This Law aims at:
1. regulating procedures related to government works and procurements, and ensuring they are not influenced by personal interest and influence peddling in order to protect public funds;
2. procuring the best value for public money when contracting for works, procurements and contracts, and carrying out projects at fair competitive prices;
3. promoting honesty and competitiveness and ensuring equality and fair treatment of competitors in fulfilment of the principle of equal opportunity;
4. guaranteeing transparency in all procedures of government procurements.
5. promoting economic development, including the support of local content and local small and medium enterprises (SMEs).

Bio

This is Dr. Muhammad Fathi Shahine, a highly professional native Arabic
Translator based in Cairo, Egypt. I am a graduate and a member of the teaching
staff of the College of Languages & Translation, Al-Azhar University in
Cairo. I have the necessary academic qualifications and talents to provide you
with high quality Arabic translation of your English text, as well as English
translation of your Arabic text.

I
have more than 12 years of hands-on experience during which I have translated
over 5 million words within different fields. I have worked for three
translation agencies in
Egypt.
I have received my first practical training in translation in Mitsco Translation
and Training in Egypt in 2006. Then, I joined Elocalize in 2007 where I
undertook translation tasks in several fields of translation. Then, I joined
Global Publishing, Translation, and Distribution Company (Sidra) in 2009 where
I worked for about five years undertaking translation and revision tasks. 

Since
2014, I am a freelance translator working for a number of renowned translation
companies in Egypt, GCC and USA. I worked for Sakhr, Arabize, Dana Legal
Translation Bureau (DOSB), Commanine and Globalization Partners International
(GPI).

Throughout
my work as a full-time translator and a freelance translator, I took part in
several translation projects for renowned clients such as the UN,
UNHRC,
EU, Australian Human Rights Commission, VisitBritain, CNN, BETT, ADAEP
,
and others.

I am
an expert in translating technical and financial proposals and RFPs for leading
international Consulting firms. I translated and revised more than 100 translation
projects for prestigious Consulting firms such as
A.T. Kearney, McKinsey,
Boston Consulting Group, Deloitte Consulting, PricewaterhouseCoopers, Ernst and
Young, KPMG, IBM Global Services. (more than 3 million words).

I
teach English into Arabic and Arabic into English translation to undergraduate
students at the College of Languages & Translation, Al-Azhar University
(2012-present).

I have a long experience in legal translation
from Arabic into English and vice versa. I translated
M.A. thesis from Arabic
into English in Administrative law, entitled:
 Legal Regulation of Administrative Contract  Negotiations (2014). I also translated the new Government Tender
and Procurement Law
in Saudi Arabia issued in 2019.
