Situated at the very heart of Europe’s security architecture, the OSCE is uniquely placed to act as a pivot of stability in relations between State, and within them. Lasting peace cannot be built on zero-sum calculations. The inclusiveness and the consensus decision-making of the OSCE, if matched with sustained political will, can be our greatest strengths. In 2009, Greece is committed to act as an «honest broker» in addressing some of the divisions that have opened among our participating States in recent years. Openness, transparency, and the will to build consensus will guide our efforts.

Όντας στο επίκεντρο της ευρωπαϊκής αρχιτεκτονικής για την ασφάλεια, ο ΟΑΣΕ κατέχει μοναδική θέση προκειμένου να αποτελέσει έναν άξονα σταθερότητας για τις σχέσεις στο εσωτερικό του ίδιου κράτους αλλά και μεταξύ διαφορετικών κρατών. Μια διαρκής ειρήνη δεν μπορεί να θεμελιωθεί πάνω σε υπολογισμούς μηδενικού αθροίσματος. Η συμμετοχή όλων και ο συναινετικός χαρακτήρας της λήψης αποφάσεων στους κόλπους του ΟΑΣΕ μπορούν να γίνουν τα ισχυρότερά μας όπλα εάν συνοδεύονται από σταθερή πολιτική βούληση. Η Ελλάδα έχει δεσμευτεί να δράσει ως «ειλικρινής μεσολαβητής» το 2009, προκειμένου να αντιμετωπίσει κάποιες από τις διενέξεις που ξέσπασαν μεταξύ των συμμετεχόντων κρατών τα τελευταία χρόνια. Η ευρύτητα, η διαφάνεια και η βούληση για σύναψη συμβιβασμών θα καθοδηγήσουν τις προσπάθειές μας.
