Hola! Sí, és una salutació ben poc elegant si no ens han presentat abans, però és el que Barcelona va dir al món durant la cerimònia inaugural dels Jocs Olímpics (JJOO), organitzada sota la batuta de Carles Santos, el Joan Brossa de la música, i amb centenars de ballarins a l’escenari. Era el 25 de juliol de 1992. En aquell moment, Barcelona Regional ni existia. Aquest seria un bon punt de partida per retre homenatge al primer quart de segle de Barcelona Regional, BR pels amics, encara que sembli una onomatopeia d’allò que deia el Don Pésimo de l’Escobar quan tenia fred: «Brrrr!».
Aquell 25 de juliol, BR encara no existia, tret, potser, del cap de Pasqual Maragall. Podríem establir aquella data com el punt de partida d’aquest viatge vital perquè, es parli amb qui es parli, tothom en situa cronològicament el moment germinal a Montjuïc, a les rondes, a la fletxa de Rebollo, a la gran cursa de Fermín Cacho i en la conquesta, per fi, de la façana litoral de la ciutat. Però abans que continuem aquesta història, és de menester retrocedir 20 segles, sobretot per tenir una mica de perspectiva. Som-hi.
En temps de Suetoni, Barcelona no era res de l’altre món. Es limitava a una colònia de segona. Però estava força ben fortificada, això sí. Això va suposar un avantatge evolutiu en comparació amb les altres urbs de més renom d’Hispània. Aquest seria un tema per analitzar en un altre fòrum i en un altre llibre, si a algú li interessa. Ara el que ens ocupa de fa 2.000 anys, no obstant, no és la colònia Iulia Augusta Faventia Paterna Barcino, sinó Suetoni, autor d’una dotzena de biografies excel•lents dels cèsars, totes la mar d’interessants i profundes. Suetoni ho explica tot de Juli Cèsar, fins i tot les conyes que cantava la tropa quan marxava amb el seu general, com ara: «Ciutadans, amagueu les vostres esposes, que venim amb un adúlter calb». En llatí vulgar rimava i tot. Suetoni també és una bona font per identificar les llibertats que es va prendre Shakespeare uns quants segles més tard. Una de les invencions més destacades del dramaturg fou el llarg discurs de Marc Antoni davant del cadàver acoltellat de Juli Cèsar. Aparentment, el que realment va dir foren unes poques paraules insubstancials, tan poca cosa que ni Suetoni es va prendre la molèstia de recollir.
Les biografies sense fonts documentals sòlides no valen res. Aquesta és la qüestió. Són encara millors si es basen en el relat sincer dels seus protagonistes. Aquests són, en part, els fonaments damunt dels quals bastim aquest homenatge merescut a BR, un seguit de xerrades enriquidores amb els alcaldes de Barcelona que aquesta empresa ha conegut durant els seus primers 25 anys de vida, és a dir, Joan Clos, Jordi Hereu, Xavier Trias i Ada Colau. Destaca l’absència de Pasqual Maragall, el punt de partida imprescindible per esculpir el relat. El seu estat de salut, com és sabut, no ens ha permès entrevistar-lo. La seva veu la posa qui va ser, durant una llarga etapa, el progenitor, la llevadora, el pare putatiu i el responsable de l’èxit adult de BR, Josep Acebillo, un home sens dubte inoblidable, qualificatiu polisèmic que cadascú pot entendre a la seva manera. Abans de seguir, caldria donar-los les gràcies a ell i als alcaldes. Cal advertir, a qui decideixi continuar amb la lectura, que d’Acebillo es reproduiran fragments complets i sense omissions dels seus records perquè el valor biogràfic del que explica queda fora de tota sospita. És possible que en Suetoni tingués el seu Acebillo, la seva font històrica indispensable. I si va ser així, no ho va deixar clar i per escrit.
Aquest no serà el cas. Per tant, gràcies a tots.
El més senzill, el més natural i el més previsible quan s’estudia el diari a bord de tot allò que tingué lloc després dels JJOO és que BR, en realitat, no hagués existit. BR era un fet amb molt poques possibilitats de germinar pel que fa als aspectes polítics i administratius. El context el recorda molt bé Joan Clos. Després d’uns bons JJOO, deia, s’acostuma a patir una gran ressaca. La de Montreal va ser sonada. També la de Ciutat de Mèxic. La de Munic, per altres motius, dolorosa. «Altres ciutats s’havien quedat sense relat.» Després d’apagar el peveter, avancen desorientades. Era una mena de llei no escrita.
Us demano disculpes per avançat per la comparació, però el Comitè Olímpic Internacional era, abans que Barcelona entrés en escena, com una femella de pregadeu i la ciutat suposadament agraciada amb la còpula, ai, un mascle.
No és necessari recordar com acaba aquesta relació, tot i que, de vegades, molt poques vegades, el mascle sobreviu. Quedaria bé dir que altres ciutats no tenien un Pasqual Maragall al capdavant però, en realitat, el llavors alcalde de Barcelona, després dels JJOO, era un mar de dubtes. «En Pasqual estava preocupat. No sabia què fer. Sospesava si presentar-se o no un altre cop a les eleccions. L’èxit dels JJOO era inqüestionable, però el món havia entrat en una recessió econòmica que, tot i que a Barcelona va ser menys perceptible, pesava com una llosa.» Era alcalde des del 1982 i, en certa manera, veia a l’horitzó que s’havia d’enfrontar al seu rival electoral més dur, ell mateix, o dit d’una manera més precisa, havia de competir contra la imatge idealitzada que d’ell s’havien format els barcelonins. Gabriel García Márquez potser va sentir aquesta mateixa temptació després d’escriure Cent anys de solitud. Com se supera aquest Everest literari? Li quedaven a Pasqual Maragall vuitmils per coronar en política municipal? Podria haver deixat el càrrec. Sense ell, és possible que BR no hagués sorgit ni tan sols com una proposta.
Es diu que quan van atorgar el Nobel de Literatura a Camilo José Cela (coses que passen, què hi farem), García Márquez va enviar un missatge a l’autor de La Colmena: «A partir d’ara, Camilo, experimentaràs el més gran plaer del Nobel, no restar pendent de rebre’l». Això li va dir. Potser això és el que va passar als despatxos de la plaça de Sant Jaume, un instant lúcid de desinhibició que comportà la confiança per afrontar el futur com no havien fet altres ciutats olímpiques.
«El nostre primer objectiu era no fer fallida econòmica», recorda Clos, un objectiu assenyat, i tant, però la manera d’assolir-lo, segueix, va ser un pas atrevit. «La reflexió que vam fer en plena recessió era que necessitàvem un instrument que anés més enllà de Barcelona, que anés del gra petit al gra gran, a la concepció estratègica...» En definitiva, seguir, no aturar-se, donar pas a les olimpíades de les infraestructures. Citius, altius, fortius, però de l’enginyeria i l’arquitectura. Els JJOO ja havien fet quelcom que no es veia per aquestes contrades des dels temps de la Mancomunitat: les rondes, un repunt urbanístic enorme que unia en un mateix vestit deu municipis de l’àrea metropolitana.
La cita del 92 va fer molt més, és clar. De vegades, la memòria és curta així que, de tant en tant, convé refrescar-la. Clos recorda, i és cert, que abans dels JJOO, una cosa tan quotidiana com trucar per telèfon a Madrid era una via dolorosa amb calvari al final. O no es podia establir la comunicació o, si s’aconseguia, calia enganxar l’orella a l’auricular. Per tant, el dolor era literal. Aquest obstacle tècnic es va solucionar també abans de BR, gràcies als JJOO, però els obstacles de tipus elèctric, aeroportuari i ferroviari seguien al fitxer de les tasques pendents. L’empatx postolímpic que varen sofrir altres ciutats era un mal antecedent, recorda Clos. Per aquest motiu, i malgrat el mateix, es va posar damunt de la taula quelcom d’atrevit: crear una societat nova participada per diverses administracions i organismes públics, completament al marge de les ja existents, amb el risc que pogués despertar aquells antics recels de feia només quatre anys després d’una gresca parlamentària de les bones que va decapitar la Corporació Metropolitana de Barcelona. Amb el fet que al nou actor en escena se’l bategés amb un nom amb tan poc suc, Barcelona Regional, una mica el zero a l’esquerra de les empreses públiques, hi tenen una mica a veure tots aquells equilibris polítics.
Sembla que no s’encenien les alarmes de l’altre costat de la plaça de Sant Jaume. Va ser una epifania, veient-ne els resultats. Hauria estat més coherent, per altra banda, que la criatura nasqués en el si de les estructures metropolitanes ja existents, però, com destaca Clos, eren massa complexes, «molt barroques pel que es pretenia». BR, si seguim amb les comparacions excèntriques, era el Mowgli. Una criatura lliure.
De vegades s’afirma (i és molt pesat) que Barcelona no sap créixer ni canviar si no és a cop de grans esdeveniments (1888, 1929, 1992, 2004...)
o d’episodis violents (1714, 1835, 1909...). En realitat, l’autèntica trajectòria vital de Barcelona, no la de la Barcelona de dins els límits dels 102 km2 del seu terme municipal, sinó la mental, molt més extensa, es troba en els moments decisius, en aquells instants en què fora assenyat que tot hagués anat d’una manera diferent i en què, no obstant, el camí escollit fou l’inesperat. Això és el que li va passar a aquesta ciutat, i totalment fora de lloc, quan, evidentment, es va descartar el projecte afrancesat d’Eixample d’Antoni Rovira i Trias i es va imposar la geometria d’Ildefons Cerdà. Això sí que és un moment decisiu dels bons, i tant, i no el que proposava Frank Capra a Que bonic que és viure.
Aquest instant germinal de BR, un moment decisiu de cruïlla de camins, el recorda Acebillo des d’una perspectiva diferent però complementària a la de Clos. «Quan van acabar els Jocs Olímpics, molts dels seus actors tècnics, encara que no tots, van buscar i van trobar llocs de feina excel•lents, però Maragall va advertir que seria greu que el know how del 92 no es revertís directament en benefici de l’administració pública.» Si la cita olímpica havia estat el projecte Manhattan de Barcelona, era una pena que els oppenheimer de cada disciplina acadèmica tornessin a la seva càtedra sense més, com va fer en el seu moment el pare de la bomba atòmica. Es va valorar, recorda Acebillo, l’alternativa de crear una societat mixta, pública i privada, però fins i tot el fet de descartar aquesta solució per la seva viabilitat legal dubtosa no va esvair els dubtes. Què, com i per a què? Aquestes eren les preguntes que requerien una resposta.
Explica Acebillo que la inspiració es va haver de cercar a l’altre costat de l’Atlàntic. Es varen fixar en els organismes de desenvolupament (development authorities) que tenien algunes grans ciutats dels Estats Units. Destacava el de Boston, de gran eficiència i amb una influència esborronadora a l’hora de prendre decisions estratègiques. S’havia de renunciar a la tradició europea en aquest camp que, segons Acebillo, era un motor vell i ineficient. Maragall va fer inclinar la balança d’aquesta decisió, com no podia ser d’altra manera. Només cal evocar el seu currículum acadèmic per comprendre com fou possible que en aquell part inicial de BR els planetes s’alineessin. Maragall es va llicenciar el 1973 en Economia Urbana per la New School for Social Research de Nova York. No li resultava estrany mirar cap a l’oest per cercar la inspiració.
Si algú vol llegir els estatuts fundacionals de Barcelona Regional, deuen parar en alguna banda. Això ja és cosa vostra. El que és interessant s’ha de llegir entre línies i ho explica també Acebillo. «Tàcticament, BR havia de ser una mena de guàrdia pretoriana que permetés a l’alcalde de Barcelona i al govern municipal disposar dels arguments sistèmics i infraestructurals més rigorosos a l’hora de discutir institucionalment noves opcions territorials.» A la seva manera, la construcció de les rondes en motiu dels JJOO va propiciar que Barcelona superés la seva mirada narcisista i introspectiva, que comprengués que el seu futur es decidiria cada cop més fora de les fronteres del terme municipal i que, arribat el moment, si un regidor s’asseia, per exemple, amb un alt càrrec del Ministeri de Foment, havia de parlar-li de tu a tu, no en termes de protocol, sinó que havia de ser capaç de dialogar tècnicament en la mateixa llengua. En realitat, així es podria resumir què és BR, una acumulació de talent excepcional sota un mateix paraigües i al servei d’un conjunt d’administracions que, per separat, no tindrien aquesta potència de tret, una mena d’acadèmia aristotèlica, però de l’enginyeria i l’arquitectura, consagrada només a pensar. Però, a pensar què? Totes les Barcelones possibles, que es diu ràpid.
Després ho haurem de tornar a abordar, posar el focus i la lupa en alguns d’aquests futurs anticipats per BR, però per constatar com en va ser d’intel•ligent aquella decisió presa en aquell moment, val la pena fer un gran salt en el temps, cap aquells cinc anys en què Jordi Hereu fou alcalde de Barcelona, entre setembre del 2006 i juliol del 2011, cronològicament el període en què es va trencar el mirall de la prosperitat econòmica i que els seus fragments només reflectien una crisi imprevista i profunda. Aquesta, en qualsevol cas, no és la qüestió. El que resulta interessant d’aquells cinc anys per a aquest relat no fou la crisi, sinó la cadena de desgràcies que va haver d’afrontar Hereu.
Ja el coneixen. És un polític molt vital, rialler i més quan passen els anys, així que accepta esportivament la comparació. En sec, es va veure a si mateix com Yul Brinner davant de Charlton Heston, desbordat per les deu plagues bíbliques. «Em va tocar viure la gran apagada de juliol del 2007, la duríssima sequera del mateix any, que es va prolongar fins al 2008 quan ja havien atracat els primers bucs cisterna, l’enfonsament de la xarxa de Rodalies, la crisi de l’entrada de l’AVE a Barcelona...» La diferència, tret del penediment posterior que després pagaria car al mar Roig, és que el faraó egipci es va rendir ja que no disposava a palau d’una BR particular que li proposés la manera de combatre la crisi mediambiental del Nil tenyit de vermell.
Hereu, sobre el paper, sí que ho tenia.
Era ben sabut a BR que la malla elèctrica de la ciutat era incompleta, que estava exposada als infortunis des dels temps de Clos com a mínim. Abans dels JJOO, els talls en el subministrament elèctric eren freqüents. Fins i tot qui els patia els assumia com una cosa inevitable. Les millores en aquesta matèria es van fer perceptibles amb el temps. Ja no hi havia apagades de diversos minuts o, en el pitjor dels casos, d’hores, però el problema seguia latent. Durant un temps, van ser notícia els anomenats microtalls, interrupcions del subministrament sense gairebé conseqüències en la vida domèstica, però molt preocupants per al sector industrial. El cas és que BR havia diagnosticat perfectament que la malla elèctrica metropolitana era un castell de cartes. La va radiografiar i va redactar un projecte per posar-la al dia ↗, immunitzar-la davant de la catàstrofe. Però BR va haver de ser la Cassandra moderna, que per correspondre l’amor d’Apol•lo com havia promès fou condemnada a que les seves profecies fossin escoltades però mai tingudes en compte.
El cavall de Troia va entrar a la ciutat aquell juliol xafogós del 2007, quan Hereu era alcalde, i el ciri que es va muntar fou gran com una casa de pagès.
Una urbs com Barcelona, paradigma de la vida mediterrània moderna i ciutat exemplar que enamorava el món perquè després dels JJOO no s’havia adormit sobre els llorers, en sec ranquejava i requeria la distribució d’autogeneradors de gasoil pels carrers de la ciutat. Les hemeroteques van plenes d’històries sobre què va suposar allò per als veïns de la ciutat. El que potser va passar més inadvertit és que Hereu, el nostre Yul Brynner, no va trigar ni un minut a formular una solució a les companyies elèctriques. La guàrdia pretoriana que havia promès Acebillo a Maragall estava, com sempre, a punt.
Episodis d’aquesta mena han succeït en altres ocasions. Recorda Acebillo, per exemple, que «Barcelona Regional va col•laborar de manera eficaç en la qüestió espinosa de la distància entre les pistes de l’aeroport quan s’analitzava la seva ampliació, i va fer un estudi complet sobre el que podria ser la futura ciutat aeroportuària com a nucli d’activitats neoterciàries noves, complementàries de les aeronàutiques». Cal destacar que Barcelona no té ni ha tingut mai un regidor d’aeroports. És una matèria que supera l’àmbit territorial i, fins i tot, les seves capacitats. El cos de funcionaris de la ciutat no s’ha pensat per a aquestes fites. BR, segons com es miri, ha fet de regidor a l’ombra.
Val la pena ara fer una aturada al camí i agafar forces per a la lectura.
Prometo ara que, més endavant, aquest viatge en la història de BR passarà fins i tot pel mar dels Sargassos, el lloc per on vaguen els vaixells fantasma, i també per Trieste, on un joveníssim Sigmund Freud va passar l’etapa, literalment, més castrant de la seva vida. Seran dos viatges relacionats amb una altra història amb final feliç de BR. Però abans cal pagar amb gust el peatge d’escoltar l’Acebillo més provocador i que mai parla amb la cotilla política.
Dispara així. «La indefinició incessant sobre la interacció entre Barcelona, l’àrea metropolitana-regional i Catalunya resulta inquietant.»
Segueix. «No entenia ni entenc encara com va ser possible que en el segle XIX hi hagués prou capacitat política perquè Sants, Les Corts, Gràcia o Sant Martí de Provençals passessin a conformar la Barcelona que coneixem avui i que avui, en plena globalització i amb tants recursos i tecnologies interactives, no siguem capaços de redissenyar un mapa de Barcelona més en sintonia amb la seva realitat socioterritorial en un context global, opció que no passa necessàriament per l’absorció dels municipis limítrofs.» Acebillo recorda el que molts han oblidat, que hi hagué un dia en què la llavors alcaldessa Manuela de Madre va proposar que la seva ciutat, Santa Coloma de Gramenet, sense perdre la seva identitat, funcionés com una mena d’onzè districte de Barcelona. Aquella proposta no va anar gaire lluny. No va ni arrencar. Al contrari, lamenta Acebillo, com un Guadiana, reapareix de tant en tant la queixa de l’Hospitalet perquè als anys 20 va perdre la seva sortida al mar a favor de Barcelona amb una contraprestació simbòlica, quatre xavos, quan Alfons XIII li va concedir el títol de ciutat.
Tot això no ve al cas per fer sang, és a dir, per evidenciar que el veïnatge metropolità ha estat durant dècades inapropiat, amb ciutats que literalment han viscut d’esquenes, sinó per fer palès que BR ha estat un taller excel•lent de projectes, a més d’un viver d’estratègies amb què poder recosir territorialment l’àrea metropolitana, regar la llavor que van plantar les rondes olímpiques i, en definitiva, avançar.
«Prioritzem els estudis i les intervencions als punts estratègics més febles de les fronteres municipals», recorda Acebillo. La desembocadura del Besòs i la frontera entre Barcelona i l’Hospitalet per la Gran Via van ser, durant massa temps, una mena d’Alsàcia i Lorena d’aquestes latituds més meridionals, no perquè canviessin de mans després de cada guerra, sinó per la frase que van encunyar els francesos la segona vegada que van perdre aquests territoris a mans dels alemanys. «Pensar-hi sempre, no parlar-ne mai.» Que allò era un disbarat urbanístic era evident des dels anys 60, sobretot en el cas del Besòs, però que no es pensés en una solució i que no se’n parlés era incomprensible.
BR va contribuir, entre altres actors, a concebre una estratègia. La nova plaça Cerdà ↗, l’ampliació de La Fira a Pedrosa, la supressió de les línies d’alta tensió de la llera del Besòs ↗, la sortida del coma urbanístic de l’àrea del Fòrum... ↗ «El que era important era construir ponts de manera que allà on el caràcter fronterer era molt profund nosaltres el difuminéssim incorporant nous programes funcionals suficientment contundents per establir interacció municipal.» Acebillo és qui parla.
Hi ha (això expliquen els urbanistes sovint i als fets es remeten) una cosa equivalent a una mena de cromosomes de les ciutats, una informació genètica amagada que dicta com han de créixer, si han de ser altes o baixes, rosses o morenes o amb tendència al colesterol. El que diuen concretament aquests especialistes és que les ciutats, llevat que la geografia els ho impedeixi, creixen cap a ponent. Deu ser perquè busquen el sol o per la rotació de la Terra, o per una confabulació internacional que es manté en secret. És igual. Passa. Succeeix. A Barcelona, des de fa segles. L’est era bo per als cementiris. L’oest, per bastir els nous edificis de la ciutat. Fou a BR on, a més d’actuar sobre les cicatrius frontereres, es va prendre la decisió d’equilibrar la càrrega urbanística, com si Barcelona fou un buc. «Ens va semblar prioritari reequilibrar el desenvolupament entre les àrees de ponent i llevant, fet que ja s’havia formulat inicialment el 1992 amb l’operació de les Glòries, perquè fos una mena de frontissa urbana. Es tractava de reconduir la tendència de moltes ciutats occidentals de dirigir el seu creixement predominantment cap a l’oest i rellançar les àrees deprimides de l’est.» D’aquesta manera, i en 60 paraules, condensa Acebillo allò que en essència va ser l’etapa de Joan Clos com arquitecte de la Barcelona contemporània. Alhora que es redefinien, amb la participació ineludible de BR, els grans projectes d’infraestructures del delta del Llobregat ↗, és a dir, es reconfigurava l’oest, es concebia per a l’est un futur fonamentat en el Fòrum ↗, l’estació de la Sagrera ↗, Glòries i la reconversió de l’antic Poblenou industrial en l’actual 22@ ↗.
A mitjans dels 90, per situar els més joves que tinguin aquest llibre entre les mans, hauria estat interessant i revelador sortir al carrer per formular una pregunta. La Diagonal, la gran avinguda de la ciutat, una de les portes d’entrada més espaioses de Barcelona, una ruta comercial molt cotitzada, sobretot entre les places de Francesc Macià i la del Cinc d’Oros, on tenia el seu número 1 postal? Poca gent l’hauria encertat. La Diagonal naixia, amb un marge d’error de poc menys de cent metres, cap als cargols d’Arquimedes de la depuradora del Besòs, en aquella època a l’aire lliure, on es feia la primera fase de drenatge de les aigües residuals. Diuen que un dia s’hi va encallar una vaca. Així era el número 1 de la Diagonal en aquella època. Aquesta és només una anècdota per situar la titànica tasca que BR va dur a terme al llevant barceloní. Titànica però actualment incompleta, avisa Clos. Incompleta i, pitjor encara, mal enfocada, perquè la maledicció de Cassandra segueix pesant sobre aquesta empresa pública. Qui conegui Clos ja sap què vol dir. A la Sagrera. Escoltem-lo una altra vegada.
L’exalcalde proposa un exercici mental, que pensem en Nova York. Allí la tenim, al carrer 42, la Grand Central Station, no només un punt de partida ferroviari vital per a la vida quotidiana de la ciutat, sinó també un plaer per als ulls, en part gràcies a Rafael Guastavino, potser el valencià més admirat a Nova York. Quan va morir, la premsa dels Estats Units el va acomiadar com es mereixia. «Mort l’arquitecte de Nova York.» Aquest era un dels titulars. Clos diu una obvietat, que la Grand Central Station és un referent. És només un nus de comunicacions, però amb una importància icònica internacional a l’alçada de l’Empire State.
Ara, proposa Clos, pensem en unes quantes avingudes més a l’est.
És l’altra cara de la moneda, Penn Station, «un cas mal resolt», que no és sinònim d’irresoluble, sinó simplement de mal resolt. «La Sagrera ↗ havia de ser la nostra Grand Central Station i avui només és la nostra Penn Station», avisa Clos. «Les ciutats, adverteix, s’han de construir amb l’ambició amb què es va construir l’Eixample», que no deixa mai d’embadalir si hi pensem amb deteniment. A la Sagrera, BR va planificar una platja de 12 vies i un hub (nucli) de transport suburbà de proporcions gegants, el que tindria Barcelona si, per exemple, s’arribés a Granollers en metro, en metro de debò, que no és un dir per dir, explica Clos, sinó que és el que passa en aquests moments a la resta del món. «Es construeix més metro que mai, no aquí, és evident, en altres ciutats i, o som una metròpoli de sis o de set milions d’habitants o no serem res. Només cal veure com s’està transformant Alemanya per entendre-ho.»
Queda aquí, negre sobre blanc, l’advertència.
Els plànols d’aquella estació de l’AVE amb una platja de vies copacabanesca dormen, és clar, als calaixos de BR. És una de les tantes Barcelones imaginades i no executades. Aquell projecte, per cert, s’havia de coronar en la seva versió més ambiciosa amb un gratacels de Frank Gehry que ja tenia nom, la Núvia. Calia ficar una mica d’imaginació per intuir la silueta femenina d’una versió 10.0 del Colós de Rodes, però és indiscutible que no li mancava ambició, la mateixa amb què es va construir l’Eixample.
Més d’un eixamplòleg, que n’hi ha, aixecarà ara la mà i recordarà que el projecte de Cerdà era imperfecte, no només perquè va deixar indefinida de manera grollera la frontissa urbanística de la plaça de Catalunya, sinó perquè allà on ell considerava que era l’autèntic centre de la ciutat (a llevant, per cert), a la plaça de les Glòries, va fer allò que el matemàtic Pierre de Fermat va posar en pràctica cap al 1621, va deixar escrita l’existència d’una solució a una equació endimoniada, però no va explicar quina era. La comparació no és gratuïta. Glòries és el teorema de Fermat de Barcelona. BR podria, quan l’humor ho permeti, organitzar una exposició amb tots els projectes que acumula als seus arxius dedicats a aquest indret. En un d’ells brilla amb llum pròpia el disseny que Zaha Hadid va concebre per a les Glòries.
«Segueix essent l’assignatura urbanística pendent d’aquesta ciutat.
Dubto que mai esdevingui una bona plaça. També dubto que pugui ser un parc urbà de debò perquè crec que les seves circumstàncies contextuals, ja des del pla Macià, demanaven la concepció d’una altra categoria d’espai urbà, mes complexa que la plaça o el parc.» Paraules d’Acebillo, com hauran endevinat.
«La zona de Glòries continua essent la cambra dels mals endreços on es poden acumular les activitats més diverses. Els ferrocarrils, les autopistes, els encants..., tot són sistemes àvids per trobar un terreny amorf on establir-se.»
Dit d’una altra manera, son ics i i gregues per aclarir aquesta equació enigmàtica. Només per acabar com es mereix aquest paràgraf, toca afegir un apunt històric. Aquell teorema que Pierre de Fermat va anotar al marge d’un llibre de la seva biblioteca particular, en una pàgina d’un exemplar de l’Aritmètica de Diofant d’Alexandria, no va poder ser resolt fins al 1995, 374 anys després. Les Glòries, ostres, apunten maneres.
No és la intenció d’aquest text destacar els entrebancs ni seria honest que ho semblés. La de BR és una història d’èxits tan notables com innombrables. Toca escollir. Dos, per exemple. Qui aquí escriu sent debilitat per ells.
El primer és invisible la major part de l’any, cosa que té mèrit si es tenen en compte les seves dimensions colossals. Recorda Clos, per allò d’encendre l’espelma al sant que correspon, que aquest que ve a continuació fou un suggeriment del professor Josep Maria Begara. Barcelona era una ciutat que s’inundava. Coses del mal ploure de la Mediterrània. No és que Barcelona innovés en la cerca d’un remei. París fou la inspiració, explica Clos. Però a la capital de la llum no para de ploure. Això d’aquí mereix un altre nom i, en conseqüència, una solució a mida. La xarxa d’embassaments subterranis de la ciutat (anomenats dipòsits pluvials amb un excés d’humilitat) és una obra d’enginyeria que mereix un adjectiu adequat, intel•ligent, per exemple. A Hereu, el de les deu plagues, és cert que no el van ajudar a resoldre cap de les crisis que va afrontar. Recordem que llavors el mal era que no plovia però, en 20 anys, els episodis de tempesta torrencials en què els dipòsits han evitat inundacions són dotzenes. Aquests embassaments són aquí, entre aquests dos exemples seleccionats, perquè, a la seva manera, simbolitzen molt bé aquest paper a l’ombra de BR. Els dipòsits comporten literalment enterrar diners.
El retorn polític és, quan es perd la memòria col•lectiva sobre la seva existència, entre escàs i nul. Un cop l’any, cert, alguns, tret de si plou, es poden visitar durant el festival arquitectònic Open House, aquest gran invent d’origen anglosaxó. És quan desperten admiració. És inevitable dir d’ells que són catedrals de l’inframon. Ho semblen. És un elogi. El que resulta estrany és que en una ciutat tan sovint plató de cinema cap guionista o director s’hagi adonat que existeixen perquè per revisitar El tercer home serien fantàstics.
I una mica més abans d’acomiadar-nos. Clos avisa que el canvi climàtic ja és aquí i que s’hauran de calcular un altre cop els períodes de retorn dels dipòsits.
Són deures per a BR.
El segon exemple és el que permetrà complir la promesa anunciada uns paràgrafs enrere. Toca anar al mar dels Sargassos. És un lloc inquietant. D’entrada, és un mar sense costes. És una porció de dimensions indeterminades de l’Atlàntic Nord i un personatge geogràfic d’un fum de novel•les. És l’indret on els grans velers, pel motiu que sigui, de vegades frenats per les algues, acaben convertits en grans vaixells fantasma. En un dels seus contes, l’escriptor uruguaià Horacio Quiroga els va rebatejar com els bucs suïcidants, nom poètic, i tant! Però el que resulta interessant d’aquell indret, des de la perspectiva de BR, és allò que passa en les profunditats del mar dels Sargassos, un indret també literari. El capità Nemo i tot va fer-hi parada i fonda.
Allò és el tàlem de les anguiles de mig món. Aquest peix té costums ancestrals. Des del cretaci, recorre milers de quilòmetres per copular, fresar i morir. Això té lloc als Sargassos, més a prop de la costa dels Estats Units que de l’europea. Després, les cries, bressolades pels corrents oceànics, es deixen portar de tornada diversos milers de quilòmetres fins als rius on van viure els seus progenitors. Que allò passi allà, fora de la vista dels humans, va desconcertar ja en el seu moment els grecs i els romans, convençuts aquests dos pobles de l’antiguitat que aquesta bèstia naixia misteriosament sota terra. El seu error no era res en comparació amb allò que les anguiles van fer amb Sigmund Freud, que es va passar mesos de la seva etapa formativa de científic disseccionant centenars d’exemplars cercant el seu aparell reproductor, inexistent fins que no arriben a l’edat adulta. Allà, en aquell laboratori de Trieste, Freud va passar els anys més castrants de la seva vida. Va acabar odiant les anguiles amb el mateix menyspreu que Charles Darwin sentia per les escopinyes. Aquesta, en qualsevol cas, és una història paral•lela que no té cabuda aquí. Les anguiles, sí, perquè des que el Besòs és un riu, des de, com a mínim, desenes de milers d’anys, ha estat la seva llar, un Edèn inclús en el curt període de temps geològic en què hi ha hagut presència humana, que ja és difícil.
L’última collita de maduixes dels horts que a Santa Coloma de Gramenet es cultivaven a la llitera del Besòs va tenir lloc el 1981. Les va collir de la mata, una a una, Coloma Bayà. Li van dedicar una pàgina a la premsa local. Molt merescuda, val a dir. Aquell era un obituari mediambiental francament trist. El Besòs es moria. La indústria s’havia acarnissat amb aquella conca. Fins i tot es podria afirmar que el crim es va perpetrar davant de la mirada còmplice de part de la societat, com si el riu s’ho hagués guanyat per la riada mortal que el setembre del 1962 va produir-se llera amunt.
Potser és una afirmació sense fonament ni rigor científic, una d’aquelles que es formulen per ser el primer en alguna cosa, però durant un temps s’assegurava que era el riu més contaminat d’Europa.
Era un cadàver. No mereixia cap altra descripció. El 1991, un any abans dels JJOO, quan se suposava que tot estava a punt per ser la repera, encara apareixien periòdicament als mitjans de comunicació fotografies dels núvols d’escuma tòxica a la conca del Besòs. Els vessaments es consideraven un mal menor al costat del progrés. O, com a mínim, així ho va estimar el 1995 un jutge que, en una sentència, donava la raó a una indústria que havia utilitzat el riu com la claveguera natural per als seus residus. Vist amb perspectiva, era lògic que aviat es plantejaria el debat polític sobre la necessitat de condicionar el Besòs, vestir-lo com cal. BR, malgrat tot, no va néixer per limitar-se a ser un sastre. Es va prometre que tornaria la vida al riu. I poca gent s’ho va empassar.
La recuperació del Besòs ↗ és una de les piràmides que ha construït BR durant els seus 25 anys d’existència. És una metàfora fins i tot injusta, perquè les piràmides són monuments funeraris i el que es va fer al Besòs és literalment una resurrecció.
Poques línies calen per resumir tot el que va ser necessari per fer aquest miracle. Es van retirar les línies d’alta tensió que, com unes fites gegantines de ferro, s’aixecaven al costat de la ribera del riu. El cablejat va anar a petar a galeries subterrànies, per cert, una altra fixació sana de BR, no només allà, també a la resta de la ciutat. Es va resoldre el trencaclosques de la depuradora, una instal•lació forçada a tractar mig milió de metres cúbics d’aigua al dia, i es va fer sense recórrer a la solució fàcil, traslladar-la a un altre lloc, o en llenguatge actual, externalitzar el problema. Es va naturalitzar el tram final del riu, on desemboca mansament, costa avall del terme municipal de Sant Adrià.
Caldria sumar a la llista diversos projectes d’enginyeria més, inclús més enllà del riu, com la xarxa d’esculls submarins que hi ha a 20 metres de profunditat davant de les platges de Barcelona. Cada cinc anys, aproximadament, s’hi celebra una roda de premsa per observar com van les coses, encara que seria més adequat dir «com neden les coses». Els afortunats que han repetit diuen que molt bé.
El millor resum, però, és un altre. Les anguiles dels Sargassos han tornat al Besòs. No han pogut ni haurien pogut ser reintroduïdes artificialment perquè, tot i que són inofensives, són indòmites. De moment, se’n desconeix més que no pas se’n sap del cert. Han tornat perquè han volgut. Se sap, això sí, que al Besòs hi passen de l’edat infantil a l’adolescència perquè és un entorn apte. Encara no es cultiven maduixes. Qui sap... Ja han passat coses impossibles.
Sobre el cas del Besòs, només queda afegir un epíleg. És un fet fora de programa que es va produir durant la celebració de la festa major de Barcelona del 2018. El parc fluvial es va incorporar com un nou espai teatral per al públic familiar. Res de l’altre món. Era només una prova per part de l’Institut de Cultura de Barcelona. El públic va respondre. El bon temps acompanyava. Massa i tot. Quina calor! Primer es van remullar els peus a l’aigua alguns nens. Després, es va animar algun pare. Al cap de mitja hora, un parell de dotzenes de persones es banyava en ple riu. Era una imprudència, sí. La qualitat de les aigües és apta per a les gambúsies, les anguiles i, diuen que se n'ha vist alguna, les llúdrigues, però encara no és aconsellable per als humans. No obstant, quedem-nos amb l’aspecte simbòlic; era un feliç homenatge a molts anys de feina.
Canvi de tema. Hi haurà qui, arribats a aquest punt, consideri que no s’ha pronunciat ni una sola vegada la paraula maleïda. I n’hi ha una. Llegim-la en veu alta, a veure què passa. Tramvia ↗. (…) Res? Tot segueix al seu lloc?
No ha saltat cap mastegot?
Les editorials anglosaxones tenen una expressió políticament molt més correcta que les llatines per referir-se a qui redacta els projectes i es queda a l’ombra. Aquí s’anomena negre a qui escriu una novel•la que signarà un altre autor amb més renom però menys prosa. Per als anglesos, és el ghostwriter, l’escriptor fantasma. És més elegant.
Com deia, una de les grans obres de la BR ghostwriter és Tramvia.
Tothom n’ha sentit a parlar. I no tothom l’ha llegida. Potser esperen la versió cinematogràfica. Acebillo ens porta un tràiler, un tràiler dels d’ara, exhaustiu i on es diu tot.
«Ferrocarrils de la Generalitat sempre havia mostrat molt d’interès en què l’estació de la plaça d’Espanya no fos terminal i que les línies que acaben allí es prolonguessin fins al centre de la ciutat. Tot i que l’ocupació del subsòl fa molt complicada la prolongació cap a les places Universitat i de Catalunya, és factible arribar fins a Francesc Macià, tesis recollida i inicialment aprovada per l’Autoritat del Transport Metropolità.» L’opció que va emergir per unir les dues xarxes del tramvia es va submergir. «Vam tractar molt la continuïtat de la línia dels Ferrocarrils per sota de la Diagonal fins a Glòries. Allí, la nova línia s’integraria al hub previst, transvasant passatgers amb els de Renfe, metro i Trambesòs.» «La coherència d’aquesta proposta és encara més gran si tenim en compte que quan algun dia sigui realitat la nova estació intermodal de la Sagrera ↗, la seva gestió permetrà que els serveis ferroviaris que avui circulen per la Meridiana puguin passar per la nova Sagrera. Aquest model de gestió deixaria fora de servei els túnels de la Meridiana, que podrien ser ocupats per la nova línia de Ferrocarrils.» Només falta que Acebillo afegeixi un alehop final.
El que planteja tot aquest dibuix ferroviari és la connexió definitiva entre ponent i llevant i, ja que hi som, entre el Baix Llobregat i el Vallès.
Tramvia, la novel•la, ja sabem com va acabar. Va ser una altra de les calamitats que va patir Hereu. Passat un temps, contextualitza tot el que va succeir. «En el pitjor moment polític de Zapatero, nosaltres vam preguntar pel tramvia.» I sabeu què? No se’n penedeix del tot. L’experiència diu que li ha ensenyat que hi ha un triangle que ha de ser escrupolosament equilàter.
Cadascun dels costat, la política, la societat i la intel•ligència tècnica, han de mesurar el mateix. Hereu aconsella que no sigui isòsceles. La connexió de les dues xarxes del tramvia, afegeix, algun dia es farà. Ni que sigui per simple lògica mediambiental.
Recordeu allò que dèiem unes pàgines enrere quant a les cruïlles de camins? Barcelona va afrontar-ne una el maig del 2011. I també Barcelona Regional. La ciutat va decidir que Xavier Trias havia de ser el nou alcalde. Va tenir la persistència que no van tenir alguns dels seus antecessors. Era cap de l’oposició des del 2003. I no és el lloc més agradable. Els llocs de l’oposició són literalment i metafòricament incòmodes. Per més que Cató prengués des del saló de plens municipal la paraula («ceterum censeo Carthaginem esse delendam...»), les tropes no marxarien sobre Cartago. Però vuit anys d’aspirant a alcalde van permetre a Trias examinar BR. És el que fan els metges, oi? «Barcelona Regional és com l’Agència de Salut Pública. No és un instrument creat per a ser conegut. És o ha de ser un oasi fora de la lluita política perquè és una eina molt potent, amb un equip de professionals espectacular [repeteix això d’espectacular tres vegades], capaç de planificar el futur.» És el que tenen els metges, capacitat de diagnosi.
En capítols anteriors d’aquesta biografia de BR, s’esmenta com en fou de crucial en el seu moment que Maragall hagués tingut la seva etapa formativa als Estats Units. Joan Clos també la va tenir als Estats Units i a Edimburg i, de fet, mai ha deixat de ser un Phileas Fogg de la política ja que després del despatx de l’alcaldia va passar per Madrid, Istanbul i Nairobi. També Hereu, després d’estar al capdavant de la ciutat, acumula punts en vols internacionals i quan torna a casa sempre pensa la mateixa cosa, «gens malament, no anem gens malament». Trias també va tenir les seves etapes professionals internacionals en dues ciutats francament antitètiques: Berna i Gènova, que inspiren fins a quin punt poden ser importants les decisions infraestructurals que es prenen un dia i de les quals ens hem de penedir durant dècades. Trias parla en aquest cas de les colpidores vies sopraelevate de la capital de la Ligúria, a la seva manera, literatura mèdica que s’ha de consultar abans d’aventurar-se en l’ofici d’alcalde, en última instància, no tan diferent de la d’un metge de capçalera o d’un cirurgià.
Durant el temps que Trias va estar al capdavant de la ciutat, BR va reprendre línies de treball i n’explorà de noves, amb la ingratitud, com ell mateix explica, que «quan un alcalde arriba al càrrec inaugura els projectes del seu predecessor i deixa a punt els seus perquè faci el mateix el seu successor». Els temps de la política, d’un temps ençà, no són els mateixos que els de l’arquitectura i l’enginyeria, cert. S’accepta i punt.
En els quatre anys que caben entres els mesos de juny del 2011 al 2015, BR va posar l’accent en allò que Trias anomena el procés d’internacionalització de l’empresa. No és que abans fou una societat sense passaport. Ciutats com Perpinyà ↗, en el seu moment, quan van afrontar l’arribada de l’AVE, van anar a cercar una segona opinió als despatxos de BR. L’idea que Trias va posar damunt de la taula era atorgar el prestigi intel•lectual de l’equip humà de l’empresa no només aquí, a casa, sinó allà dellà, però l’eix principal de l’actuació no va deixar de ser la Barcelona històrica i metropolitana.
Es curiós. Però si tot va començar el 1992, amb la inauguració de les rondes, la BR de l’etapa de Trias reprenia el relat de l’urbanisme i les infraestructures que aquella anella viària exigia. S’havia de repensar, explica l’alcalde pediatra, la relació de Barcelona amb Collserola ↗ (matèria veïnalment inflamable, com se sap), reprendre el debat de les connexions ferroviàries del port ↗, no donar-se per satisfets amb la resurrecció del Besòs i aportar una solució a la costa adjacent de la desembocadura del riu ↗, on s’aixequen icòniques i imponents les xemeneies de l’antiga central tèrmica, la Sagrada Família laica de Sant Adrià del Besòs... Com és evident en aquest punt del relat, BR és el nostre Sísif que, encara que cada vegada puja una pedra diferent al cim de la muntanya, quan arriba sempre n’hi ha una altra avall per remuntar. Amb tot, algunes pedres, com a la llegenda d’Homer, roden un altre cop cap avall. I si una representa a la perfecció aquest contratemps, és la roca de l’habitatge.
Tornem a la màquina del temps. Ja l’hem fet servir abans. Cordeu-vos els cinturons, serà un obrir i tancar d’ulls perquè només són dues parades.
La primera és el juny del 2009. És una confessió que fa ara Hereu, alliberat de les traves del càrrec. Recorda que de vegades, abans d’afrontar un projecte de gran envergadura, pensava la mateixa cosa, que «a Barcelona se li havia quedat petit el vestit» en aquest o aquell àmbit, i que s’havia de planificar amb ambició. Això és, en realitat, el manual d’instruccions d’aquesta ciutat. Barcelona no s’ha construït com un armari d’Ikea, sinó amb l’afany ebenista de Chippendale. Després sempre hi ha un moment per al vertigen. Recorda Hereu que li va saber greu, i molt, quan va acompanyar José Luis Zapatero a la inauguració de la terminal T-1 del Prat, i més encara quan en dies posteriors hi va anar com usuari. Això va passar a mitjans del 2009. «Hi eres tu i les teves maletes, allà, enmig d’aquella immensitat buida i pensaves: no n’haurem fet un gra massa?» La resposta, avui se sap, és que no, que les decisions infraestructurals demanen convicció, coratge, pebrots, com es vulgui, que posats a escollir un lema, el de les societats com BR, dedicades a això, podria fer servir el de Nik Wallenda, un dels funàmbuls més famosos del món, no dels del circ, sinó dels que creuen les cascades del Niàgara. «Mira endavant, mai als peus.»
Segona i breu parada. Aquest cop, setembre del 2006. És un mes mogut. Joan Clos deixa l’alcaldia de Barcelona per assumir la cartera ministerial d’Indústria. Fets com aquest provoquen eclipsis informatius imprevistos. Va passar llavors. Clos va prometre el càrrec de ministre el 8 de setembre. Dos dies més tard, Acebillo presentava a la biennal arquitectònica de Venècia un pla amb nom d’aquells que deixen bocabadat: Barcelona 100.000. La xifra feia referència al nombre d’habitatges, en curs o previstos per BR, a què sobre el mapa podia i havia d’aspirar la ciutat. S’hi sumaven tots els jaciments immobiliaris de Barcelona, per una banda, els més coneguts i obvis, com la zona de la Sagrera, el Fòrum, Sant Andreu... Però també una idea tabú, que no era nova, però tabú, reconquerir el front portuari urbà i, ja posats, convertir part de l’actual Zona Franca (segons Acebillo, una anacronia a l’Europa actual) en un barri nou. Aquella proposta ho tenia tot per desencadenar una controvèrsia d’aquelles que tan agraden per aquí, entre els Capuleto i els Montesco de l’urbanisme, però, com dic, l’adeu de Clos la va eclipsar.
En essència, aquest pla sempre ha estat latent. Ja durant els anys 60, el polifacètic Josep Maria Bosch Aymerich, l’home que va voler i no va poder aixecar un gratacels a la plaça de Catalunya també va voler i tampoc va poder convertir el Morrot ↗ en un barri residencial. Els esbossos que tresoreja el Col•legi d’Arquitectes de Catalunya mostren una mena de Montecarlo barceloní que puja pel vessant de llevant de Montjuïc. Trias, quan estava a punt de guanyar l’alcaldia, ho va fer amb un projecte cosí germà d’aquell de Bosch Aymerich, batejat com Blau@lctínea, en què la ciutat ja no creixia escalant pel vessant, sinó que reposava sobre les aigües del port. Trias pretenia uns 10.000 habitatges al Morrot. El pla va caure en un estat de letargia. A la seva manera, ara és part del catàleg de Barcelones possibles de BR.
Encara que aquella Barcelona-sur-Mer no va veure la llum, l’idea recordava col•lectivament que l’habitatge seguia essent allò que els enginyers anomenaven (que em perdonin els de BR si l’expressió s’empra aquí de manera inadequada) la resistència a la tracció d’un material però, en aquest cas, de la convivència de la ciutat.
Durant la xerrada destinada a bufar les espelmes dels 25 anys de BR, Trias fa servir una expressió en desús. Lamentablement en desús. Temps enrere es feia servir força. Es tracta d’ascensor social. Ho diu en referència a un altre dels encàrrecs que es van fer a BR des de l’alcaldia per donar resposta a la necessitat que la ciutat no quedés enrere tecnològicament i que les TIC fossin a l’abast de tothom. En el fons, emperò, la reflexió anterior sobre la priorització de les necessitats d’habitatge de la ciutat tenia a veure també amb el concepte d’ascensor social.
Barcelona és, s’ha de dir tot, una paradoxa matemàtica. La població es manté estable just per sota dels 1,6 milions d’habitants. El nombre d’habitatges disponibles és de gairebé 700.000. L’ocupació mitja teòrica no arriba als 2,3 caps per pis. Que l’habitatge sigui una malaltia endèmica de Barcelona és, com deia Churchill de la Unió Soviètica, una endevinalla envoltada de misteri dins d’un enigma. És a dir, una feina perfecta per a Barcelona Regional.
Maig del 2015. Ada Colau guanya les eleccions municipals a l’alcaldia de Barcelona. En altres països, els herois de guerra tenen molt de ganxo electoral. De fet, ni calen heroïcitats. John McCain aspirà a la presidència dels Estats Units malgrat que o perquè havia passat cinc anys pres al Vietnam del Nord. A Vladimir Putin li riuen la gràcia que fos agent del KGB a l’Alemanya Oriental. Per aquí, en aquesta banda de la Mediterrània, això, per motius que no venen al cas, no cotitza, el punt bèl•lic no ven. Però Colau va arribar a l’alcaldia no només procedent del front de batalla immobiliari, sinó directament de darrere de les línies enemigues. És un detall biogràfic que pot ser interessant per contextualitzar aquesta última etapa de BR.
L’empresa pública que va néixer el 1993 després d’uns JJOO que, com es diu sempre, van situar a Barcelona al mapa de ciutats que cal visitar com a mínim una vegada a la vida, tenia l’encàrrec d’atenuar l’impacte d’aquest èxit. «Una de les primeres urgències que vam tenir com equip nou de govern va ser frenar la situació creada pel descontrol dels allotjaments turístics», explica Colau. Als crèdits del PEUAT ↗ figura, si hom s’hi fixa, BR. Va ser un primer encàrrec. El següent, conseqüència lògica de l’anterior, fou resoldre l’abans esmentada paradoxa matemàtica de la ciutat, observar atentament.
«Per aplicar qualsevol política, d’habitatge o de qualsevol altre tipus, és fonamental disposar de dades que permetin fer diagnòstics i, al mateix temps, fer un seguiment per avaluar l’impacte de les mesures i de les decisions que s’adoptin.» Dit d’aquesta manera sembla senzill. Sembla que sigui només un examen mèdic. Recorden el doctor Gregory House? Les malalties d’alguns dels seus pacients anaven més ràpid que els seus diagnòstics. Aquest, a més de la cerca incessant d’un cas real de lupus (que no apareix fins a la quarta temporada!), era el ganxo de la sèrie. Doncs el mercat immobiliari ha sigut aquests darrers anys més ràpid encara. Quan es publiquen els informes oficials amb els preus contrastats del metre quadrat, ja han caducat. «Per això era bàsic disposar d’un Observatori.»
«Per aquest motiu resulta tan útil un instrument com BR. En aquest cas, a l’agilitat i a la capacitat de posar en marxa l’Observatori ↗, s’afegia la perspectiva transversal que li volíem donar, amb la seva capacitat d’anar més enllà de la recollida i l’anàlisi de dades.» Així ho veu l’alcaldessa.
Quan l’O-HB (les sigles de l’Observatori de l’Habitatge de Barcelona) va aixecar el vol, va succeir allò que en altres ocasions d’aquest quart de segle de BR ha succeït de manera natural. BR va deixar de donar cobertura tècnica a l’O-HB, sí, però l’O-HB va néixer després del transvasament d’una part de l’equip humà a la nova societat. Va passar el mateix quan es va constituir Barcelona Sagrera Alta Velocitat.
Aquest relat ja s’acaba. Ja que ha començat amb un viatge a l’obra de Suetoni, podria concloure amb les darreres paraules d’August. No en va, la ciutat es va fundar sota el seu regnat. «Acta est fabula, plaudite», va dir en presència de la seva esposa Lívia. La funció ha acabat, aplaudiu. Això fou al llit de mort. També es podria concloure amb l’essència del que fou el seu últim discurs en públic, conscient que arribava el seu final. Va dir que havia heretat un totxo de ciutat i que deixava en herència una Roma de marbre. Bona frase. S’ajusta bé a la història de BR, aquella gran desconeguda. Però, em sap greu, aquest repàs atípic de la història de Barcelona Regional no conclourà sense una postdata.
És una anècdota. El protagonista és l’intel•lectual, periodista i escriptor Arthur Koestler. Defugia la fama, aparentment com BR. En una ocasió, se li acostà un admirador de la seva obra. Koestler es va sentir, com sempre, incòmode. «És com si t’agrada molt el foie i desitges amb ànsia conèixer l’oca.» Doncs això mateix, personalment ha estat un plaer conèixer l’oca.
Acta est fabula.
Translation - English Meeting the Goose
Hola! It may not be the most elegant way of greeting new people, but it is what Barcelona chose to say to the world in the opening ceremony of the Olympic Games, organised under the baton of Carles Santos, the Joan Brossa of music, with hundreds of dancers on the stage. It was 25 July 1992. At that time, Barcelona Regional did not even exist. This would be a good starting point to pay homage to the first quarter century of Barcelona Regional, BR to its friends, even though its seems to be an onomatopoeic exclamation used by comic strip characters to show they are cold: “Brrr!”.
On that 25 July, BR still did not exist, except, perhaps in Pasqual Maragall’s mind. We could establish that date as the starting point of this vital journey because, whomever you talk to, everyone chronologically associates the seminal moment with Montjuïc, with the Rondes, with Rebollo's arrow, with Fermín Cacho’s great victory and with the conquest, finally, of the city’s coastline. But before we continue this story, we have to go back twenty centuries to gain a little perspective. Off we go.
In Suetonius’s time, Barcelona was nothing special. It was merely a second-rate colony. But it was strongly fortified. This represented an evolutionary advantage over the other more renowned settlements in Hispania. This is perhaps a subject worthy of discussion and analysis in another forum or in another book, if anyone is interested… What concerns us 2000 years ago, however, is not the Colonia Iulia Augusta Faventia Paterna Barcino, but Suetonius, the author of a dozen excellent biographies of the Caesars, all of which were extremely interesting and perspicacious. Suetonius’s description of Julius Caesar is so deep that he even includes the jokes told by the troops when marching with their general, such as: “Citizens, hide your wives, we bring here the bald adulterer.” In Vulgar Latin it rhymed and everything. Suetonius is also a good source to identify the liberties taken by Shakespeare centuries later. One of the Bard’s best inventions was Mark Antony’s long speech before the stabbed cadaver of Julius Caesar. Apparently, what he really said were a few insubstantial words, so little in fact that not even Suetonius could be bothered to record them.
Biographies without solid documentary sources are worthless. That is the question. They are even better if they are based on the true story of their protagonists. These are, partly, the foundations upon which this deserved homage to BR is built, a series of enriching chats with the mayors of Barcelona that this company has known in its first 25 years of life, that is, Joan Clos, Jordi Hereu, Xavier Trias and Ada Colau. The absence of Pasqual Maragall is noteworthy, given that he is the cornerstone upon which the story should be built. His health, as you know, sadly precluded an opportunity to interview him. His voice is represented here by the person who was for a long time the progenitor, the midwife, the putative father and the person responsible for the adult success of BR, Josep Acebillo, a man who is truly unforgettable, a polysemic qualifier that everyone may interpret in their own way. Before continuing, I would like to thank him and the mayors. Those who decide to continue reading should be warned that complete fragments of Acebillo’s memories will be reproduced without omissions, because their biographic value is beyond reproach. It is possible that Suetonius had an Acebillo, his very own indispensable historical source. And if this was the case, he did not make it clear in his writing. This will not be the case here. Therefore, thanks to all.
The simplest, most natural and most predictable takeaway when studying the onboard diary of everything that happened after the Olympics is that BR, in truth, might not have existed. BR was a seed with very few chances of germinating, considering the political and administrative situation at the time. Joan Clos recalls this context very clearly. After a good Olympiad, he said, you usually have a terrible hangover. The one after Montreal was tremendous.
As was the one after Mexico City. The one after Munich, for other reasons, was painful. ‘Other cities did not have a story of their own.’ After dousing the cauldron, their progress is somewhat disorientated. It was a type of unwritten law. I will ask for forgiveness in advance for this comparison, but the International Olympic Committee was, before Barcelona came on the scene, like a female praying mantis and the city, supposedly grateful for mating, was her mate. A description of how this relationship ends is not necessary, although, sometimes, but not often, the male does survive. Saying that other cities did not have Pasqual Maragall in charge might be politic, but actually the then mayor of Barcelona, after the Olympic Games, was adrift on a sea of doubts. ‘Pasqual was worried. He didn’t know what to do. He was weighing up whether or not to stand for election again. The success of the Olympic Games was unquestionable, but the world had entered an economic recession that, even though it was less tangible in Barcelona, was as heavy as a gravestone.’ He had been the mayor since 1982 and, to a certain extent, he saw on the horizon that he would have to face his harshest rival, himself, or, more precisely, he would have to compete with the idealised image that Barcelona’s citizens had formed of him. Gabriel García Márquez perhaps felt the same temptation after writing One Hundred Years of Solitude. How could he exceed that literary Everest? Did Pasqual Maragall have eight-thousanders left to conquer in municipal politics? He could have stood down. Without him, it is possible that BR would not have even have been suggested.
It is said that when Camilo José Cela was awarded the Nobel Prize in Literature (nothing we can do about that now), García Márquez sent a message to the author of the The Hive: ‘From now on, Camilo, you will experience the greatest pleasure of having a Nobel prize: not wondering whether you’ll get one.’ That’s what he told him. This is maybe what happened at City Hall in Plaça de Sant Jaume, a lucid moment of disinihibition that led to the confidence to face the future in a way that other Olympic cities had not.
‘Our first objective was to not be an economic failure’, recalls Clos. It was certainly a laudable objective, but the way of achieving it was a bold step indeed. ‘Our reflection in the height of a recession was that we needed an instrument that would go beyond Barcelona, that would go from the small scale to the grand scale, to strategic conception…’ In short, continue, keep going, clear the path for the infrastructure Olympics. Citius, altius, fortius, but in terms of engineering and architecture. The Olympic Games had already done something that had not been seen in these parts since the dissolution of the Union of Municipalities: the Rondes (the ring roads), an enormous urban development upturn that brought together ten municipalities in the metropolitan area.
The event in 1992 clearly produced much more than the city’s ring roads, of course. Sometimes, our memories are short, so, every now and again, we should refresh them. Clos recalls, and it is true, that before the Olympic Games, something as ordinary as calling Madrid was a Via Dolorosa with a Calvary at the end. Either a connection could not be made or, if it could, you had to hold the phone really close to your ear. Therefore, the pain was literal. This technical obstacle was also solved before BR, thanks to the Olympic Games, but the electrical, airport and railway obstacles were still in the in-tray. The post-Olympic indigestion that other cities had suffered was to be avoided, remembers Clos. For this reason, and in spite of it, something daring was placed on the table: create a new company co-owned by various public administrations and bodies, completely unrelated to the existing ones, with the risk that old suspicions just four years after the major parliamentary battle that decapitated the Barcelona Metropolitan Corporation would rise up again. The fact that the new player on the stage was given such a wishy-washy name, Barcelona Regional, making it seem like a useless public company, was due in part to those political balancing acts. It seems that no alarms on the other side of Plaça de Sant Jaume (in the offices of the Government of Catalonia) were triggered. It was an epiphany, considering the results. It would have been more coherent, moreover, if it had been created within the existing metropolitan structures, but, as Clos states, they were too complex, ‘too baroque for our purposes’. BR, if we are going to continue with eccentric comparisons, was Mowgli. A free creature.
It is often said (so often in fact that it has become tiresome) that Barcelona does not know how to grow or change without major events (1888, 1929, 1992, 2004...) or violent episodes (1714, 1835, 1909...). In truth, Barcelona’s true path, not that of the Barcelona within the limits of the 102 km2 of its municipal area, but the mental, and much more extensive one, is to be found in decisive moments, times when it was clear that everything would have gone differently had the chosen path not been the unexpected one. The same thing happened in this city, completely inappropriately, when the French-style project put forward by Antoni Rovira i Trias was discarded and Ildefons Cerdà’s geometry was imposed. This was truly a decisive moment, and therefore, unlike what Frank Capra proposed in It’s a Wonderful Life.
This seminal BR moment, a decisive crossroads, is remembered by Acebillo from a different, yet complementary, perspective to that of Clos. ‘When the Olympic Games ended, many, but not all, of its technicians, sought and found good jobs, but Maragall warned that the outcome would be dire if all the know-how accumulated from 1992 were not directly used to benefit the public administration.’ If the Olympics were Barcelona’s Manhattan Project, it would be a shame if the Oppenheimers of each academic discipline simply returned to their university chairs, like the father of the atomic bomb did. Acebillo recalls that the option of creating a mixed (public and private) company was considered, but even the fact that this solution was discarded because of its dubious legal viability did not dissipate doubts. What, how and why?
These were the questions that needed an answer.
Acebillo explains that inspiration had to be sought on the other side of the Atlantic. The development authorities in place in some major US cities were studied. Particularly those in Boston, where they were highly efficient and influential when it came to making strategic decisions. It was necessary to bid farewell to European traditions in this field, as they were, according to Acebillo, old and inefficient. Maragall tipped the balance in this decision, as was to be expected. You only need to look at his academic career to understand how at the inception of BR the planets fell into alignment. Maragall graduated from New York’s The New School for Social Research in 1973 with a degree in Urban Economics. It was not unusual for him to look west for inspiration.
If you want to read the articles of association of Barcelona Regional, they must be around somewhere. It is up to you to find them. The interesting thing about them is what you read between the lines, as Acebillo explains. ‘Tactically, BR had to be a type of Praetorian Guard that would allow the Mayor of Barcelona and the municipal government to be equipped with more rigorous systemic and infrastructure arguments when institutionally discussing new territorial options.’ In its way, the construction of the Rondes for the Olympic Games allowed Barcelona to overcome its narcissistic and introspective outlook, understand that its future would increasingly be decided outside the municipal limits and that, when the time came, if a councillor sat down, for example, with a high-up from the Spanish Ministry of Development, they would address them as an equal, without adhering to protocol, that is, they would be capable of communicating in the same technical language. In truth, this could summarise what BR is, an accumulation of exceptional talent under a single umbrella serving a set of administrations that separately would not have this firepower, a type of Aristotelian Academy, but for engineering and architecture, established only for thinking. But to think what? All possible Barcelonas, which is easy to say.
We will look at this again later, shining a light and a magnifying glass on some of those futures anticipated by BR, but to see how intelligent that decision was, we have to take a leap forward in time to the five years in which Jordi Hereu was the Mayor of Barcelona, from September 2006 to July 2011, which was chronologically the period in which the mirror of economic prosperity was shattered and its shards reflected nothing more than an unexpected, deep crisis. That, in any case, is not the question. The interesting thing about those five years in this story was not the crisis, but the string of unfortunate events that Hereu had to face.
You already know him. He is a lively and smiley politician and he has become more so over the years, so he sportingly accepts the following comparison. In short, he saw himself as Yul Brynner facing Charlton Heston, overcome by the ten biblical plagues. ‘I experienced the great power cut of July 2007, the great drought of the same year, which lasted into 2008 when the first water tankers docked, the sinking of the Rodalies local rail network, the crisis of the arrival of the AVE high-speed train to Barcelona…”. The difference, except the subsequent regret that he would express at the Red Sea, is that the Egyptian pharaoh surrendered, given that he did not have at his disposal a private BR that could suggest how to combat the environmental crisis of the Nile dyed red. Hereu, on paper, did have one at his disposal.
It was well known in BR that the city’s electric grid was incomplete and had been exposed to misfortunes since Clos’s time or even before. Before the Olympic Games, power cuts were frequent occurrences. It got to the point that those who suffered them just accepted them as inevitable. The improvements made in this area were perceptible over time. There were no longer power cuts lasting several minutes or, in the worst cases, several hours, but the problem continued to be latent. For a time, micro power cuts that had little to no effect on domestic life, but were a cause for concern in the industrial sector, were in the news. The fact is that BR had perfectly diagnosed that the metropolitan electric grid was a house of cards. It carried out an in-depth study on it and drafted a report on how to bring it up to date ↗ and immunise it to prevent a catastrophe. But BR was a modern Cassandra, who after breaking her promise to love Apollo was condemned to have her prophecies heard but never believed.
A Trojan Horse entered the city in that sweltering July of 2007, when Hereu was mayor, and the scandal was as big as a house. A city like Barcelona, a paradigm of modern Mediterranean life and an exemplary city that enchanted the world because after the Olympic Games it had not rested on its laurels, was suddenly faltering and diesel generators had to be distributed throughout the streets of the city. You can consult the newspapers and magazines from that period to see what it meant for the city’s residents. What perhaps went unnoticed was that Hereu, our Yul Brynner, did not wait one second to formulate a solution for the electricity companies. The Praetorian Guard that Acebillo had promised Maragall was, as usual, ready for action.
Episodes of this type have occurred on other occasions. Acebillo recalls, for example, that ‘Barcelona Regional collaborated effectively on the thorny question of the distance between the airport runways when its expansion was being analysed, and it made a full study on how the future airport could be a hub for new neo-tertiary activities, in addition to aeronautical activities.’ It should be highlighted that Barcelona does not have and has never had a council department in charge of airports. It is a matter that goes beyond its territorial scope and, even, its capacities. The city’s civil service was not designed for this purpose. BR, depending on how you look at it, acted as a council department in the shadows.
It is now worth taking a breather on the path to gather our strength for further reading. I promise now that later this trip through the history of BR will go as far as the Sargasso Sea, the place where ghost ships wander, and also to Trieste, where a young Sigmund Freud spent the most chaste time of his life, literally. They will be two trips related to another BR story with a happy ending. But first, we must happily pay the toll to listen to a more provocative Acebillo, one who would never talk with political gossipmongers.
He starts like this. ‘The incessant indefinition regarding the interaction between Barcelona, the metropolitan-regional area and Catalonia is disconcerting.’ He continues. ‘I did not understand nor do I understand now that it was possible in the 19th century for there to be enough political will for Sants, Les Corts, Gràcia and Sant Martí de Provençals to form part of the Barcelona we know today, yet today in the height of the globalisation process and with so many interactive technologies and resources at our disposal we are not capable of redesigning a map of Barcelona more in line with its socio-territorial situation in a global context, an option that does not necessarily mean absorbing neighbouring towns.’ Acebillo recalls what many have forgotten, that that there was a day when the then Mayor of Santa Coloma de Gramenet, Manuela de Madre, proposed that her city should, without losing its identity, serve as a species of eleventh district of Barcelona. That proposal did not go very far.
It did not even get off the ground.
On the contrary, laments Acebillo, L’Hospitalet’s complaint reappears from time to time, like the river Guadiana, regarding its loss of access to the sea in favour of Barcelona, for which it received a symbolic compensation of four cents, when Alfonso XIII bestowed the title of city on it in the 1920s.
I do not mention this to make bad blood, that is, to provide evidence that the metropolitan districting has been unsuitable for decades, with cities literally living back to back, but to make it patently clear that BR has been an excellent project workshop, in addition to a strategy nursery with which it is possible to territorially restitch the metropolitan area, water the seed planted by the Olympic Rondes and, in short, make progress.
‘We prioritised studies and interventions at the weakest points of the municipal borders”, recalls Acebillo. The mouth of the Besòs and the border between Barcelona and L'Hospitalet along Gran Via were for too long a southern version of Alsace-Lorraine, not because they changed hands after each war, but because of the phrase coined by the French the second time they lost these territories to the Germans: “Always think about it; never talk about it”. That this was urban development gone mad has been evident since the 1960s, above all in the case of the Besòs, but the fact that a solution had not been considered and it had not been talked about was incomprehensible.
BR, among others, contributed to the conception of a strategy. The new Plaça d’Ildefons Cerdà ↗, the expansion of Fira de Barcelona at Pedrosa, the removal of the high-voltage lines from the bed of the Besòs ↗, the awakening from an urban development coma of the area of the Fòrum... ↗ ‘What was important was the construction of bridges in such a way that where the border was most strongly felt we could blur it by incorporating new functional programmes that were conclusive enough to establish municipal interaction.’ These are Acebillo’s words.
There is (this is often explained by urban developers and the facts back it up) something equivalent to chromosomes in cities, hidden genetic information that dictates how they will grow, whether they will be tall or short, fair or dark, or have a tendency to cholesterol. What these specialists say is that cities, unless their geography impedes it, grow to the west. It must be because they seek the sun or due to the rotation of the Earth, or due to an international conspiracy that is kept top secret. It doesn’t matter why. It happens. It takes place. In Barcelona, it has done so for centuries. The east was good for cemeteries. The west, to construct the city’s new buildings. It was at BR where, in addition to acting on border scars, the decision was made to balance the urban development load, as if Barcelona were a ship. ‘It seemed to us that it was a priority to distribute development between the west and the east, something that had already been initially formulated in 1992 with the operation of Plaça de les Glòries Catalanes, because it was a type of urban border. It was a question of redirecting the trend of many western cities to direct their growth predominantly to the west and relaunch the depressed areas of the east.’ In this way, Acebillo condenses into a few words what in essence was Joan Clos’s period as the architect of contemporary Barcelona. At the same time as the redefinition, with the ineluctable participation of BR, of the major infrastructure projects of the Llobregat delta ↗, that is, the reconfiguration of the west, a future for the east based on the Fòrum ↗, Sagrera station ↗, Glòries and the conversion of the old industrial Poblenou area into the current 22@ ↗ was conceived.
In the mid-1990s, to edify the younger readers of this book, it would have been an interesting and revelatory experience to go out into the street to ask a particular question. Where was number 1 on Avinguda Diagonal, the city’s great avenue, one of Barcelona’s most spacious gateways, a very busy commercial route, especially between Plaça de Francesc Macià and Plaça del Cinc d’Oros? Few people would have answered correctly. Avinguda Diagonal starts, with a margin of error of just under 100 metres, at the Archimedes spirals of the Besòs wastewater treatment plant, at that time in the open air, where the first phase of wastewater drainage was carried out. They say that one day a cow got stranded there. That was number 1 on Avinguda Diagonal at that time. This is just one anecdote to illustrate the titanic effort undertaken by BR in the east of Barcelona. Titanic, but not yet complete, warns Clos. Incomplete and, even worse, poorly focussed, because Cassandra’s curse continues to weigh on this public company. Those who know Clos know what he means. At La Sagrera. Let’s listen to him once again.
The former mayor proposes a thought experiment about New York. 42nd Street is home to Grand Central Station, which is not only a vital railway terminal, but also a visual delight, partly thanks to Rafael Guastavino, perhaps the most admired Valencian in New York. When he died, the American press gave him the farewell he deserved. “The Architect of New York Dies”. That was one of the headlines. Clos states the obvious, that Grand Central Station is a landmark. It is just a communications hub, but it is also an international icon comparable to the Empire State Building.
Now, proposes Clos, we should look a few avenues to the east. It is the other side of the coin, Penn Station, ‘a poorly resolved case’, which is not the same as unsolvable, but simply poorly resolved. ‘Sagrera ↗ was to be our Grand Central Station and now it is just our Penn Station’, states Clos. ‘Cities’, he warns, ‘must be built with the same level of ambition they had when they built the Eixample district’, which never ceases to be captivating if you look at it closely. At La Sagrera, BR planned 12 tracks and a giant suburban transport hub, the one that Barcelona would have if, for example, you arrived at Granollers by metro, in a proper metro, which is not just empty words, explains Clos, but what is currently happening in the rest of the world.
‘More metro is being built than ever, not here, obviously, but in other cities and either we are a great metropolis of six or seven million inhabitants or we aren’t. You only have to look at how Germany is being transformed to understand it.’ The warning is here in black and white.
The maps of that high-speed rail station with a plethora of tracks are tucked away in BR’s drawers. It is one of many imagined and non-executed Barcelonas. That project, incidentally, was to be crowned in its most ambitious version with a Frank Gehry skyscraper that already had a name, The Bride. A little bit of imagination was necessary to intuit the feminine silhouette of a 10.0 version of the Colossus of Rhodes, but it is undeniable that there was not a lack of ambition, the same level of ambition that was used to the build the Eixample.
More than one admirer of the Eixample, and there are many, would raise their hand to point out that Cerdà’s project was imperfect, not just because it grossly left undefined the urban border of Plaça de Catalunya, but also because at what he considered to be the true centre of the city (in the east, incidentally), Plaça de les Glòries Catalanes, he did what the mathematician Pierre de Fermat did in 1621, he left written proof of the solution to a devilish equation, but he did not explain what it was. The comparison is not gratuitous. Glòries is Barcelona’s Fermat’s theorem. BR could, when the right mood is right, organise an exhibition on the projects it has accumulated in its archives dedicated to this location. One of them would be the brilliant design conceived by Zaha Hadid for Glòries.
‘It continues to be city’s unfinished urban development business. I doubt that it will ever be a good square. I also doubt that it could be a proper urban park because I think that its contextual circumstances, since the Macià Plan, required the conception of another category of urban space, more complex than a square or park.’ These are Acebillo’s words, as you will have had guessed. ‘The Glòries area continues to be a box room that accumulates a variety of activities. Railways, motorways, the flea market… they are all avid systems that need to find an amorphous area where they can establish themselves.’ In other words, they are xs and ys to solve this enigmatic equation. To end this paragraph in the right way it is necessary to add a historic note. The theorem that Pierre de Fermat noted down in the margin of a book in his private library, on a page of a copy of Arithmetica by Diophantus of Alexandria, was not to be solved until 1995, some 374 years later. Glòries, in this light, shows promise.
It is not the intention of this text to highlight obstacles nor would it be honest to appear to do so. BR’s story is a history of successes as notable as they are innumerable. We have to choose. Two, for example. This writer has a weakness for them.
The first is invisible for most of the year, which is something of an achievement if you take into account its colossal dimensions. Clos swears that the following was a suggestion made by professor Josep Maria Begara. Barcelona was a city that flooded. That’s what Mediterranean rain does. Barcelona was not innovative in its search for a remedy. Paris was the inspiration, explains Clos. But in the City of Light it never stops raining. What happens here deserves another name and, consequently, a tailor-made solution. The city’s network of underground reservoirs (which are humbly called rain tanks) is a work of engineering that deserves a suitable adjective, smart, for example. It is true that Hereu, the mayor of the ten plagues, did not receive any help resolving any of the crises he had to face. Let us remember that then the bad thing was that it did not rain but, in the 20 years since then, the torrential storm episodes in which the tanks have prevented flooding number in the dozens. These reservoirs are one of these two select examples, because, in their way, they symbolise very well this shadow role played by BR. The tanks literally meant burying money. The political return on investment is, now that the collective memory has forgotten their existence, between hardly anything and nothing at all. Once a year, it is true, unless it rains, they can be visited during the Open House architectural festival. This is when they are admired. You cannot help but describe them as underworld cathedrals. That is what they look like. It is a compliment. The strange thing is that in a city so often used as a film set no screenwriter or director has noticed they exist – they would be a fantastic setting for a remake of The Third Man.
And a little bit more before saying farewell. Clos warns that climate change is already here and that the return periods of the tanks will have to be calculated again.
Homework for BR.
The second example is the one that will allow me to keep the promise I made a few paragraphs back. We are off to the Sargasso Sea. It is disconcerting place. First of all, it is a sea without any coasts. It is an area of uncertain dimensions in the North Atlantic and a geographic character featured in a number of novels. It is the place where large sailing ships, for whatever reason, sometimes slowed down by algae, end up becoming ghost ships. In one of his stories, the Uruguayan writer Horacio Quiroga poetically rebaptised them “suicidal ships”. But the interesting thing about this place, from the perspective of BR, is what happens at the bottom of the Sargasso Sea, another literary setting. Captain Nemo plunged its depths on his voyages.
It is the marital bed of half the world’s eels. This fish has ancient customs. Since the Cretaceous it has swum thousands of kilometres to copulate, spawn and die. This takes place in the Sargasso Sea, closer to the coast of the United States than to that of Europe. Subsequently, its young, carried along by the ocean current, make a journey of thousands of kilometres to the rivers where their progenitors lived. The fact that this happens there, beyond human sight, disconcerted the Romans and Greeks. These two ancient peoples were convinced that this beast was mysteriously born underground. Their mistake was nothing in comparison to what the eels did to Sigmund Freud, who spent months of his scientific training dissecting hundreds of specimens to find their reproductive system, which does not appear until they reach maturity. In his laboratory in Trieste, Freud spent the most chaste years of his life. He ended up hating eels with the same disdain that Charles Darwin felt for barnacles. That, in any case, is a story for another day. Eels, yes, because since the Besòs has been a river, some tens of thousands of years, it has been their home, an Eden even in the short geological period in which there has been human presence, which is difficult enough in itself.
The last harvest of strawberries cultivated in the fields at Santa Coloma de Gramenet on the banks of the Besòs took place in 1981. Coloma Bayà picked them one by one from the plants. They dedicated a page to her in the local press. And deservedly so. It was a truly sad environmental obituary.
The Besòs was dying. Industry had massacred that basin. It could even be stated that the crime was perpetrated under the complicit watch of part of society, as if the river had earned it due to the deathly flood of September 1962 that took place there.
It may be a statement without any scientific basis, one of those that are formulated because it is the first example, but for a time it was considered to be the most contaminated river in Europe.
It was a cadaver. No other description was appropriate. In 1991, a year before the Olympic Games, when everything in Barcelona was supposed to be nearly ready to amaze the world, photographs of clouds of toxic foam in the Besòs basin were still making periodic appearances in the press. Discharges were considered to be the price you had to pay for progress. Or, at least, this is how a judge saw it when in 1995 he ruled in favour of an industry that had used the river as a natural sewer for its waste. When viewed with a little perspective, it was logical that soon there would be a political debate on the need to recondition the Besòs, to dress it up as best you could. BR, despite everything, was not created to be merely a tailor. It promised to return life to the river.
And few people believed it.
The recovery of the Besòs ↗ is one of the great pyramids that BR has built in its 25 years of existence. It is an unfair metaphor, because pyramids are mausoleums and what happened with the Besòs was literally a resurrection.
Only a few lines are necessary to summarise what was necessary to bring about this miracle. The high-voltage lines that like gigantic iron landmarks were erected next to the riverbank were removed. The wiring was buried in underground galleries, which are incidentally another healthy obsession of BR, not just there but also in the rest of the city. The jigsaw puzzle of the wastewater plant, an installation forced to treat half a million cubic metres of water a day, was solved and it was done without resorting to the easy solution of transferring it to another place, or in the current parlance, outsourcing the problem. The final section of the river, where it gently flows out into the sea, down coast from the municipal border of Sant Adrià, was naturalised. A variety of other engineering projects, beyond the river, like the network of underwater reefs 20 metres deep off the beaches of Barcelona, should be added to the list. Approximately every five years, there is a press conference to see how things are going, although it would be more appropriate to say “how things are swimming”. The ones lucky enough to repeat say very well.
The best summary, however, is a different story. The eels from the Sargasso Sea have returned to the Besòs. They could not have been reintroduced artificially because even though they are inoffensive, they are indomitable. For the moment, more is unknown than is definitely known about them. They have returned because they wanted to. We know that they spend their infancy and adolescence in the Besòs because it is a suitable environment. Strawberries are not yet being cultivated. Who knows? Maybe one day… Impossible things have already happened.
To conclude the Besòs case, only an epilogue is required.
It is an unscheduled event that took place during the celebration of Barcelona’s 2018 annual festival. The river park was included as a new theatre space for family audiences. Nothing special. It was only a test conducted by the Barcelona Institute of Culture. The public responded. The weather was good too. Perhaps even too good. It was really hot! First some children paddled in the water. Then a parent joined them. Half an hour later, a couple of dozen people were bathing in the river. A reckless action? Certainly. The quality of the water is suitable for mosquito fish, eels and, so some eyewitnesses purport, otters, but it is not yet advisable for humans. However, let’s stay with its symbolic aspect; it was a homage to many years of work.
Time to change the subject. At this point, some people will be thinking that the “damned word” has not been mentioned one single time. It is true that it exists. Let’s read it out loud and see what happens. Tram ↗. (…) Nothing? Everything still in its place? Nobody slapped you?
The English-language publishing industry has a more politically correct expression than ours to refer to those who draft projects and stay in the shadows. Here the person who writes a novel signed by another more renowned but less prosaic author is called negre (negro). But the English term is ghostwriter. It is more elegant.
As I was saying, one of BR’s major works as a ghostwriter is the Tram. Everyone has heard about it. But not everyone has read it. Maybe they are waiting for the movie version. Acebillo shows us a trailer, one of these modern trailers that show you the entire story.
‘Ferrocarrils de la Generalitat had always shown great interest in the station at Plaça d’Espanya not being a terminal and in having the lines that end there going as far as the city centre. Even though the occupation of the subsoil makes it very difficult to prolong the lines to Plaça de la Universitat and Plaça de Catalunya, it is feasible to reach Plaça de Francesc Macià, a thesis picked up and initially approved by the Metropolitan Transport Authority.’ The option that emerged to join the two tram networks was submerged. ‘We discussed the continuation of the Ferrocarrils lines under Diagonal to Glòries a lot. There, the new line would be integrated into the planned hub, transferring passengers to the RENFE, metro and Trambesòs lines.’ ‘This proposal is even more coherent if you take into account that when the new Sagrera intermodal station is a finally a reality ↗, its operation will allow the railway services that now run along La Meridiana to go through the new Sagrera station. This management model would mean that the Meridiana tunnels would be unused, leaving them free to be used by the new Ferrocarrils line.’ I’m surprised Acebillo did not finish that sentence with a whoop of excitement. What this railway design proposes is a definitive connection between the west and the east and, now we are about it, between El Baix Llobregat and El Vallès.
Tram, the novel, we are all familiar with how it ended. It was another of the calamities that Hereu suffered. Time, the great healer, allows him to contextualise what happened. ‘At the worst point of Zapatero’s political life, we went and asked him about the tram.’ And do you know what? He does not regret fully regret it. Experience has taught him there is a triangle that must be scrupulously equilateral. Each one of the sides, politics, society and technical intelligence, must have the same length. Hereu does not recommend an isosceles triangle. The connection between the two tram networks, he adds, will happen one day. If only because it is environmentally sound to do so.
Do you remember what we said a few pages back about crossroads? Barcelona faced one in May 2011. And so did Barcelona Regional. The city decided that Xavier Trias was to be the new mayor. He was more persistent than some of his predecessors. He had been the leader of the opposition since 2003. And that is not the most pleasant place to be. The opposition seats are literally and metaphorically uncomfortable. It did not matter how many times Cato the Elder made his pronouncements in the senate (‘ceterum censeo Carthaginem esse delendam...’), the troops would never march on Carthage. But eight years as an aspirant allowed Trias to examine BR. It’s what doctors do, isn’t it? ‘Barcelona Regional is like the Public Health Agency. It is not an instrument created to be famous. It is, or should be, an oasis located far away from politics because it is a very powerful tool, with a spectacular [he uses the word “spectacular” three times] team of professionals who are capable of planning the future.’
Again, it is what doctors do, they diagnose.
The previous sections of this BR biography mention how crucial it was for Maragall to have studied in the United States. Joan Clos also studied in the United States and in Edinburgh and, in fact, he has never stopped being a political Phileas Fogg, given that after serving as mayor he spent time in Madrid, Istanbul and Nairobi. Hereu too, after being in charge of the city, has accumulated frequent flyer points and when he returns home he always thinks the same thing: ‘We’re not doing bad.’ Trias also worked abroad in two frankly antithetical cities: Bern and Genoa, which show that sometimes infrastructure decisions are made one day and then regretted for decades. Trias considers the case of the Ligurian capital’s impressive strada sopraelevata to be medical literature that must be consulted before becoming mayor, which in the final analysis is not very different to being a general practitioner or a surgeon.
During the time that Trias was in charge of the city, BR resumed some work lines and explored new ones, and suffered the city’s ingratitude because, as he explains, ‘incoming mayors inaugurate their predecessor’s projects and leave their own ready for their successor to do the same.’ Time in politics is not the same as in architecture and engineering. It must simply be accepted as fact.
In the four years between June 2011 and June 2015, BR focused on what Trias calls the company’s internationalisation process. Although before that time it had not been what you might call a company without a passport. Cities like Perpignan ↗ when facing the arrival of the AVE high-speed train, asked BR for a second opinion. The idea that Trias put forward was to utilise the intellectual prestige of the company’s human team not just here, at home, but also beyond, but the main scope of action would remain historic and metropolitan Barcelona.
It is curious. If everything started in 1992, with the inauguration of the Rondes, then the BR in Trias’s time once again took up the urban development and infrastructure mantle that the ring roads required. It was necessary to rethink, explains the paediatrician mayor, Barcelona’s relationship with Collserola ↗ (a touchy subject with residents), resume the debate on the port’s railway connections ↗, not be satisfied with the resurrection of the Besòs and provide a solution for the adjacent coast of the mouth of the river ↗, the location of the iconic and imposing chimneys of the old power plant, the secular Sagrada Familia of Sant Adrià de Besòs... As is evident at this point of the story, BR is our Sisyphus, who every time he takes a different stone up to the top of the mountain finds that there is another one to take up. However, some stones, like in the Homeric legend, roll back down again. And if one perfectly represents this problem it is the rock of housing.
Let’s go back to the time machine. We have already used it once. Fasten your seatbelts, it will be over in the blink of an eye because there are just two stops. The first is June 2009. It is a confession that Hereu can now make, now that he is free of the trappings of office. He recalls that sometimes, before facing a major project, he thought the same thing, that ‘Barcelona had outgrown its clothes’ in one scope or another, and that it was necessary to be ambitious. This is actually the instruction manual for this city. Barcelona has not been built like an Ikea wardrobe, but with the cabinet-making skill of Chippendale. Later there is always a moment of vertigo. Hereu recalls that he felt regret when he accompanied José Luis Zapatero to the inauguration of terminal T-1 at el Prat, and more so when he later went as a passenger. This happened in the summer of 2009. ‘There you are with your suitcases in the middle of an immense empty space and you think: haven’t we made it a little too big?’ The answer to that question, as we now know, is no. And infrastructure decisions require conviction, courage, balls, however you want to express it, and when it comes to choosing a maxim, companies like BR should use the one adopted by Nik Wallenda, one of the world’s most famous tightrope walkers, who rather than performing at the circus chose to cross Niagara Falls: ‘Look forward, never at your feet.’
Now the second, brief, stop. This time, September 2006. It is a busy month. Joan Clos stood down as mayor of Barcelona to become the Spanish Minister of Industry. Events like this cause unforeseen information eclipses. One happened then. Clos accepted the ministerial appointment on 8 September. Two days later, Acebillo presented at the Venice Biennale of Architecture a plan with a shocking name: Barcelona 100,000. The figure referred to the number of houses, under construction or planned by BR, to which the city could and should aspire. This included all of Barcelona’s best known and most obvious residential areas, like La Sagrera, Fòrum, Sant Andreu… and also the taboo idea, which was not new, but taboo, of reconquering the urban port and, now that we are about it, converting part of the current free trade zone (according to Acebillo, an anachronism in modern Europe) into a new district. That proposal had enough elements to trigger one of the controversies that we love so much here, between the Capulets and the Montagues of urban development, but, as I said, Clos’s farewell eclipsed it.
In essence, this plan has always been latent. In the 1960s, the multitalented Josep Maria Bosch Aymerich, the man who wanted, but was not able, to erect a skyscraper in Plaça de Catalunya also wanted, but again was not able, to convert El Morrot ↗ into a residential district. The sketches held by the College of Architects of Catalonia show a type of Barcelona version of Monte Carlo on the eastern slope of Montjuïc. Trias, when he was about to win the mayoral race, did so with a project that was similar to that of Bosch Aymeric, called Blau@Ictínea, in which the city would no longer grew up the slope, but rest on the waters of the port. Trias wanted to build 10,000 homes in El Morrot. The plan fell into a state of lethargy. In its way, it is now part of BR’s catalogue of possible Barcelonas.
Even though that Barcelonasur-Mer did not see the light of day, the idea collectively reminded us that housing continues to be what engineers call (I hope that the people at BR will excuse me if I have used the expression incorrectly here) the tensile strength of a material, or rather in this case of the city’s community living.
During the chat organised to blow out 25 candles on BR’s birthday cake, Trias used an outdated expression. Regrettably outdated. Some time ago it was used a lot. It is social elevator. He said it in reference to another project commissioned to BR by the mayor’s office to ensure that the city would not be technologically left behind and that ITC should be within everyone’s reach. In the end, however, the reflection above on the prioritisation of the housing needs of the city was also related to the social elevator concept.
Barcelona is, it should be said, a mathematical paradox. The population is kept stable at just under 1.6 million inhabitants. The number of available houses is around 700,000. The theoretical average occupation is slightly less than 2.3 people per flat. Why housing is an endemic disease in Barcelona is, as Churchill said about the Soviet Union, a riddle wrapped in a mystery inside an enigma. Accordingly, it is a perfect job for Barcelona Regional.
May 2015. Ada Colau wins the municipal elections to become mayor of Barcelona. In other countries, war heroes have a lot of electoral appeal. In fact, they do not even need to be heroic. John McCain aspired to the presidency of the United States although or because he had spent five years as a prisoner of war in North Vietnam. Fortune smiles on Vladimir Putin because he was a KGB agent in East Germany, Here, on this side of the Mediterranean, for reasons we won’t go into here, it is not a plus, people do not look at war stories.
But Colau became mayor not only from the property battlefront, but directly from behind enemy lines. It is a biographic detail that may be interesting to contextualise this final stage of BR.
The public company that was created in 1993 after the Olympic Games, like people always say, put Barcelona on the map of cities to be visited at least once in your life, was commissioned to attenuate the impact of this success. ‘One of the first emergencies we faced as the new government team was to curtail the effects of the situation created by the lack of control over tourist accommodation.’, explains Colau. If you look very closely at the credits of the PEUAT, ↗ you can see BR. It was the first commission. The next one, a logical consequence of the previous one, was to solve the aforementioned mathematical paradox of the city. Pay close attention.
‘To apply a policy, regarding housing or any other type, it is essential to have data that allow you to make diagnoses and, at the same time, monitor and assess the measures and the decisions that are adopted.’ Put like this it seems simple. It seems that it is just a medical examination. Do you remember Doctor Gregory House? The diseases of some of his patients advanced more quickly than his diagnoses. This, in addition to the incessant search for an actual case of lupus (which does not appear until the fourth series), was the hook of the serial. Well the property market has advanced even more quickly in the last few years. When the official reports are published with the comparative prices per square metre, they are already out of date. ‘This is why it was essential to have an observatory.’
‘For this reason an instrument like BR is so useful. In this case, in addition to the agility and capacity required to create the Observatory ↗, we also wanted it to have a transversal perspective, the capacity to go beyond data gathering and analysis.’ This is how Mayor Colau sees it.
When the O-HB (Barcelona Housing Observatory) took flight, something happened that on other occasions happened naturally during BR’s quarter century of life. BR stopped providing the O-HB with technical services, but the O-HB was created after the transfer of part of the human team to the new company. The same thing happened when Barcelona Sagrera Alta Velocitat was established.
This story is coming to its end. Given that it started with a trip to Suetonius’s work, perhaps it should conclude with the last words of Augustus. Not in vain was the city founded under his reign. ‘Acta est fabula, plaudite’, he said in the presence of his wife Livia. The show has ended, applaud.
That was on his deathbed. It could also conclude with the essence of what was his last public speech, aware that he was close to his end. He said that he had found Rome a city of bricks and left it a city of marble. It is a good quotation.
It suits the history of BR, the great unknown. But, I’m sorry, this atypical review of the history of Barcelona Regional will not conclude without a P.S.
It is an anecdote. The protagonist is the intellectual, journalist and writer Arthur Koestler. He did not seek fame, apparently like BR. On one occasion, an admirer of his work came up to him and Koestler felt, like he always did, uncomfortable. ‘To want to meet an author because you like his books is as ridiculous as wanting to meet the goose because you like pâté de foie gras.’
Well, for me personally it has been a pleasure to meet the goose.

El moviment artístic que va definir Barcelona
El modernisme català ha deixat la seva empremta en alguns dels edificis més emblemàtics de Barcelona. Arquitectes com Antoni Gaudí, Lluís Domènech i Montaner, i Josep Puig i Cadafalch van omplir la ciutat de cases, pavellons, palaus i parcs únics, que formen part de l’ADN de la ciutat.

El modernisme va ser un moviment cultural que va sorgir a Occident a finals del segle XIX i principis del XX. A més de la vessant artística, a Catalunya el moviment va adoptar un caire polític, esperonat per la voluntat dels modernistes catalans de produir una cultura moderna i nacional.
El modernisme català es va desenvolupar a Catalunya i especialment a Barcelona al llarg d’unes tres dècades, aproximadament entre 1885 i 1920. Tot i que es tracta d’un moviment molt eclèctic, va destacar especialment per la seva arquitectura, caracteritzada per la inspiració en la naturalesa i les formes orgàniques i per l’ús de la línia corbada i l’asimetria.
L’arquitecte modernista més important va ser Antoni Gaudí, que va deixar un impressionant llegat artístic a la ciutat de Barcelona, amb obres úniques com són la Sagrada Família, la Casa Batlló, La Pedrera o el Park Güell. Un altre gran mestre que va abraçar el modernisme va ser Lluís Domènech i Montaner, qui, a més de la Casa Lleó i Morera, va dissenyar l’immens conjunt de pavellons de l’Hospital de Sant Pau i l’original Palau de la Música Catalana. Per últim, cal destacar l’obra de Josep Puig i Cadafalch, que sovint va combinar l’estil modernista amb elements gòtics del nord d’Europa, com en el cas de la Casa Amatller o la Casa de les Punxes. Moltes d’aquestes construccions formen part de la llista del Patrimoni de la Humanitat de la UNESCO.
Però el modernisme també va tenir la seva manifestació en la pintura i en el disseny de cartells i mobiliari. Gran part dels edificis modernistes es troben a l’Eixample al voltant de l’eix de Passeig de Gràcia que recorren tant la Ruta Vermella com la Ruta Blava del Barcelona Bus Turístic. Des de la parada Casa Batlló - Fundació Antoni Tàpies, podreu visitar la Casa Batlló, la Casa Amatller, la Casa Lleó i Morera i el Museu del Modernisme Català, mentre que la parada Passeig de Gràcia – La Pedrera us apropa a La Pedrera i a la Casa de les Punxes.

The artistic movement that defined Barcelona
Catalan Modernism or Modernisme has left its mark on some of Barcelona’s most emblematic buildings. Architects like Antoni Gaudí, Lluís Domènech i Montaner, and Josep Puig i Cadafalch filled the city with unique houses, pavilions, palaces and parks that now form part of the city’s DNA.
Main works in the Modernisme style
Modernism was a cultural movement that arose in Western society at the end of the 19th and beginning of the 20th century. In addition to its artistic side, in Catalonia, where the movement is known as Modernisme, it took on a political bent that was stimulated by the desire of Catalan Modernistas to produce a modern and national culture.
The Modernisme period, in which the movement flourished in Catalonia and especially in Barcelona, was approximately 1885 to 1920. Despite its highly eclectic nature, it was particularly known for its architecture, which was characterised by creations inspired by the natural world, organic forms and the use of curved lines and asymmetry.
The most important Modernista architect was Antoni Gaudí, who left behind an impressive artistic legacy in the city of Barcelona, with unique works like the Sagrada Família, Casa Batlló, La Pedrera and Park Güell. Another master who embraced Modernisme was Lluís Domènech i Montaner, who, in addition to Casa Lleó i Morera, designed the immense set of pavilions at Hospital de Sant Pau and the original Palau de la Música Catalana. Finally, the work of Josep Puig i Cadafalch should also be mentioned, as he often combined the Modernista style with Northern European Gothic elements, like in the case of Casa Amatller and Casa de les Punxes. Many of these constructions have been included on the list of UNESCO World Heritage Sites.
But Modernisme was also manifested in painting and in the design of posters and furniture. To see Modernista paintings you can visit the National Art Museum of Catalonia or, for a more complete appreciation of the movement, the Barcelona Modernisme Museum, which is home to works of art, furniture and everyday objects.
Modernista route
Many of the Modernista buildings are located in the Eixample district around Passeig de Gràcia along which both the Red Route and the Blue Route of Barcelona Bus Turístic run. From the Casa Batlló – Fundació Antoni Tàpies stop you can visit Casa Batlló, Casa Amatller, Casa Lleó i Morera and the Barcelona Modernisme Museum, while from the Passeig de Gràcia – La Pedrera stop you can visit La Pedrera and Casa de les Punxes.

L’incendi de Notre Dame el passat 15 d’abril va regalar-nos una nova imatge per la llarga sèrie històrica de la imponent catedral parisenca. Mentre les flames s’acostaven perillosament a les torres gairebé-bessones i ens imaginàvem els enderrocs fumejant a l’Île de la Cité, el magnetisme de la destrucció al kilòmetre zero francès va convertir un foc d’origen incert en símbol de significats ambigus.
Emmanuel Macron va veure l’oportunitat aquella mateixa nit. El vint-i-cinquè president de la República Francesa va voler capitalitzar el poder dramàtic del moment per aglutinar darrere seu una societat convulsa que li planta cara. Amb els bombers de fons ruixant el temple, va fer una crida: “reconstruir la nostra catedral serà una gran causa nacional, més enllà de totes les diferències socials, religioses, culturals i polítiques”. I l’endemà encara va anar més lluny proclamant: “la nostra gran missió col·lectiva és assegurar la continuïtat de la nació francesa reconstruint la nostra catedral. Reconstruirem Notre Dame més bonica que mai, aquesta serà la nostra missió pels pròxims cinc anys”.
No és la primera vegada que algú fa servir aquest temple per exhortar a la cohesió nacional i volar més alt que el populatxo. La Revolució havia dessacralitzat la catedral i guillotinat les estàtues dels reis de la façana, però el 1802 Napoleó Bonaparte va tornar-la a l’Església i dos anys més tard s’hi va coronar emperador amb la benedicció de Pius VII, que pagava la restitució catòlica a França donant fe subalterna de la consagració napoleònica. Les coronacions reials franceses s’havien fet sempre a la catedral de Reims per obra de Déu, però l’emperador volia mostrar-se com un hereu legítim dels aspectes positius de la Revolució i alhora reafirmar la capitalitat de París, per això va escollir Notre Dame.
Napoleó va encomanar-ne la posteritat a Jacques-Louis David, el precursor de Goebbels que havia votat l’execució de Lluís XVI, retratat els malaguanyats Le Peletier i Marat, organitzat la multitudinària festa de l’Ésser Suprem als Camps de Mart i lliurat la torxa a Robespierre per donar pas al culte de la Raó calant foc a l’ateisme, l’ambició, l’egoisme i la falsa simplicitat. Anys abans de pintar la coronació imperial, David ja s’havia redimit convertint la penosa travessa napoleònica dels Alps en una estampa heroica, canviant l’abatiment del general al llom d’una mula per l’expressió victoriosa d’un Bonaparte que assenyala el camí muntant graciosament un cavall desbocat. En la immensa pintura de la coronació imperial, David ens condueix la mirada cap a Napoleó, que després de coronar l’emperadriu es consagra a si mateix encarnant la voluntat del poble.
Al cap de pocs anys, Victor Hugo va escriure Notre-Dame de Paris amb la catedral de fabulós escenari romàntic per denunciar la injustícia de la Segona Restauració contraposant el bé marginal del geperut Quasimodo i la gitana Esmeralda amb el mal instituït del règim borbònic que representen el malèvol Frollo i les forces de l’ordre arbitrari del capità Febus. Gairebé coincidint amb la publicació de la novel·la, el regnat de Carles X acabà amb la Revolució de juliol, que Eugène Delacroix va representar encarnant la pàtria en una dona armada amb un fusell enarborant la recuperada bandera tricolor. En la pintura, la Llibertat guia el poble cap a l’emancipació i deixa enrere Notre Dame, únic element reconeixible fora de la barricada insurgent.
Els símbols, però, per molt contundents que siguin també estan carregats d’ambigüitat. El 24 d’agost de 1944, el comandant de les forces alemanyes a París sopava a la seva oficina de l’Hôtel Meurice. Dietrich von Choltitz tot just feia un mes que ocupava el càrrec i si fem cas del seu relat va salvar París de l’aniquilació desobeint l’ordre de fer saltar la ciutat pels aires si no podia retenir-la. Quan a mig sopar la fenomenal campana de Notre Dame va encapçalar el repicar de les esglésies de París després de quatre anys de silenci per l’ocupació feixista, von Choltitz va dir als seus col·legues que les campanes anunciaven l’arribada dels exèrcits enemics i que ja podien preparar-se.
En canvi, el diari de Jean Guéhenno ho recorda diferent: “Ahir al vespre, cap a les nou, encara construïen barricades al Boulevard Sérurier i tallaven els plàtans a les cantonades del carrer. Vaig tornar a casa al voltant de les deu. Uns amics em truquen, diuen que poden veure enormes focs artificials per tot l’Hôtel de Ville i coets vermells i blaus que els contesten al sud i a l’oest. Era el senyal. Els primers tancs de l’exèrcit de Leclerc acabaven d’arribar a Notre-Dame. I llavors totes les campanes de totes les esglésies van retrunyir en la nit, ofegant el grunyit de les armes. La França lliure torna a començar”.
La història europea està plena de moments que sembla que hagi d’elevar-se i deixar enrere la superstició, però Déu continua sent una presència poderosa i els que en vida l’han tingut a prop també el busquen a l’hora de morir. En alguns casos, les exèquies omplen de sentit l’existència d’algú o fins i tot canvien el que havia tingut. L’Església té segles d’experiència ritual i la seva pompa configura poderosos significats.
Igual que Napoleó, Charles de Gaulle era conscient del poder dels símbols i la immensitat de la seva figura, per això va deixar instruccions perquè ningú capitalitzés el seu funeral: “que tingui lloc a Colombey-les-Deux-Églises i sigui extremadament senzill. No vull exèquies nacionals. Ni president, ministres, assemblees o cossos constituents. Només els Exèrcits francesos podran participar-hi oficialment; però la seva participació ha de ser molt modesta, sense música, fanfàrries ni repics. No s’ha de pronunciar cap discurs a l’església ni a cap altre lloc. Cap oració funerària al Parlament. Cap lloc reservat durant la cerimònia, si no a la meva família i els meus companys de l’Ordre de l’Alliberament. Els homes i dones de França i altres països del món, si ho desitgen, podran fer honor a la meva memòria acompanyant el meu cos fins al seu últim sojorn; però és en el silenci que vull que sigui conduït”.
Arribat el moment el 1970, de Gaulle va ser acomiadat a Colombey en un acte auster, tal com havia indicat, però Georges Pompidou i centenars de milers de francesos més van ignorar la seva voluntat i també van celebrar una fastuosa cerimònia culminada a Notre Dame. Una enorme tricolor penjava darrere del cor i en aquella ocasió la litúrgia volia aglutinar darrere el nou president una societat cansada d’autoritarisme i encara agitada per la revolta de Maig de 1968. Atrets per l’aura del general, hi van assistir dignataris de tot el món que en alguns casos representaven països en guerra, configurant una imatge inaudita de respecte pel difunt i esperança de futur del tot infundada.
Molt més recentment, tot just el 2015, Michel Houellebecq també va fer servir Notre Dame de localització dramàtica, però en el seu cas per escenificar un xoc de cultures ben diferent d’aquesta imatge idíl·lica de comunió. Després del trencament de la República i l’establiment d’un règim islàmic a França, el protagonista de Submissió s’allibera dels vestigis judeo-cristians que encara arrossega i abraça la nova realitat: “L’endemà al dematí, després de carregar el cotxe i pagar l’hotel, vaig tornar a la capella de Notre Dame, completament deserta. La Marededéu s’estava a les fosques, tranquil·la i immarcescible. Se la veia sobirana i irradiava poder, però a poc a poc vaig sentir que me n’estava desconnectant i que mentre m’estava assegut al banc, pansit i abatut, Ella s’allunyava de mi en l’espai i en els segles. Al cap de mitja hora em vaig aixecar, definitivament abandonat per l’Esperit, reduït al meu cos espatllat i caduc, i vaig baixar tristament els graons cap al pàrquing”.
Emmanuel Carrère va comparar Submissió a Mil Nou-cents Vuitanta-quatre, l’obra amb què George Orwell ens advertia sobre un futur totalitari en el qual la veritat objectiva s’esvairà completament. En el cas de l’incendi de Notre Dame, Macron va voler fer servir la destrucció de la catedral per revitalitzar una República en crisi a través de fets alternatius, parlant d’una cohesió social que vincula i ordena buidant de significat i eximint d’actuar segons els valors que predica, en la línia del pensament doble de Francois-Henri Pinault i Bernard Arnault o la torrentada de propostes per reconstruir el temple.
No hem escollit la imatge de Notre Dame en flames per il·lustrar El futur del projecte europeu perquè sigui un símbol vàlid de l’Europa actual —per Marx i Engels seria un monument prehistòric! Ben al contrari, l’hem triat perquè deixa al descobert les profundes contradiccions de la nostra societat, l’arbitrarietat de l’herència cultural europea i la urgència d’un debat basat en fets reals i premisses honestes que faci possible construir un futur diferent.
Translation - English The Church that Enlightens
The fire at Notre-Dame on 15 April added a new image to a long series of historical depictions of the imposing Parisian cathedral. As the flames dangerously approached the almost-twin towers and we imagined their smoking debris on the Île de la Cité, the magnetism of the destruction at the very heart of France transformed a fire of uncertain origin into a symbol with ambiguous meanings.
Emmanuel Macron saw the opportunities it could provide that very night. The twenty-fifth President of the French Republic wanted to capitalise on the dramatic power of the moment to turn a society that was standing against him into a society united behind him. With the firefighters in the background still dousing the flames ravaging the church, he issued a call to arms: “Rebuilding the cathedral will be a great national cause, beyond all social, religious, cultural and political differences.” And the next day he went even further, proclaiming: “Our collective mission is to ensure the continuity of the French nation by rebuilding our cathedral. We will rebuild Notre-Dame more beautiful than ever; this will be our mission for the next five years.”
It is not the first time that someone has used this church to exhort national cohesion and fly higher than the masses. The French Revolution had desacralized the cathedral and guillotined the statues of the kings on its facade, but in 1802 Napoleon Bonaparte returned it to the Church and two years later he was crowned emperor with the blessing of Pope Pius VII, who paid for the restoration of Catholicism in France by supporting Napoleon. French royal coronations had always been carried out at Reims Cathedral by the grace of God, but the emperor wanted to be seen as the legitimate heir of the positive aspects of the French Revolution, while simultaneously reaffirming Paris’ status as the nation’s capital, which is why he chose Notre-Dame.
Napoleon commissioned its depiction for the sake of posterity to Jacques-Louis David, the precursor of Goebbels, who had supported the execution of Louis XVI, painted the portraits of the ill-fated Le Peletier and Marat, organised the multitudinous Festival of the Supreme Being at the Champ de Mars and passed the torch to Robespierre to give way to the Cult of Reason, burning atheism, ambition, egotism and false simplicity. Years before painting the imperial coronation, David had already redeemed himself by converting Napoleon’s pathetic crossing of the Alps into a heroic image, transforming the general’s dejected journey on the back of a mule into an image of Bonaparte pointing out the path to victory while gracefully mounted on a fiery steed. On the immense painting of the imperial coronation, David leads our eyes to Napoleon, who, after crowning the empress, consecrates himself, embodying the will of the people.
A few years later, Victor Hugo wrote Notre-Dame de Paris with the cathedral as the fabulous romantic setting to denounce the injustice of the Second Restoration, contrasting the marginal good of the hunchback Quasimodo and the gypsy girl Esmeralda with the evil instituted by the Bourbon regime, which was represented by the evil Frollo and the forces of arbitrary rule under Captain Phoebus. Almost coinciding with the publication of the novel, the reign of Charles X ended with the July Revolution, which Eugène Delacroix represented by embodying France as a woman armed with a rifle and hoisting the recovered Tricolour. In the painting, Liberty guides the people towards their emancipation and leaves Notre-Dame, which is the only element that is recognisable beyond the insurgent barricade, behind.
Symbols, though, however striking they may be, are also loaded with ambiguity. On 24 August 1944, the commander of the German forces in Paris was having dinner in his office in the Hôtel Meurice. Dietrich von Choltitz had only been in the post for a month and, if we are to believe his story, he saved Paris from annihilation by disobeying the order to blow the city up if he could not hold it. When, halfway through dinner, the phenomenal bell of Notre-Dame led the ringing of the bells of Paris’s churches after four years of silence imposed by the fascist occupation, Choltitz told his colleagues that the bells announced the arrival of enemy armies and that they should now prepare themselves.
However, Jean Guéhenno’s diary tells a different story: “Yesterday evening, around 9:00 they were still building barricades on Boulevard Sérurier. They were chopping down the plane trees at the street corners. I came back home around ten. Friends call me, saying they can see huge fireworks over the Hotel de Ville, with red and blue rockets answering them in the south and west. It was the signal. The first tanks of Leclerc’s army had just rolled up to Notre-Dame. And then all the bells of all the churches rang in the night, drowning out the rumbling of the big guns. Freedom—France is beginning again.”
European history is full of moments that should raise us up and leave superstition behind, but God continues to be a powerful presence and those who in life held Him close also seek Him out when they are about to die. In some cases, funeral rites fill someone’s existence with meaning or even change what they had represented. The Church has centuries of ritual experience and its pomp contains powerful imagery.
Like Napoleon, Charles de Gaulle was aware of the power of symbols and the immensity of his stature, which is why he left instructions that no-one should capitalise on his funeral: “I wish my funeral to take place at Colombey-les-Deux-Églises in a very simple manner. I wish no national funeral services: neither presidents, nor ministers, nor the Bureau of the Assembly, nor other formally constituted bodies are to attend. Only members of the French Army may participate officially as such, but their participation should be on a very modest scale without music, fanfare or bugle calls. I wish no eulogies, in church or elsewhere; no funeral oration in Parliament, no seats reserved except for my family, for my companion members of the Order of Liberation and for the Municipal Council of Colombey. Men and women of France and other countries of the world who wish to honour my memory may accompany my body to its last resting place, but I should like it to be borne there in silence.”
When the time came in 1970, de Gaulle was buried in Colombey in an austere ceremony, as he had instructed, but Georges Pompidou and hundreds of thousands of Frenchmen also participated in an ostentatious ceremony that culminated at Notre-Dame. An enormous French flag was hung behind the choir and on that occasion the Church wanted to unite behind the new president a society that was tired of authoritarianism and enraged by events of May 1968. Attracted by the aura of the general, dignitaries from all around the world attended, some of whom representing countries that were at war, forming an image of respect for the deceased that had never been seen before and completely unfounded hope for the future.
Much more recently, in 2015, Michel Houellebecq also used Notre-Dame as a dramatic location, but in his case, it was to represent a culture shock that was very different from this idyllic image of communion. Following the dissolution of the Republic and the establishment of an Islamic regime in France, the protagonist of Submission frees himself of the Judeo-Christian vestiges that he still bore and embraces the new reality: “The next morning, after I filled up my car and paid at the hotel, I went back to the Chapel of Notre-Dame, which was now deserted. The Virgin waited in the shadows, calm and timeless. She had sovereignty, she had power, but little by little I felt myself losing touch, I felt her moving away from me in space and across the centuries while I sat there in my pew, shrivelled and puny. After half an hour, I got up, fully deserted by the Spirit, reduced to my damaged, perishable body, and I sadly descended the stairs that led to the car park.”
Emmanuel Carrère compared Submission to Nineteen Eighty-Four, the book in which George Orwell warned us of a totalitarian future in which objective truth would completely disappear. In the case of the Notre-Dame fire, Macron wanted to use the destruction of the cathedral to revitalise a Republic in crisis by means of alternative facts, speaking of social cohesion that he associates and orders by removing meaning from it and exempting himself from action in accordance with the values he preaches, in line with the doublethink of Francois-Henri Pinault and Bernard Arnault or the torrent of proposals to rebuild the cathedral.
We have not chosen the image of Notre-Dame in flames to illustrate The Future of the European Project because it is a valid symbol of modern Europe —for Marx and Engels it would be a prehistoric monument! Rather, on the contrary, we have chosen it because it highlights the deep contradictions of our society, the arbitrary nature of European cultural heritage and the urgency of a debate based on actual facts and honest premises that makes it possible to build a different future.

En el cálido mes de julio Moraira celebra sus Fiestas Patronales.
Son Fiestas en honor a Nuestra Sra. De los Desamparados (15 de julio), patrona de Moraira y a la Virgen del Carmen, patrona de los marineros.
De gran arraigo e importancia son sus procesiones, siendo la más curiosa la procesión marinera.
La Fiesta de Nuestra Sra.del Carmen es el 16 julio, ya que, según la tradición fue ese día, pero en 1251, cuando la Virgen regaló su escapulario y su hábito a San Simón Stock, superior de la Orden de los Carmelitas.
Virgen del Carmen es una de las diversas advocaciones de la Virgen María que procede del Monte Carmelo, en Israel. En la Edad Media se creia que María significaba "estrella del mar", en latín "stella maris". Desde entonces muchos han aclamado a María como la "Flor del Carmelo" y la "Estrella del Mar" y fue en el S. VXIII, cuando el almirante mallorquín Antonio Barceló Pont de la Tera, impulsó su celebración entre la marinería. Desde entonces en muchas localidades españolas se celebran grandes procesiones marítimas donde se invoca a la Virgen para que nos proteja ante posibles naufragios y tempestades en alta mar.
En Moraira, cuando llega el día, dentro de su semana festiva, tras la salida de la Virgen desde la Iglesia en procesión por las calles, llega hasta el Puerto, donde es embarcada y adentrada en el mar para bendecir las aguas. Numerosas embarcaciones de todo tipo la acompañan engalanadas con flores, cintas y banderas haciendo sonar sus sirenas.
Es una procesión especial y emotiva, donde las aguas sirven de escenario para acoger, una vez más, a los marineros, hombres de la mar y a su Virgen protectora.

In the warm month of July, Moraira holds its Fiestas Patronales.
The Fiestas Patronales are a festival held in honour of Our Lady of the Forsaken (15 July), the patron saint of Moraira, and of Our Lady of Mount Carmel, the patron saint of sailors.
The festival’s processions are of great historical importance, the most curious being the sailors’ procession.
The feast day of Our Lady of Mount Carmel is 16 July because tradition says that on that day in 1251 the Blessed Virgin gave the Brown Scapular to Saint Simon Stock, head of the Carmelite order.
Our Lady of Mount Carmel is one of the many titles applied to the Virgin Mary, after the mountain in northern Israel. In the Middle Ages it was believed that Mary meant “star of the sea”, “stella maris” in Latin. Since then many have referred to Mary as the “Flower of Carmel” and the “Star of the Sea” and it was in the 18th century when the Majorcan admiral Antonio Barceló Pont de la Tera established her celebration amongst sailors. Since then many Spanish towns have held major maritime processions to invoke the Virgin to protect us from shipwrecks and storms at high sea.
On this of day of the week-long festival in Moraira the Virgin is taken from the church and carried through the streets to the port and taken by boat out to sea to bless the waters. Accompanying the Virgin on this voyage are vessels of all types, decorated with flowers, ribbons and flags, sounding their sirens.
It is a special and emotional procession, in which the sea once again welcomes sailors, seamen and their protector, the Blessed Virgin.

Source text - Catalan Pla pilot d’adaptació de titulacions a l'espai europeu d'educació superior
Per tal d’adequar els estudis universitaris de Catalunya als requeriments derivats de la Declaració de Bolonya, des del departament competent en matèria d’universitats es va posar en marxa, el curs 2004-2005, un Pla pilot d’adaptació de les titulacions a l’anomenat espai europeu d’educació superior (EEES). El curs 2005-2006 s’ha fet la segona edició d’aquest Pla.
Aquest Pla es va iniciar amb titulacions pilot de grau i titulacions pilot de màster universitari. El nombre total de crèdits per a les primeres va ser de 180 crèdits ECTS (European Credit Transfer and Accumulation System- Sistema de transferència europeu de crèdits), impartides en 3 anys, i de 120 crèdits ECTS per als màsters universitaris, impartides en 2 anys .
Les titulacions incloses al Pla pilot tenen en compte la definició dels objectius formatius, en forma de competències acadèmiques i professionals, que ha d'assolir l'estudiant i la manera com les ha d'assolir, a partir d'una àmplia consulta i diàleg amb tots els agents implicats. Es va planificar, també, la manera com s'assoleixen i com s'avaluen aquestes competències i habilitats per passar del concepte d'ensenyament al d'aprenentatge. És imprescindible, alhora, estimular la motivació i la preparació específica del professorat i del personal d'administració i serveis que participi en el desenvolupament d'aquestes titulacions pilot, sobre la base de nous enfocaments pedagògics i amb suport específic de les TIC i les noves metodologies.
Durant les dues edicions, les universitats catalanes han incorporat al Pla 82 titulacions pilot de grau i 16 màsters pilot.
Validesa de les titulacions incloses al Pla pilot
La titulació que s'obté en acabar els estudis inclosos al Pla pilot serà un títol propi addicional de la universitat que l’imparteix. Per tant, l'estudiant tindrà l'avantatge de posseir, en finalitzar els estudis pilot de grau, un títol addicional, adaptat a les directrius europees, acreditat, si s'escau, per l'Agència per a la Qualitat del Sistema Universitari de Catalunya. La titulació és impartida utilitzant millores pedagògiques que permeten a l'estudiant assolir unes determinades competències i habilitats útils per a certes sortides en el món del treball, i que, d'altra banda, li hauria de permetre matricular-se, si és el seu desig, en màsters oferts a altres universitats europees. Alhora, és possible que algun d'aquests títols propis es pugui fer de manera conjunta amb altres universitats europees, si s’estableixen convenis.
D'altra banda, l'estudiant assolirà, també, la titulació homologada corresponent, de dues maneres:
a) Si la titulació homologada és de la mateixa durada que el nivell de grau, l'estudiant obtindrà, simultàniament, el títol propi i el títol homologat.
b) Si la titulació homologada corresponent és d' 1 o 2 anys més, l'estudiant haurà de prosseguir els estudis durant 1 o 2 anys més, respectivament, per obtenir el títol oficial homologat.

Translation - English Pilot programme to adapt qualifications to the European Higher Education Area
In order to adapt Catalan university courses to the requirements of the Bologna Declaration, in the 2004-2005 academic year the ministry responsible for universities set up a Pilot Programme to adapt qualifications to the European Higher Education Area (EHEA). The 2005-2006 academic year was the second time this Programme was implemented.
This Programme included pilot undergraduate qualifications and pilot university master’s qualifications. The total number of credits for the former was 180 ECTS credits (European Credit Transfer and Accumulation System) spread over 3 years, and 120 ECTS credits for the university master’s degrees, spread over 2 years.
The qualifications included in the Pilot Programme take into account the definition of the educational objectives, in the form of academic and professional skills, which have to be assumed by students and the manner in which they are to be assumed, based on a broad consultation and dialogue process with all the parties involved. The manner in which these skills were to be assumed and evaluated in order to move from the concept of education to that of learning was also planned. It is, therefore, essential to stimulate motivation and the specific preparation of the teaching and administrative and service staff that participate in the development of these pilot qualifications, based on new pedagogical approaches and with the specific support of ICT and new methodology.
In the two programmes, Catalan universities incorporated 82 pilot undergraduate qualifications and 16 master’s qualifications.
Validity of the qualifications included in the Pilot Programme
The qualification that is obtained upon completion of the courses included in the Pilot Programme will be an additional university-specific qualification. Therefore, the students will have the advantage of having, once they have completed their undergraduate courses, an additional qualification, which is adapted to European directives and accredited, where applicable, by the Quality Assurance Agency for the University System in Catalonia. The courses are taught using improved pedagogical methods that enable students to assume certain skills that are useful for professional careers, and that, additionally, enable students to be admitted, if they wish, to university master’s courses offered by other European universities. Moreover, it is possible that some of these university-specific qualifications can be organised in conjunction with other European universities, if the corresponding agreements are established.
Furthermore, students will also assume the corresponding officially recognised qualification, in two ways:
a) If the course is the same length as the undergraduate level, students will simultaneously obtain both the university-specific qualification and the officially recognised qualification.
b) If the corresponding officially recognised qualification has a duration of 1 or 2 further years, students must continue their studies for 1 or 2 further years, respectively, in order to obtain the officially recognised qualification.
