The main goal of the project is to contribute to optimizing information technology at the Public Pension Agency (PPA). The focus is to identify the lack of control and risks. The project team has to grasp the situation in the domains of IT governance, cybersecurity, application integration and controls, and human resource management of IT first. Then after an analysis of the situation, measures to address the fields of action have to be derived, and based on the findings, also risks have to be identified and described.
Besides the review of the required domains IT governance, cybersecurity, application integration and controls, and human resource management of IT, the consultants additionally gathered input regarding the strategic and operational situation in the major business departments (like Finance Department). This input is needed to be able to find out the relevant processes and applications to review and to find IT problems in the business Departments and requirements regarding IT which have to be fulfilled.
To get the needed information to be able to audit the information technology including processes and organization, on the one hand, many interviews had to be conducted with people from the business departments (like Insurance Department or Purchasing Department), both managers and staff to get strategic and operational insights. On the other hand, many interviews with people from the IT Department and, if needed with suppliers, were conducted.

والهدف الرئيسي للمشروع هو المساهمة في رفع مستوى تقنية المعلومات في المؤسسة العامة للتقاعد، نظراً إلى أهميتها الحاسمة بالنسبة لهذه المؤسسة ولتعاملها مع مبالغ مالية ضخمة من أجل المدفوعات الشهرية. ويتعين استعراض المجالات المتعلقة بتقنية المعلومات، والأمن السيبراني، وإدماج التطبيقات وضوابطها، وإدارة الموارد البشرية، وبناء على النتائج، يتعين وصف التدابير الرامية إلى معالجة مجالات العمل والمخاطر المحددة.
وإلى جانب مراجعة المجالات المطلوبة لإدارة تقنية المعلومات، والأمن السيبراني، وتكامل التطبيقات وضوابطها، وإدارة الموارد البشرية لتقنية المعلومات، قام الاستشاريون بجمع المدخلات المتعلقة بالحالة الاستراتيجية والتشغيلية في إدارات الأعمال الرئيسية (مثل إدارة الشؤون المالية). هذه المدخلات كانت ضرورية لتكون قادرة على معرفة العمليات والتطبيقات ذات الصلة لاستعراض وإيجاد مشاكل تقنية المعلومات في إدارات الأعمال والمتطلبات المتعلقة بتقنية المعلومات التي يتعين الالتزام بها.
ولجمع المعلومات اللازمة للحصول على تقنية معلومات وعمليات وتنظيم دقيقة، كان لا بد من إجراء العديد من المقابلات مع أشخاص من إدارات مختلفة (مثل إدارة التأمين أو إدارة المشتريات)، سواء من المديرين أو الموظفين، للحصول على رٌوَى استراتيجية وتشغيلية. ومن ناحية أخرى، أٌجريت العديد من المقابلات مع أشخاص من إدارة تقنية المعلومات، وإذا لزم الأمر ستٌجرى مقابلات مع الموردين.
