Source text - Hungarian A kutatás célja és feladatai
A kutatás célja a harmadik országokból Magyarországra irányuló munkavégzési célú migráció okainak szerkezetének és dinamikájának jobb megismerése, mely elengedhetetlen feltétele az integráció elősegítésének. Ez magában foglalja mind a migránsok munkaerő-piaci, demográfiai és társadalmi jellemzőinek feltárását, mind pedig a hazai munkaerő-piaci szükségletek és lehetőségek feltérképezését. A megismert tények alapján elemezzük a várható munkaerő-piaci tendenciákat, a lehetséges szakpolitikai alternatívákat. Ezek fényében készítünk helyzetértékelést és a jövőre vonatkozó becslést a harmadik országból érkező munkavállalók integrációjának alakulásáról. A feltárt ismeretanyag, a jelenségkör jobb átláthatósága hozzájárulhat a bevándorlással összefüggő emberi, társadalmi konfliktusok eredményesebb kezeléséhez, egy a harmadik országbeli állampolgárok politikai, munkaerő-piaci és társadalmi beilleszkedését elősegítő, átfogó társadalompolitikai stratégia kialakításához.
Alkalmazott módszerek
A kutatási téma bonyolultsága és érzékenysége kvantitatív és kvalitatív empirikus módszerek együttes alkalmazását indokolja. Annak érdekében, hogy a harmadik országokból érkezett munkavállalók integrációjának kérdéseiről jobb leírást és magyarázatot adjunk, a kutatás során több, egymást kiegészítő megközelítést alkalmaztunk:
• meglevő információk másodelemzése (szakirodalom, kutatások, statisztikai adatok);
• szakértők és munkaadók megkérdezése (interjúk és kérdőívek);
• a célcsoport empirikus vizsgálata (interjúk, kérdőívek migránsokkal, megfigyelés, sajtóelemzés).
A kutatás első szakasza a meglevő tanulmányok, kutatási eredmények, valamint a téma szempontjából releváns statisztikai és államigazgatási adatok áttekintése volt.
Kutatásunk során elemeztük a magyar sajtó (elektronikus média) meghatározó felületeit.A téma differenciált megismerése és értelmezése érdekében különösen hatékony módszer a szakértők megkérdezése Így megkérdeztük a problémakör jogi, igazgatási és rendészeti szabályozásáért felelős döntéshozókat, munkaerő-piaci szakértőket, kamarák, szakszervezetek, minisztériumok, munkaügyi hivatalok, felügyeletek képviselőit, kutatókat, civil szervezetek képviselőit, Összesen 28 személlyel kézsült mélyinterjú.
A szakértői interjúkban elhangzott álláspontok, javaslatok alapján szerkesztettünk meg egy zárt kérdésekből álló kérdőívet. A kérdőívre 53 szakértő adott értékelhető válaszokat.
Elemzésünk gerincét a külföldi munkavállalók körében megkérdezéses módszerekkel nyert információk alkotják.
Az alapsokaság a hazánkban 3 hónapot meghaladó ideig tartózkodó munkavállalási korú külföldi állampolgárok és közelmúltban honosított személyek, akik Magyarországon dolgoztak a felvétel idején, vagy az azt megelőző évben. A felmérés a bevándorlók közül a harmadik országok állampolgáraira koncentrált, hiszen célja az ő integrációjuk elősegítése volt. Az empirikus vizsgálatba bevontuk EU országok állampolgárait is, részben az összehasonlítás érdekében, kontrollcsoportként, részben pedig a munkaerő-piaci helyettesíthetőség miatt (ami különösen jellemző a magyar nemzetiségű román illetve ukrán állampolgárok esetén).
Translation - English Scope and purposes of the research
The aim of the study is a better understanding of the structure and dynamics of labour migration from third countries, an essential condition to facilitate integration. This includes both the exploration of the migrants’ labour market, demographic and social characteristics and the mapping the needs and opportunities of Hungarian labour market. We analyze potential labour market tendencies and policy alternatives on the basis of existing evidence. In light of this we evaluate the situation and make an estimate for the future developments in the integration of workers coming from third counties. Greater transparency of the realities, more knowledge on third country labour migrants may contribute to better and more effective management of the human and societal conflicts related to migration, as well as to the development of a comprehensive public policy conducive to labour market and societal integration.
Methods
The sensitivity and complexity of the phenomenon require the use of both quantitative and qualitative empirical methods. In order to give a better description and explanation of the integration of workers from third countries, several complementary approaches were used in the study:
• secondary analysis of available information (literature, statistical and survey data);
• interviews with experts and employers (in depths interviews and questionnaires);
• empirical investigation in the target group (interviews, standard questionnaires with migrants).
The first phase of the study was an overview of the existing information and research results, as well as the relevant statistical and administrative data.
In order to get differentiated knowledge on and better understanding of the topic, inquiry with experts was an effective method. Hence, we asked decision makers, labour-market experts, researchers, representatives of chambers, unions, ministries, employment agencies, inspectorates, and civil society groups as key stakeholders. In all, 28 people were interviewed.
On the basis of the views and suggestions expressed in the expert interviews, we composed a standard questionnaire. 53 experts gave assessable responses.
The backbone of our analysis is the information gathered from among foreign workers through methods of inquiry
The base population is foreign and recently naturalized individuals of working age who worked in Hungary at the time of the survey or in the preceding year. The study focused on immigrants who were citizens of third countries as its goal was the progress of their integration process. In addition we included citizens of EU member states in the empirical study as well, partly as a control group, considering the labour market’s substitutability (which is especially characteristic of Romanian and Ukrainian citizens of Hungarian nationality).
