French language and literature at the University of Athens (4 years of studies). Besides Greek, which is my native language, I both speak and write fluently in English and French. Furthermore, as far as Russian is concerned, I hold a medium level Certificate and I have spent one month in Moscow attending advanced level classes on the language at the Moscow State University Lomosov. I have been learning Portuguese as well (beginners level).
My 4 major translation projects within my translation studies, both in undergraduate and post-graduate level, refer to the areas of Doping, Environmental Protection in the Olympic Games of Athens, Chocolate and the History of Walt Disney.
I have a very good knowledge of Word, Excel, Powerpoint, Outlook, Internet, updating sites and I always keep updating my skills. My working tools and library include a large variety of paper and electronic dictionaries, personal word databases, encyclopaedias, online sources, etc.
