جان بولتون سفیر سابق آمریکا در سازمان ملل متحد که بارها خواستار جنگ با ایران یا تغییر حکومت آن شده بود در مصاحبه اختصاصی به بی بی سی فارسی گفت ایالات متحده آمریکا در مسابقه هسته ای بازی را به ایران باخته است.
در شرایطی که دولت باراک اوباما مشغول تدوین سیاست تازه ای در قبال ایران است، گروههای مختلفی در این کشور می کوشند بر جهتگیری های تازه کابینه او تاثیر بگذارند.
آقای بولتون از آن جمله است.
او به آقای اوباما توصیه کرده که سه ماه با ایران با حسن نیت مذاکره کند، بعد اگر به نتیجه ای نرسید، سراغ اقدام نظامی یا تغییر حکومت برود.
مهرنوش پورضیاییخبرنگار ما در واشنگتن، در گفتگویی از او ابتدا پرسیده با چنین تهدیدی مذاکره با حسن نیت چه معنی می دهد؟
فرمول پیشنهادی من بر این اساس طراحی شده بود که اوباما در هر حال مسیری را که انتخاب کرده خواهد رفت، با این تفاوت که برای مذاکره محدودیت زمانی پیشنهاد کردم تا از مشکل 5 سال گذشته پرهیز بشود.
مشکل سیاست بوش این بود که اجازه داد اروپا مذاکرات برسر برنامه هسته ای ایران را برای مدت نامحدود ادامه بدهند. با این همه فکر نمی کنم اوباما به توصیه من توجهی بکند. او بدون محدودیت زمانی مذاکره خواهد کرد و شاید حتی در پایان دوره اول اوباما همچنان شاهد ادامه مذاکرات هسته ای با ایران باشیم.
اگر آمریکا از همان 5 سال پیش سیاست متفاوتی را پیش گرفته بود و خودش مستقیما واد عمل می شد الان شرایط متفاوت نبود؟
فکر نمی کنم در وضع تغییری ایجاد می کرد چون ایرانی ها می دانستند هرگونه پیشرفت در مذاکره با اروپا مثل پیشرفت در مذاکره با آمریکاست.
اما مذاکرات با ایران درباره افغانستان و عراق موفقیت های خودش را داشته است
اینکه مذاکرات عراق دقیقا چه دستاوردی داشت و نیت ایران که چشم انداز خروج سربازان آمریکایی را از این کشور پیش رو دارد چیست جای سئوال دارد.
این مذاکرات از نظر من نشانه دیپلماسی سازنده نبود، نشانه این بود که ایران در پیشبرد منافع ملی خودش از آمریکا بهتر عمل کرده است.
آیا بازکردن دفتر حفاظت منافع آمریکا در تهران و فرستادن یک دیپلمات آمریکایی به تهران می تواند نشانه خوبی از حسن نیت آمریکا باشد؟
اعزام آمریکایی ها به ایران اعطای مشروعیت به دولتی است که دست کم بدون پرداخت هزینه برای این مشروعیت نباید به آن دست پیدا کند. و این یک دلایلی است که اروپایی ها اینقدر از این طرح حمایت می کنند چون این یک امتیاز دیگر است که اروپایی ها بابت آن بهایی پرداخت نمی کنند.
من مخالف این کارم چون دولت ایران نه مشروعیت دارد و نه قابل اعتماد است. اگر دولت دیگری روی کار بود -منظورم یک رییس جمهوری دیگر نیست منظورم پایان انقلاب اسلامیست- در آن صورت دنیای دیگری پیش رو باز بود اما من چنین چشم اندازی را ممکن نمی بینم.
وقتی که مشاوران نظامی آمریکا معتقدند که حمله نظامی به تاسیسات هسته ای ایران برنامه هسته ای این کشور را متوقف نخواهد کرد، در عین حال ممکن است ایران را به مقابله به مثل وادارد و منطقه را به خطر بیندازد، آمریکا چه سودی از چنین کاری خواهد برد؟
واضح است که هرگونه استفاده از نیروی نظامی نمی تواند مسئله برنامه هسته ای ایران را برای همیشه حل کند با این همه می تواند زمان را به نفع ما تغییر بدهد.
بی شک این یک انتخاب نامطلوب است اما نکته اینجاست که ایرانی با دولت فعلی و تسلیحات هسته ای انتخاب نامطلوب تریست.
با این همه بگذارید بگویم که ما مسابقه را باخته ایم. آمریکا از نیروی نظامی علیه ایران استفاده نخواهد کرد و ما به سوی ایرانی می رویم که دارای تسلیحات هسته ایست و این تبعات منفی بسیاری برای منطقه و دنیا خواهد داشت.
چرا فکر نمی کنید که باید این مسئله را به مردم ایران واگذار کرد؟
تا الان که هیچ کار نکرده اند. حتی تلاشی هم برای این کار نکرده اند و هر روز که می گذرد مقابله با این موضوع برای آنها، دست کم بدون کمک خارجی دشوارتر می شود.
در مقابل تهدیدی که از سوی برنامه هسته ای ایران وجود دارد، اگر مردم این کشور کاری نکنند، باید فکر کنیم که آیا نیروهای خارجی کاری خواهند کرد یا نه.
منتها بگذارید صریح بگویم من فکر نمی کنم آمریکا از نیروی نظامی استفاده کند، و خبر هم ندارم که اسراییل چه قصدی دارد.
به نظر من اساسا ایران در این مسابقه برنده شده و به تسلیحات هسته ای دست پیدا خواهد کرد. دنیا در شرایط بدتری خواهد بود اما در هر حال این راهیست که ما در آن پیش می رویم.
Translation - English Bolton: America has lost to Iran
John Bolton, the former US ambassador to the United Nations who many times advocated war with Iran or regime change, said in an interview with BBC Persian that the United States of America has lost the game to Iran in its nuclear competition.
While the government of Barack Obama is busy compiling a fresh policy towards Iran, various groups in this country are trying to influence the new orientation of his cabinet.
Mr Bolton is one of them.
He has recommended to Mr Obama that he negotiate with Iran for three months with good-will; then, if there is no result, he should go after military action or regime change.
In an interview with him, Mehrnush Purreza’i, our Washington reporter, first asked him, “With such a threat, what is the meaning of good-will?”
My suggested formula is based on this that Obama will, in any event, follow the route he has chosen, with this difference that I suggested he place a time limit on negotiations in order to avoid the problems of the past five years.
Bush’s policy problem was that he allowed Europe to continue the negotiations over Iran’s nuclear program for an unlimited period of time. In any case, I don’t think Obama will pay attention to my recommendation. He will negotiate without any time limit, and maybe at the end of his first term we will still be witness to continuing negotiations with Iran.
If America had followed a different policy from five years ago, and gotten directly involved, would conditions now be different?
I don’t think it would have made any difference in the situation since the Iranians knew that whatever progress in negotiations with Europe is like progress in negotiations with America.
But negotiations with Iran about Afghanistan and Iraq had their successes.
There is room for question as to exactly what the negotiations on Iraq delivered and what is Iran's intention that a panorama of the exit of American soldiers from this progressing country produces.
In my opinion, these negotiations were not a sign of constructive diplomacy, it was a sign that Iran did better than America in advancing its national interests.
Can opening an American Interests Office in Tehran and sending an American diplomat to Tehran be a good sign of American good-will?
Sending Americans to Iran is granting legitimacy to a government which at least should not achieve that legitimacy without paying the dues for it. And this is a reason for which the Europeans support this plan so much since this is another advantage for which the Europeans do not pay anything.
I am against this since the government of Iran has neither legitimacy nor is it trustworthy. If there was another government in charge…I don’t mean another president…I mean the end of the Islamic Revolution…in that case, another progressive world would be open, but I don’t see such a perspective as possible.
While American military advisers believe that a military attack on Iranian nuclear facilities will not stop the nuclear program of this country, and might incite Iran to retaliation and endanger the region, what benefit would America get from such action?
It is obvious that any use of military force cannot solve the problem forever; however, it can turn time to our advantage.
Without doubt, it is not a favorable choice, but the point is that an Iran with the current government and nuclear arms is a more unfavorable choice.
Anyhow, let me say that we have lost the match. America will not use military force against Iran and we are moving towards an Iran with nuclear weapons and this will have many negative consequences for the region and the world.
Why don’t you think this problem should be left to the people of Iran?
Up to now they have done nothing. They did not even try to do anything and with every day that passes, confronting this subject for them, at least without foreign help, becomes more difficult.
In facing the threat from Iran's nuclear program, if the people of this country don't do anything, we should not think that foreign forces will do anything.
However, let me say frankly that I do not think that America will use military force and I have no information what Israel intends to do.
In my opinion, Iran basically is the winner in this competition and will attain nuclear weapons. The world will be in a worse situation, but in any case it is the road we are on.
