Source text - English • The dual system is a public-private partnership (PPP). It shares the costs between the public and private sectors as well as the responsibility of apprentices’ learning on both the private and the public sectors. The public schools are responsible for the theoretical learning and the private sector is responsible for the practical training. The DS uses a formal apprenticeship model as the form of arrangement between the stakeholders. The International labour organization (ILO) defines apprenticeship as “any system by which an employer undertakes by contract to employ a young person and to train him [or her] or have him [or her] trained systematically for a trade for a period the duration of which has been fixed in advance and in the course of which the apprentice is bound to work in the employer’s service” (International Labour Organization, 2017, p. 8). An apprenticeship is regulated by a contract between the apprentice (the apprentice), the training organization, the school, and the regional unit of implementing the dual system (RUDS). The apprenticeship happens through a three-year programme where apprentices spend two days at school and four days at the enterprise. The apprentice is entitled to a monthly stipend of EGP 300 for the first year, EGP 400 for the second year, and EGP 500 for the third year. As of today, the Dual system now has grown to exist in 23 governorates and has around 52,000 apprentices across the three years of study (Ministry of Education and Vocational Education, 2019).
• The dual system covers four sectors with 11 occupational profiles and 56 occupational specializations with most apprentices in industrial education. The following table highlights the apprentice enrolments per specialization as per the 2019/2020 dataset provided by the MoETE. The occupational profile list is dynamic, in which new occupations are added/deleted per region and across the country depending on the market needs and the apprentice enrolment as well.
| Translation - Arabic • نظام التعليم الفني المزدوج هو نظام شراكة بين القطاعين العام والخاص. حيث يتقاسم القطاع العام والخاص التكاليف، بالإضافة إلى أن مسئولية تعليم المتدربين تقع على عاتقهما. المدارس العامة مسؤولة عن التعليم النظري والقطاع الخاص مسؤول عن التدريب العملي. يستخدم النظام المزدوج نموذج التلمذة المهنية الرسمي كشكل للترتيب بين أصحاب المصلحة. تُعرف منظمة العمل الدولية التلمذة أو التمهن على أنه " أي نظام يتعهد فيه صاحب العمل بموجب عقد بتوظيف شاب وتدريبه أو تدريبها، أو تدريبه أو تدريبها بشكل منهجي على المهنة للفترة المحددة التي تم تحديدها مسبقًا والتي يلتزم فيها المتدرب بالعمل تحت سلطة صاحب العمل" (منظمة العمل الدولية، 2017، ص 8). يتم تنظيم التدريب المهني عن طريق عقد بين المتدرب، منظمة التدريب، المدرسة، والوحدة الإقليمية لتنفيذ النظام المزدوج. يحدث نظام التمهن من خلال برنامج مدته ثلاث سنوات، حيث يقضي المتدربون يومين في المدرسة وأربعة أيام في المؤسسة. يجني المتدرب راتبًا قدره 300 جنيهًا شهريًا للعام الأول، و400 جنيهًا للعام الثاني، و500 جنيهًا للعام الثالث. اعتبارًا من اليوم، نما النظام المزدوج ليتواجد في 23 محافظة ولديهم حوالي 52,000 متدرب على مدار الثلاث سنوات دراسة (وزارة التربية والتعليم الفني، 2019).
