For rapid CARM set up during the COVID response
During the COVID outbreak, community accountability is more important now than ever. In response to COVID, rapid program adaptations are being made, oftentimes without sufficient time to conduct thorough community engagement beforehand. Additionally, Ebola outbreaks in western Africa indicate that outbreaks lead to an increase in sexual exploitation and abuse due to the increased vulnerability of community members. Community members need a way to communicate with Mercy Corps and face-to-face interactions can no longer be relied on.
In many countries, the COVID outbreak has limited or cut off access to intervention communities. Acknowledging that teams may have limited time, resources, and access to rapidly design a full CARM during this time, Hotline in a Box will enable teams to rapidly set up a hotline while maintaining a remote program management approach. Hotline in a Box will also lay the foundation for the development of a more robust CARM in the coming months.

About Hotline in a Box
Who is this for?
Hotline in a Box is designed with two audiences in mind:
1. Country programs with no pre-existing CARM
2. Country programs with CARM but who are not currently using a hotline as a feedback channel and are interested in adding a channel that can be implemented and managed remotely
What is a Hotline in a Box?
Hotline in a Box is a compilation of resources to facilitate the rapid set up of a hotline to collect and respond to community feedback.
This resource includes additional options and considerations for the various steps of setting up a hotline, given that many teams are currently facing reduced access to their intervention communities and need to conduct more tasks remotely.
Step-by-step guidance
In order to rapidly set up a hotline in the COVID response, teams will need to take the following actions:
1. Conduct community engagement
2. Determine appropriate network provider
3. Sensitize communities
4. Prepare to receive calls
5. Manage hotline use risk
Step-by-step checklist
1. Conduct community engagement
Despite the current challenges posed by COVID, teams still need to confirm that any feedback channel they plan to use is preferred and accessible to community members.
If community engagement determines a hotline may not be an appropriate channel for any reason (i.e. culture, security, etc), do not proceed with setting up a hotline. Contact CARM advisor for assistance in determining alternative rapid feedback channels.
Restricted access
If focus group discussions (FGDs) are not possible due to community accessibility and/or physical distancing requirements, remote engagement options are possible in order to determine if a hotline is an appropriate feedback channel in your intervention communities. The suggestions below are not exhaustive, and teams should feel free to use any method they have to remotely communicate with members of intervention communities to ask them about their preference for, and ability to access a hotline.
> If phone numbers of current program participants are available, conduct key informant interviews (KIIs) by phone
> Conduct KIIs with local community leaders in your intervention areas by phone
> Determine if any peer organizations are using a hotline in nearby intervention areas and contact them to understand their lessons learned from their hotline
Normal access
If access to intervention communities is not affected by COVID and physical distancing is not required, community members should be engaged through FGDs. CARM Toolkit resources are available to guide teams in CARM FGDs:

2. Determine appropriate network provider
When selecting a network provider for your hotline, three factors should be taken into consideration:
1. Which provider has the most coverage in your intervention areas?
2. Which provider is preferred by target populations (especially important if calls/texts need to be in-network to be free)
3. What will the fees be for individuals who call or message the hotline from a phone on a different network?
Once the network provider has been selected, you will need to:
> Set up a contract with the network provider if necessary
> Purchase the phone and sim card to be used for the hotline
Some teams may want to have their hotline based in WhatsApp only, which does not require a network provider. Because WhatsApp requires community members to have access to a smartphone and the internet, relying on WhatsApp alone is not recommended.
3. Sensitize communities
In order for community members to know feedback channels are available to them and understand their purpose, they must be sensitized to CARM. When Mercy Corps is operating remotely, sensitization activities are even more critical because we cannot rely on advertising the mechanism in-person.
CARM sensitization approaches and messages will need to be updated and adapted in response to COVID. All sensitization messaging should remind community members to stay at home when they are feeling ill, and it is possible for them to share their feedback with Mercy Corps remotely (i.e. through the hotline).
Regardless of whether or not teams are operating remotely, an effort needs to be made to identify the different population groups in your intervention areas. The community sensitization guidance and inclusive community sensitization tool will help ensure that the community sensitization plan developed will reach all members of a community, including marginalized and minority groups.
Access restricted
Different types of sensitization approaches can be taken to ensure that communities receive the relevant CARM information they need, while also reducing the number of touch points team members have with community members:
> Leverage relationships with local authorities, partners, community leaders, and committees already present in intervention communities to help spread the word about the availability and purpose of Mercy Corps’ CARM feedback channels
> Focus on essential messages and coordinate with the program team, incorporating CARM sensitization messages into program sensitization materials → this will leverage the presence of team members already in the field without increasing the burden to field teams or procurement
> Increase / incorporate the use of flyers, posters, brochures, and other printable materials
> When kits are prepared for distribution, add a CARM flyer, brochure, or other printed material
> If budget allows, use radio messaging
> Record a video or audio message about CARM that can be played to communities and included in training for daily workers and enumerators
> Send an SMS with CARM information directly to participants
If your remote sensitization activities will only reach program participants, encourage participants to share information about feedback channels with their family and neighbors in your message.
Normal access
If access to intervention communities is not affected by COVID, the remote suggestions listed above can still be utilized. The community sensitization guidance outlines additional options that require direct access to communities.
Materials
Regardless of how communities will be sensitized to CARM, materials will be needed. Based on your final sensitization activities selected, you will need to:
> Write your CARM and COVID messaging that will be shared with communities
> Create the necessary sensitization materials
> Procure any necessary sensitization materials
4. Prepare to receive calls
Preparing documentation
CARM STANDARD OPERATING PROCEDURES
Whether or not you have already starting writing your CARM standard operating procedures, focus on completing the ‘Taking Appropriate Action’ table of the CARM SOP template (page 9-10)
> The country CARM focal point should lead the completion of this table, with input from the Director of Programs, Program Managers, and other relevant team members.
> The Community Accountability Advisor is also available to provide assistance
CARM DATABASE
See the CARM database guidance for details on how to safely store and manage CARM data, and how to appropriately share CARM data
> Set up a CARM database, where all feedback will be documented and managed.
- The CARM database template can be used as-is or easily adapted as needed by teams.
> Determine who will have access to the CARM database
- The country CARM focal point, their supervisor, and the team member who will answer the hotline will need full access to the CARM database
Preparing team members
> Designate a team member to answer phone
- Must understand Mercy Corps standard feedback grades and appropriate action for each grade
> Program managers must also understand in their role when Grade 1-3 feedback is brought to them for resolution
Preparing the hotline
> If possible, set up a voicemail for calls received during non-working hours
> If possible, set up automatic replies for SMS messages, acknowledging that message was received and a member of the team will respond in 2-3 working days
Managing feedback volume
In the COVID response, hotline call volume is likely to be high, with most community members calling for information or to request assistance.
> The program team should prepare the answers to frequently asked questions (FAQs) and share them with the team member who will answer the hotline. Program FAQs will allow many basic questions and requests to be answered for the caller immediately, reducing the effort or contacting the program team for an answer/response and calling back the community member to close the feedback loop.

> The team member responsible for answering the hotline should communicate commonly received questions and requests to program managers so they can update the messaging on program sensitization materials to address these questions and requests.
5. Manage hotline use risk
COVID transfer risk
> Low risk of transfer on a personal device
> Medium risk of transfer on a shared device
> The potential for transfer comes from different individuals using the same phone
Mitigating risk
> After feedback has been shared, advise the caller to immediately wash their hands for 20 seconds with soap and water or use an alcohol-based solution if they are using a shared phone

أنت توافق على أن تدافع و تبرئ ذمة شركة إيلاف للتجهيزات الطبية® و الشركات التابعة لها و شركائها ؛ ومسؤوليهم و مدرائهم و موظفينهم و وكلائهم و أعضائهم و مرخِّصينهم و ممثلينهم و الطرف الثالث المزود للخدمة و تعويضهم عن جميع الخسائر و النفقات و الأضرار و التكاليف ، بما في ذلك أتعاب المحاماة ، الناتجة عن أي انتهاك لهذه الشروط. تحتفظ شركة إيلاف للتجهيزات الطبية® بالحق في القيام ، وعلى نفقتها الخاصة ، بالدفاع الحصري والإشراف على أي مسألة تطالب فيها أنت بالتعويض ، وفي هذه الحالة تتعهد بالتعاون بشكل كامل مع شركة إيلاف للتجهيزات الطبية®.
متفرقات

My goal is to work with clients who seek an Arabic-English 0r English-Arabic translation, proofreading or copy editing to produce a more polished, coherent, and grammatically correct product. I'm a fluent English speaker living in Spydeberg, Norway. I received my bachelor's degree in English language and its literature from Aleppo University in 2017. Also, I am very familiar with the American Psychological Association (APA) style and the Modern Language Association (MLA) style. I hold a subscription to these styles' online manuals as well as the latest unabridged version of the Merriam-Webster, Longman, and Oxford dictionaries. I am well-versed in using Microsoft Word and Adobe Acrobat. I also work on Trados, a translation program and other translating websites like Matecat. I am able to edit all types of copy, including blog posts, articles, web pages, magazines, short stories, novels, and non-fiction manuscripts, with a special interest in self-development, health, science, and travel genres. A perfect translation will give the reader an impression of reading a source text. The text has to flow, suit the target audience, and be free from grammatical errors. Before delivering a finished product to a paying customer, these criteria should be met and fulfilled. Deadlines are of uttermost importance, and I'm willing to work during the nighttime if necessary due to short deadlines or huge projects. Besides that, I have great experience in teaching English.
